Union.
of the
. Two brief paragraphs appear in our
foreign intelligence this morning, each
of which is full of national importance,
and is doubtless the precursor of impor
tant action at Washington. The first
announces that Great Britain refuses re
dress for the outrages her cruisers have
inflicted on our commerce, and refuses
also to submit to arbitration the ques
tions that are at issue between her and
the United States. The second indicates
that the infringement of the Munroe doc
trine, Committed by France in Mexico, is
complete, and that the Mexican Republic
exists no longer as an organized power.
But for the supposed dissension and
division of the United States, it is clear
that these are announcements which we
should never have been called to record.
What strengthens Great Britain in her
i&sulting course, is the belief of her Gov -
emment, that, although the American
Civil War is at an end, it has not left the
American people a united people. With
out this belief she never would have ven
tured to crown her long career of enmity
to the United States, by the bully’s refu
sal to submit to impartial arbitration
questions upon which she believes that
her injured antagonist is too weak, by in
ternal divisions, to risk the wager of
battle. Nor without this belief would the
Government of France, against the sen
timents of the great majority of the cap
italists of France, ever have sustained to
this point the empire she planted on our
Southern border.
14is for us, the people of the Southern
States of the American Union, now to
undo this belief of foreign powers. By
unanimous loyalty, in thought as well as
act; by service of the heart as well as of
the lip, to our common country; it is for
us to inspire the President and Congress
of the United States to maintain our na
tional honor against these foreign powers,
in a manner worthy of our common his
tory. The world knows that in our civil
strife, We have a military and naval power
which Great Britain and France, singly
or as allies, dare not provoke to war, if
only it is clear that in war against them,
that power would be wielded by a unani
mous people. Let us then make it clear,
in our daily private talk, in our Legisla
tive actions, in the declarations of our
press and public assemblages, that what
ever are our differences among ourselves,
— differences fast disappearing, — as
against other nations we are of one mind.
If foreign war shall be inevitable, let
Great Britain understand that Georgia
is as loyal as Massachusetts; that South
Carolina is as true as Maine;- that Ala
bama and Mississippi and Louisi^p
will support their national government
with no less ardor than will their sister
States of the North and the West; that
in such a war on land, she will confront,
united, the armies that were enemies at
Shiloh and at Gettysburg, and that on
the sea, the once hostile tars of the Mon
itor and Merrimac, will'renew, under one
common flag, their common glories of
the War of 1812.
But that Great Britain and France may
understand this, mere words will not be
sufficient. The agents whom those Pow
ers maintain here are too experienced not
to look beneath merely verbal profes
sions. During our civil war this country
has been made the theatre of their ablest
diplomatic talent, and the real unanimity
or discord of our people will not escape
its discernment. Let, then, the ominous
presage of trouble with those Powers,
with which this moVning’s news is preg
nant, quicken the loyalty of any heart in
which, through the rankling of past
griefs, it may be sluggish. Slavery, we
all know, was the great cause of our civil
war. The questions arising -frbm its
abolition, we all know, are our sole ques
tions of division. Remove those^uestions,
then; guarantee by law the civil rights
of the freedmen, as the rights are guar
anteed of us who have been always free;
and let the freedmen find their own level
in all the walks of life, like all other
men, according to the native capacity of
each. Dispose at once, by such compre
hensive guarantees, and by abolishing
all caste or class legislation, of all these
questions that now encumber us; and
then, ao longer at discord among our
selves, let North and South, if foreign war
shall comef cement the American Union
by their common blood shed in battling
against a common foe.

