One of the party of Engliahmen-Kr
Morton Peto—who favored our country
with a visit quite recently, having re
turned home, has been giving the En
glish the benefit of his observations du
ring his extended tour through the
North and West of the United States. His
words are those of a thorough going
business man, sensible of our impor
tance as a nation and willing to concede
to us full praise for our energy and per
serverance as a people. He says that
no man of business should consider his
education oomplete until he had paid a
visit to the United States—deprecates
the idea of a war between the two coun
tries in the strongest terms, and expres
ses the oonviotion that if they properly
understood each other, they would be
much better friends, and that the surest
way of accomplishing this end, so de
sirable, as it must be, to the Christian
world, is for the people to mix freely
with each other. His speech was receiv
ed with very considerable applause by
the audience, and commented on quite
favorably by the press. The sentiments
expressed will be equally acceptable now,
and will no doubt militate against the
feeling of'distrust and bitter lioetmty
which has taken possession of the

ARREST OF STEPHENS, THE HEAD
CENTRE OF THE IRISH FENIANS.
Portland, Tuesday, Nov. 28.
The steamship Nova Scotian, C«pt. Wylie,
from Liverpool at 2.30 o’clock on the after
noon of the 16th, via Greencastle on the 18tn
inst., having been detained at Londonderry o
the 17th for the mails, arrived here at x.io
o’clock this afternoon. Her Me five
days later than those already received.

which the Sea King was converted into the Shen
andoah, and equipped from, though not actually
within, this country. It merely recites that Capt.
Waddell commissioned the ship in October, 1864,
under orders from the Navel Department of the
Confederate States, and proceeded to cruise
against the commerce of the enemy. Not a word
is said of his visit to Melbourne or to any other
events before his arrival, in obedience to the
same orders, in the Okhotsk Sea and the Arctic
Ocean. We earnestly hope that the officers and
men of the Shenandoah have not been liberated
without communication .with Mr. Adams. It is
for the American Government either to prosecute
them under onr law, or to claim them under the
Capt. Waddell’s

iv the captain of the Gen. Pike be correct,
his conduct and language toward the unfortunate
men whom he captured in the whalers waa
singularly brutal. At present we decline to ac
cept Cspt. Waddell’s statements os- true. We
should not in the least have pitied Capt. Wad
dell had he fallen into th* hands of the American
navy, and we should not pity him now it he
should be convicted of a felony at common
law.”
The Alabama Claim.
The London Times, of the 17th, says that it is
reported that Mr. Cushing is instructed not only
to co-operate wtth Mr. Adame in bringing the
respective claims of the two governments to a

The following vessels were np at New York,oa
the 29th Nov., to sail for Savannah and the
minds of our people. While we believe
onr demands on the British Gov
ernment are just and equitable, we would
not jump at her refusal to accede to them
as an occasion for war. We would first
exhaust every argument at our command
to seoure them, and not until the preser
vation of our honor absolutely required
it, would we turn from the pacific meas
ure of diplomacy, and seek redress in
arms. The correspondence between Mr.
Adams and Lord Russell has reached that
point when it will be no longer possible
to dodge the question—a direct answer
cannot be avoided, and must result in a
full development of the intentions of the
British Minister. That Government must
be guided by the wishes of the people,
and we cannot but consider the speech of
Sir Morton very timely, inasmuch as it
gave them an opportunity to express a
friendliness for us which is only the
m 4 oie welcome and cheering, because al
most wholly unexpected.

A Complimentary Dinner and Visit to
the Theatre a Part of the Programme
Our city is to be honored to-day with a
visit from Lieut. Gen. U. S. Grant, and
■we sincerely trust the Union men of Sa
vannah will see that some proper degree
of respect is shown to the distinguished
visiter by a fitting reception. An
impromptu meeting could be held at
an early hour this forenoon, to devis e
some plan, for it is very doubtful if the
civil authorities will take any steps to
welcome-our noble and victorious Union
leader. Who will see that'some demon
stration of respect u paid to the great U.
S. G.?
Let every loyalist in our city who owns
au American flag, fling out its starry
folds to the breeze to-day os a signal of
welcome, and in recognition of the ser
vices of the greatest military chieftain of
modern times.
The General will make but a brief tar
ry in our city, and will probably.be es
corted from the boat to the Pulaski
House by one of the infantry regiments
stationed here. We understand that a
number of Union gentlemen have com
pleted arrangements at the Pulaski House
for a complimentary dinner to the Gener
al. Should the weather prove favorable
we hear that a serenade and a display of
fireworks will take place in front of the
Pulaski House to-night.

ed by the orchestra at the theatre. The
time has passed for such open acts of
disloyalty, and the sooner it ceases en
tirely, the better it will he for all con
cerned. Let it be the constant aim of
Northerner and Southerner to . narrow
rather than widen the unhappy breach
that the war has oreated between both
sections of our once prosperous, united
and happy country. May the day soon
dawn when the National historic airs of
onr native land oan be sung throughout
the South without grating upon South
ern ears, and when every American
heart will beat respsonsive to their melo
dious strains.

