Legislatures in accordance therewith, together

tice, arc hereby abolished, and the common law

and preserved in the English language only. All
publications ol the same in any foreign lan
guage is hereby prohibited, and all legal papers,
proceedings or contracts d: awn or preserved in

and void.
Capital punishment in this State is hereby for
ever abolished.
Section 1, Article 12 ol the Bill of Bights pro
vides that no public funds shall be bestowed
upon any charitable or public institution in tiiis
State that makes ony distinction among tlio cit
izens therof.
See. 21 of the same provides that tlio military
shall be in strict subordination to the civil pow-

veution linished its labors, aud adjourned at 11
o'clock this morning, alter adopting a spirited
platform aud preamble acknowledging our obli
gations to adhere the Union, support the general
government in all legal aud proper measures,
and to claim from the government a due perfor
mance of its reciprocal duty by extending to us,
in common with the people of the whole conn
try, Hint protection guaranteed by the Constitu
tion of our fathers ; nnd that a manly protest
against bad policy is thc duty as well os the right
ol every American citizen. This we may do
without factious opposition to government, or
untimely interruption of the public harmony.—
Silence under wrong may be construed into nn
endorsement of it.