FIBE EAST NIGHT:
Narrow Escape from a Destructive

About half-past nine o’cloek last evening, by
way of changing the monotony of our city,
the alarm of fire was sounded, bat not ^tffthout
considerable delay from foe Exchange Belfry.
The watchman struck Lffttrict ifo, 2y *nd
large number of the firemen proceeded with
their engines toTait' section of the city, but
finding no tire thmhretraced their steps to the
corner of Bsy and Barnard Streets, where large
volumes of smoke were issuing from the
wholesale grocery store of Messrs. LaRoche,
Gadefa 4 Uqckjep. 'Ttte door opening on Bar
nard street was soon forced open, when a lot of
cotton, comprising about 30 hales, were disco v
ered to be on fere.' Fortunately^ the fire was
smothered for want of ventilation, and had not
made much progress before it was discovered.
By the timely arrival of the engines, sufficient
streams, of water were thrown upon the burning
mass of combustible material to subdue the
flames. Although the fire did not destroy
much of the cotton, the greater portion was
damaged by the water. The firemen Were
very active and threw the whole of the cotton
into ihe street, where it was thoroughly satura
ted.
A small quantity of the groceries in the store
were damage!, but to what extent we could not
learn. We are gratified to learn that Messrs. La-
Iteche, (laden it Unckles have their entire stock
insured, and that the accident will not seriously
interfere with the business of this' reliable and
energetic house.
Seine seven or ten bales of cotton ware partially
destroyed. Tod damage to the building will be
slight, and with such an enterprising firm as La
Roche, Gaden & Unckles, the building will at
once bo put ia oomph to repair. It was quite
fortunate that the fiery element had gained no
greater headway beture it was ascertained, as an
immense quantity of ardent spirits were in the
store,and bad this inflammable stock been ignited,
we should doubtless have bad occasion to ohron-
iolea most disastrous conflagration.
If some ot our parsimonious merchants, who
have donated little or nothing to the energetic
young men who are striving to secure» sufficient
lunds to purchase a Steam Eire Engine, were
present last night to witness the narrow escape
from a serious tire, we will wager enough money
would be raised forthwith to purchase the great
public blessing—a Steam Fire Engine. “An
ounce of prevention is far better than fifty pounds
ot cure,” and we trust that our merchants will
not wait until we are visited with a big fire be
fore they donate to the Metripolitans.
Serenade.
Brevet Muj. Gen. J. M. Braonan, commanding
this Department, was last evening made the re
cipient of a superb serenade at his residence by
tbe fine band oi the 12th Maine, which performed
some splendid music. The'compliment was ten
dered by Col. Elwell, commanding tbe regiment
and was duly appreciated by tbe General and bis
Staff, who entertained the officers in a very soci
able a la militaire style.
The night was a charming moonlight one, and
as the soft, swelling melodies sailed up through
the trees, and finally died away la dreamy echoes,
romantic thoughts were excited in J poetic
minds,for who can re-ist the indescribable charm
that wraps one in mysterious and meditative
bonds when music is waf-ed to their earB on a
calm moonlight night. It music hath charms to
soothe, it is when the pale beams of tbe moon
soften the asperities of the human heart and fill
each soul with fresh deligR.
Nothing is more refreshing than to stroll
through our streets, and hear the eohoes of tome
plaintive or operatio air floating off in the dim
distance.
Serious and Brutal Assault on a Po
liceman
Last evening while prira'e Doucin,of the Police
force,was attempting to arrest Sergeant; Robin son,
at the corner of Tattnall and Gordon streets,he was
dangerously assaulted with aslungshot by Robin
son, who is a deserter from tl e 103d Regiment U.
S. C. Infantry, and who some time since at
tempted to commit suioide in consequence of a
love affair with his sable du'eiana. Robinson
discharged a revolver at D jucin’s head, but with
out effect. Rob nson then ran off, but was dose-
ly pursued by Doucin. Finding his chanoes of
escape very small, the villain turned round and
strnck Doucin a stunning blow with ■ slung shot
composed of grape shot and other deadly mis
siles. Doucin was struck several times, and al
most paralysed, the weapon breaking bis collar
bone, and injuring his arm very severely
The wounds, though painful, are uot dangerous.
Robinson succeded in making his escape, and has
not yet been arrested, but will no doubt speedily
be oaugbt, when we trust he will be entirely
eured of his poouliar penchant for murder.

fendant being in the employ of the United
States, is ordered to return to his employer,
and is discharged without payment of costs.
The United States, by Sergt. Leonard, vs.
John Milieu, (colored). Having a United
States musket in his possession. The defend
ant having been unable to account satisfacto
rily for the possession of the musket, the same
is hereby taken charge of and will be turned
over to the Ordnance Department, and the de
fendant will be discharged.

Resolutions by the Company.
At an extra meeting of the Metropoli
tan Fire Company, held at the Fireman’s
Hall on the 21st inst., Messrs. G. H.
Sneed, JosephH. Burroughs and C. F.
Grant, having been appointed a Commit
tee to draft resolutions expressing the
sentiments of the Company, made the
following report, which was unaimously
adopted:
1ieesotoed, 1st, That the sincere thanks of
the Metropolitan Fire Company be and
are hereby tendered to Messrs. Raymond
and Hamilton, Managers of the Savan
nah Theatre, for their generous Benefit
to the Company, the proceeds of which
Benefit have so materially aided them in
their efforts to purchase a Steam Fire
Engine for use in this city.
Resolved 2d, That the Company also
returns thanks to the Editors of
the Savannah National Republican,
the Savannah Daily Herald and the City
Advertiser, for their many acts of courte