Fenians—The Action Against the Lord
Lieutenant.
The Irish Judges have given judgment in the
case of Luby vs. The Lord Lieutenant. They
decided that nd action cotild be maintained
against the Lord Lieutenant in his offioial capa
city, and ths writ waa ordered to be taken ofl the
file.
Arrest sf the Fenian Head Centre.
Intelligence from Dublin, of November 11 th 5
says :
The most important arrest yet made was
effected by the police this morning. Mr. Ste
phens, the alleged Head Centre of the Fenians
in Ireland, for whose apprehension a reward of
£200 was offered, bas at length been made
amenable to justice. The police took Stephens
into custody in his own bedroom, his wife
being in the apartment at the time. The house
was searched, and in an adjoining bedroom
were arrested Kickham, Duffy and Bropby,
who were ail in bed at the time. The police,
thirty in number, were well armed, but the pri
soners offered no resistance. Pistols and balls
were lying about their rooms, and the police
found immense stores, enongh to support them
tor a year. Considerable money was found on
their persons. It is stated that the police
have found a check, dated New York so late as
September 33, for $1,5!^, In favor of one of
the prisoners previously arrested.”
The Times says : “There can be no donbt
of the treason of the ‘ Head Centre’ and bis ac
complices. The arrest of Stephens will, we
trust, extinguish Fenianism altogether.”
Stephens has been remanded for further ex
amination.
Arrest of Another Head Centre.
Martin Higgins, reported to be another Hea
Centre, had been arrested at Team and commit
ted for trial.
The Dublin Evening Mail states that a person
was dispatched from New York in September,
and arrived here with credentials to appoint an
other Head Centre in the place of Stephens. He
accomplished his mission, and returned with the
name of the new Head Centre, which was kept
secret.

Jamaica, which, it thinks, proves that ‘the fero

The Times says that the authorities appear to
have acted with commendable promptness in Ja
maica, the chief of the rebels baring been cap
tured, tried by martial law and executed at once.
The government detained the outgoing West
India mail steamer, in order to allow the eommer
ciai body time to eonsider'whst steps were neces
sary to be taken for the protection of British in
terests in Cbili.

Cotton—-The Brokers’ Circular reports the
sales of the week at 46.000 bales, including
8,500 bales to specnlators and 9,000 bales to
exporters. The market has declined l-fid. per
lb., closing nominal. The authorized quota
tions are:

Mobiles — 19 3-4d
Uplands 22d. 19 3-4d.
Stock in port, 294,000 bales, of which 74,000
are American. Sales to-day (Friday,) 7,000
bales, the market closing firm, bat at unchang
ed prices.
Festal Service in Georgia.
Postmaster General Dennison has ordered
mail service to be performed in Georgia on all
the railroad routes of that State. This has
been done in compliance with die recommenda
tions of a large majority of the members of the
recent Georgia Convention, who also petitioned
for the re-opening of over three hundred addi
tional Post Offices in the State, at the seme
time designating citizens eligible for Postmas
ters.—N. Y. Herald, 29th.

The Matamoros Ranchero of the 10th inst.
says :
The firing upon the Imperial steamer Antonio,
from the north bank of the Rio Grande, on Tnee-
day last, was one of the most dastardly outrages
ever perpetrated on the frontier.
The Antonio, having on board a detachment of
French marines, and two field pieces, was forcing
her way up the river under a heavy tire from the
combined forces of the Liberals, when she
grounded’seven miles below the city, and, while
engaged with the enemy, on the Mexioan side of
he river, a furious fire, at loug range, was
topened on the steamer from the neutral bank,
hich was effective in wounding two of the
marines.

Mnmfhis, Saturday, Nov. 26.
A collision occurred last night between the
Niagara and Post Boy on the Mississippi, seven
miles above Helena. The Niagara sunk in 20
feet of water. One hundred deck passengers,
mostly discharged colored soldiers, were drown
ed. The cabin passengers and crew were all
Saved. The Niagara was valued at $130,000,
and was not insured. She had two hundred
tons of freight on board. The Post Boy wfta
not injured.
Caixo, Saturday, Nov. 25.
The steamer Melnotte, from Cincinnati for
New Orleans, struck a snag at Island No. 60,
on the Mississippi, and sustained serious in
jury. She was obliged to throw her deck load
overboard to prevent sinking.
