empting from duty, ton, coffee,' wines, pepper,
- spice, indigo, and wool, uuder certain limitations,
(when the current market price of such wool
shall not exceed, in the United States. 12 cents
per pound.) Mr. Dearborn subsequently modified
his resolution by changing the reference to the
committee on manufactures; a debate ensued, in
the courso of which Messrs. Iloifman. Dearborn,
M'Dufiic, Lewis Condict, Cambreleng, Everett,
of Massachusetts, Adams, and Wayne, addressed
tho House. The discussion was arrested by the
expiration of tile hour, when Mr. Bates, of Mas
sachusetts, hod obtained possession of tbe floor,

mittee, and at 8 o’clock, on motion of Mr. Davis,

In the Senate yesterday, the following bills
wore, introduced on leave, and were read and or
dered to a second reading; A bill providing for
mounting and equipping a part of the army
of tho United States for the protection of the
caravans tradiug to Mexico, introduced by Mr.
Benton; a bill providing for the armament of cer
tain fortifications of the United States, intro
duced by Mr. Smith, and a bill providing indem
nity for spoliations committed by the French
prior to tho year 1800, introduced by Mr. Wil
kins. ’The fast named bill was, on motion of
Mr. W., and by unanimous consent, read ai se
cond time by its title, and referred to a select com
mittee, consisting of Messrs. Wilkius, Webster,
Chambers, Brown, and Dudley. An interesting
debate,' which will be found in to-day’s paper,
took place on the consideration of the report of
the Committee of Finance on the memorials
from New York. Philadelpdia, Baltimore, and
Pittsburg, relative to a reduction of the duties on
teas,* in which Messrs.'Webster, Smith, Clay,
Haync,-and Chambers took part. The report
was finally laid on tho table. A resolution, sub
mitted by Mr. Holmes calliug on the President
for information relative to the state of the' trade
between tho U. States and tho British West
Indies, &c., will also be found in our report of
yesterday’s proceedings.
PclitOQS and memorials were numerously pre-
;■ seated yesterday in the House of Represen
tatives, and the subjects of several of them un
derwent some discussion. A variety of private
bills jvere reported and read twice, and referred
to a Committee of the Whole House. Mr. Clay,
i from the Committee on Public Lands, reported
a bill .supplementary to tho several laws for the_
sale of public lands; and Mr. Drayton, from tho"
y 7 Committee bn Military Affairs, reported a bill to
regulate the pay aud allowances of officers of the
army. - Both of those bills were read twice,'and
j ' . tbe latter was committed to a committee of the
whole on the state of the Union. Mr. Hoffman,
j ' from tho committee on Naval Affairs, intrpdficcd
two bills, ono for the construction of Naval IIos-
' pitals at Chqrlostown, Mass., Brooklyn, N. York,
! and Pensacola, aud the other to provide for the
completion of the Naval Hospitahat Norfolk, and
the Naval Asylum at Philadelphia. The bills
were severally read a first and sccoud time, and
committed to a committee of tho Whole on the
state of tho Union. Air. AIcDuffie, from the com
mittee of Ways and Moans, reported a bill ex
planatory of .the net to reduce tho duties on ten,
coffee, aud cocoa, which was also read twice and
committed. Thu memorial of tho President and
dirertora of the Chesapeake aud Ohio canal com-
* piny, praying an amendment to thoir charter,

Mr. Dearborn withdrew his resolution for the
reduction of the duties on tea, wines, spices, &c.
and after tho presentation of several, other
resolutions, upon tho question of the reference
on one of which a long debate ensued, the House

tho survey and disposition of tho lands within tho
limits of Georgia, m tho occupancy of tho Chero
kee tribe of Iudiaiis, nnd 'all other unlocated lands
within tho limits of said state, claimed as Creek
lands, aud to authorise the goveruor to call out n
military forco to protect the surveyore in tho dis
charge of their duties, and to provide'for the pun
ishment of persons who may prevent, or attempt
to, prevent, any surveyor from performing his du
ties, as pointed out by this act, or who shall wil
fully cut down and deface niiy marked trees or
removo any land marks, which may be made in
pursuance of this act, and to protect the Indians
in the peaceable possession of thoir improvements,
and ot the lots on which they may be situated,
and to order the immedate survey, distribution
and occupancy of tbe territory aforesaid.

