The letter was inten led lor the President, but
bring informed that It would be ol no avail, I
,■ i»e it to the editor of the PhiladelphiaInquirtr
tor publication. The President had more confi
dence in extreme Radicals than ntysell, who was
. ailed a Democrat, but of tb* order of a strict
Pnnmist; that Is, tor tlie Union, the whole
laion and nothiug less than the Union, and who
never dreamed that a State or Stales conk) leave
the Union without power to resist the whole
power of the United States, and able to main
tain their independence. Nor has Congress or
the Government of the United Slates the
right to force a State out ol the Union,
that has been admitted and recognized as
a State or States. Individuals, bat not States,
may be punished lor treason and other crimes.
With the Radical* the Constitution ia but a rope
of sand, to be destroyed It they cannot force up
on the South to place the ne^ro ffour-ttlihs o!
whom are as ignorant ot the YosUiuiioos ot the
country as the mules they drive,) on an equality
with the white men, ajd but yesterdav their
masters. Opinion* and prejudices which have
existed tor centuries cannot be changed In this
generation, much lew In a day, month or year,
it is taking for more than human nature can
bear. The Northern people will nerer submit to
such a degradation. They are as much opposed
to it w the people ol the Southern States, ex
cepting those only w ho are abolition demagogues,
whose maxim la “rule or ruin." They embrace
the Dantons, Marat* and Robespierre* ot the
Union. Rather than not rule they would leave
their country a howling wilderuew tor the want
ot more rictim* to wtisfy a raging thirst tor
blood.
Read the letter I send you, when I think you
will discover that I am a true friend of my
country and ol the Union.
In conclusion, I am exceedingly anxious to
bave the Southern States restored, and participa
ting in the legislation of the country. The
woner that is done, the sooner we will become a
greater, and, I trust, a wiser people. Most truly
yours. Job* £. Wool.

The following pretty but somewhat fanciful
ttorv illustrates the morel truth tint worth is
better than show:
A young Oriental prince was visiting at the
castle ut a duke in one of the fluest counties in
England. He looked from his window into a
beautilul garden, and inhaled the fragrance
which was walled toward him by the gentle
breath ot June.
“What exquisite perfume 1" tie cried. “Bring

on top of it; now get a piece of brown paper
like what is used in grocery stores ; dry it per
fectly, take it up by the opposite corners, and
rub it on the cat’s back. It Miss Puss has any
objections, they may be overcome by placinir
her between yoar knees, and rubbing the paper
to and fro aernes her back If you have no cat,
your own hair will do, if it is not damp or
greasy. Alter nibbing the paper live or six
times, drop it on the plate on the bottle. Sow,
if vou pat yoar knuckle to the plate, a bright
blue spark will be seen to flv to it, making a
noise like the breaking of a small piece of wood.
Take the paper up without touching the plate,
sad again put yoar knuckle to it; another spark,
similar to the last, will be seen. If you are atraid
to take the shock, you may do as the monkey
did that wanted the chestnuts—put pussy s paw
on the plate; as soon as she (eels the shock, she
will express her dlspletoare at such proceedings
by .pitting and kicking at th* apparatus. This
experiment may be varied by putting little pa

holding yoar hand on another tin plate over
them when the hand or plate is held near

Tie Military Commanders.—Five years
from this date the military commanders who