speculation which bee to rely for its success upon
fictitious representations can hardly be called
.legitimate. The banka have been heavily draWD
upon by their Western depositors, ana at the
same time large withdrawals of current tuods
have been made by the beer speculators referred
to, and the demand tor business purposes has
been unusually great. There is a large amount
of cotton, provisions and breadstuff's here held on
speculative account upon which tbe holders have
borrowed money and ihere is a flow southward
in particular to bring forward cotton. Should
the latter come forward in sufficient quantities to
break down its price and enoourage exports,
□ umber of loans would be immediately diaengaj
ed, but meanwhile the cotton speculation abe >r
a considerable portion of tbe current resources
of the banks, in this connection it may be men
tioned that tbe cotton sold yesterday on govern
ment account will not be ready tor del very till
next week, and the consequently it is not likely
to be paid tor until then. The aggregate of twen
ty-fire millions of Clearing House certificates has
not been diminished, we find upon inquiry at
the Sub-Treasury; but this ia owing to tbe certi
ficates cashed or hypothecated by banks in need
of currency having been bought up by other
banks not be'ouging to tbe association. Tbe
temporary loan notices are, however, maturing
every day. Yesterday *484,000 were withdrawn,
and to-day $S00,422—making $7,019,000 since
and inclusive of ihefith inst.
The gold market was firm, tbe opening price
being 136 and the closing oue 146)£. Loans were
in most cases made fiat- Tne steamer Persia
took out 100,000 in gold and tbe Edinburg $55,
000.
Foreign exchange was steady at yesterday’s
rates. It is noticeable iliat the demand for short
bills has increased, owing to the advance in the
Bank of England rate to six per cent and the con
sequent uncertainty ot getting tbe long bills dis
counted. Tbe depression on tbe Produce Ex
change, notwithstanding ihe firmness of tbe gold
premium, shows the active demand which pre
vails for money in commercn l as well as finan
cial circles Bankers’ bills at sixty days are quo
ted at 109*^ a »>£. three days, 109%all0)6.

Western was dull UDd ibe inferior to com
mon brands again declined 5c. a 10c. per
bbl- Tbe sales were about 8,50o bbls. at our
revised quotations below. Southern flour
was dull aod the lower grades furiber declined;
the sales were about 5tlo bbls, Canada Hoar was
also dull and heavy, and pr.cja declined 5c. a
10c. per bbi.

Cotton.—Receipts, 5,084 Dales. The market
was rather quiet, as operator;^were generally
awaiting the Europen advices. Apices were some
what irregular, and iu mancipation ot a decline
some few nolders were anxious to realize, and
sold strict middling as low as 80c. but the balk ot
tbe transactions were at our subjoined quotations,
tbe market closing rather more steady. Tbe sales
were 4,200 bales. We quote :—

AO. Beef hams were dull, and prices continued
nominal. Baooo was neglected. Cut mists were
ia steady demand and with only a moderate sup
ply; prices ruled fimer. Shoulders were jobbing
at lO^jjc. a 17X C - P er lb , and hams at 20c. a
23)£c. per lb. Tbe lard market was steady, and
we noticed more disposition on the part of hol
ders to sell. The sales embraced 900 packages at
24c. a 2»>£c., with an occasional sale of extra
choice kettle rendered, in small lots, at 29c. Rat
ter was in more demand and rery firm at 32c, a
42c. for Western, and 40c a 55c. tor State. Cheese
was in demand at 14)-jc. a 18)£c.—the latter rate
an extreme for choice factory.
Rice was qnret, but unchanged. We heard oI
no sales.
Slgab.—The market was rather more active
and prices were firm. The sales were 790 hhds.
Cuba musiovado, at 14c. a 14%c., and 200 boxes,
at 14X c - Refined was steady, with a fair de.
mand.
Tallow was in limitad request only, and
prices were drooping. 25,000 lbs. sold at 14j^c a
lokte. Receipts, 39 packages.
Whisket.—Receipts 155 bbls. The market
was fairly active, and prices advanced l-2c. per.
gallon Tbe sales were 650 bbls. Western, at
$2,29.

By the arrival of the .steamship Hibernian
we have swery important news. English pa
pers contain a brief summary of interesting
official correspondence that has passed between
Hon. Cbas. Francis Adams, oar Minister
Plenipotentiary at the Court of St. James,
and Earl Hassell, in relation to the ravages
and depredations inflicted on American com
merce during the rebellion. Minister Adams
calls for indemnity, and an explanation for tbe
fitting out of rebel pirates in British port* to
prey upon our commerce. Earl Russel defi
antly repudiates all liability of the Btoglish
Government and refuses to consider arbitra
tion.

Mexican dates of the 15th cootain an inter
esting budget of important news. Maximilian
has issued a proclamation announcing the sud
den departure of Juarez and his followers from
Mexican soil, proclaiming that the cause Jua
rez had sustained with so much valor, bad
finally succumbed to National authority, even
brigandage disappearing from Mexican terri
tory as soon as their native leader had departed
from Mexican soil. Maximilian adds, how
ever, in concluding his boasting pronnn-
ciamento, that great- disorder still exists
in his Empire, but if the insurrectionists
are caught, he will be inflexible in meting out
condign punishment to the guilty parties.
Maximilian had also issued a strong decree
ordering the most vigorous measures to be
taken to capture and punish all persons foand
in arms against his dynasty.
Gen. Esproiel has started with quite a
large force to Lower California in order to
bring that portion of Mexican territory under
the undisputed sway of the Empire of Maxim
ilian.

of Col. Mosby, of Guerilla Raid notoriety in
Virginia.
The Military Commission convened to try
Capt Wirz, ot Andersonvitle, went into secret
session to-day in order to thoroughly investigate
and deliberate upon the mass of voluminous
testimony which has been elicited during tbe
prolonged and tedious trial.
The gunboats Rhode Island and Hornet sailed
from the Washington Navy Yard to-day for
Havana, where thev will take possession of the
notorious rebel ram Stonewall and convey her to
Washington.
