is made the duty of the Inspector to purchase till articles
used hy the Penitentiary, (the purchases heieg ordered by the
Principal Keeper.) and to take the receipt of the Principal
Kcepct for the same. And it is made the duly of the Prin
cipal Keeper to receive ail raw niateiiais purchased liy the
Inspector, and to receipt to him for the same, and such raw
! materials as may he on hand when the Principal Keeper on-
; ters on the duties of his ollice, (hr whid. lie gives receipts to
his predecessor.

hooks and vouchers, mid being satisfied as above stated of
their correctness, and of the agreement of the same with the

materials and labor in re-building, should not In; taken into
account : to this it may he replied, tluit that expense was ne
cessary to the State, and might have been more, if resort

tiary— for the former would have had an eye to the profit in
the undertaking—while in the employment of the latter,

The Committee agree fully with the Principal Keeper in

convict. And ns your Committee can see no difference in
| the expense of employing them the one wav or tin! other,
they know of no good reason why their wages should not he
iucieascd, ami thus make them both more responsible and
pet niauent.
And as an additional reason, they have ascertained hy in-
tervi. w with the Principal Keeper, that one officer in the
guard, at pay of §300 per annum, has been dispensed with,
and the wages of the guard reduced from twenty to sixteen
dnilais per month.

that of tlie su m of 8 10,324 43, drawn of it, there was drawn
on tlie first of January, 16-1-1, by John Hammond, topnv for
Pork nml Suit, §2,318 81, and which was chargeable to the
firmer Monk Keeper, and the further sum of §17 50 paid to
folm M. Ashiiist. Esq.; til-)) the sunt of §38 43 to William
Stride, expenses for prosecuting escaped convicts, but w hich
several sums not being drawn by tlie present Rook Keep
er, have not been charged by him against himself.
The Committee would recommend that the two female
convicts now confined in the Penitentiary be pardoned ; and
they recommend tluit sonic oilier mode of punishment be
prescribed for females who shall hereafter be convicted of
tlio.-e crimes for which they have heretofore been coufiucdin
tlie Penitentiary, and that the li \v making a common prison
the receptacle of males mid females, be repealed. The rea
soning which lias led the (’ommittee fo these conclusions
need not here he detailed, it being appntent tluit, unless fe
male convicts m e placed in solitary confinement, there would
lie a class ol persons soon springing up not contemplated in
any piovisimis made for the Institution, and under circum
stances abhorrent to every feeling of humanity.

Keeper, und Inspector, to publish their Reports herctifior lo

| der of the appropriation now in the Treasury ho subject to
j the order of liii Excellency the Governor, for the Use of the
; Penitentiary, if necessity should require it.

Commissioners, one for two veins, and one for four venrs,
and one for six years, so that one may he chosen even sec

salaiies and allowances us herelofoie allowed to the Com
missioners of said Road. And the said Commi-sinners are
hereby declared tohe a body corporate, with pon cr to sue for

liable to be sued mi the contracts they may enter into under