49. To alter and amend tho road laws of this
stato, so far as respects the county of Camden.,

bers of congress in this stato.

and style of the Corps of Vigilance.

bridge across the Chestatee river, and to regulate
the rate of toll for the same.

Decemher/IBSO, prescribing the bin oner of hold-
tag election* in the several election districts in the
several counties of this state, and to punish those
who may attempt to defeat tno same, so far as
respects the county of Liberty.
55. To remit a forfeiture incurred by Thomas
Whito and William M’Ravon ef the county of
Columbia.
56.. To authorise and direct the superintendent
of the public hands at Columbus to open and con
struct a road from Columbus to Franklin in Troup
county, and also to work and improve the road
from Columbus by the way of La Grange to the
old AMntosh reserve in Carroll county, aud also
tho road from Greenville in Meriwether county to
Newnan in Coweta county.
57. To authorise James G. Salisbury to estab
lish a ferry across the Cbattahoochie river in
Randolph county.
58. Prescribing the manner of taking testimo
ny in cases where any person intends contesting
the seat of any member, returned as elected a
senator.or representative of the legislature of this
state.
59. To alter and change tbe names of certain
persons.
60. To authorise the citizens of Mallorysville
aud its vicinity to raise a volunteer rifle company
to be known by the name aud style of the Alailo-
rysville Rifle Company, and to extend thereto
certain privileges.
61. To authorise the establishment of a volun
teer company in the county of Taliaferro and for
the equipment of the same. v
62. To tuneud an act entitled an act to amend
and consolidate the several acts which have been
passed in violation to the pow ers aud privileges of
the corporation of the city of Savannah and the
hamlets, thereof, and for other purposes therein
mentioned, passed the 24th December, 1825, aud
for other purposes therein mentioned.
63. To authorise tbe justices of the inferior
court of Wilkes county, or a majority of them, to
hire or purchase negroes for the improvement of
roads and bridges in said county, also to authorise
said court to levy an extra tax for the purpose of
carryiug the same into effect.

tions of an act passed on tbe 19th of December,
1818, entitled nu act to revise and consolidate the

benefits and privileges of the 16th section of an
act entitled an 1 act to amend the several acts re
gulating roads in this state, so far as respects the
operation of said acts in the counties of Bryan,

passed December 8,1830.
67. To legalize and make valid tho official acts
of James C. Alartin, deputy clerk of the inferior
court and court of ordinary of the county ef
Gwinnett.
68. To repeal the 1st section of an act entitled
an act to mako constables elective by the people,
and the mode of taking their bonds, and to point
out their duties in certain cases, so far as said act
relates to tho county of Chatham.
69. To prohibit the practice of horse racing on
the public highways in the county of Chatham-

courts of common pleas for the city of Augusta.
71. To abolish penitentiary imprisonment in
this state, except in. certain cases, to change tho
mode of punishment for crimes and misdemean
ors, and for other purposes.
72. To authorise the payment of certain money
to the trustees of Laureus county academy, and
certain other moneys to the inferior court of Lau
rens county, or to the trustees of the poor school
fund of said county.
73. .To establish election precincts or districts
in tho several counties'hereinafter named, in ad
dition to those already established at tho soveral
places therein specified, and to punish those who
may attempt to violale the provisions of the same.

act entitled “an act to sell and dispose of the
state’s intorest in lots of land which havo been or
may hereafter be_ condemned ns fraudulently
drawn in the counties of Lee, Aluscogce, Marion,
Harris, T ft lbot, Troup, Aleriwethcr, Coweta and
Carroll," passed December 20, 1828.
90. To incorporate the Lancasterian sqcicty of
Columbus.
100. To authoriso the corporation of the town
ofColumtm* to establish a fire company, aud to
exempt the members of said company from cer

1825, to add tho academic funds of the county of
Telfair to the'poor school funds of said county. . •
103. To make permanent the site of the public
buildings in and for tho county of Heard at the
town of Franklin, and to incorporate the same.
104. To regulate the transportation of gun-
powder, and to authorise the forfeiture of such t s
shall be transported in violation of the provision 1 ,
of this act.
105. To incorporate the town of Thomasville
in the county of Thomas, aud to appoint com
missioners for the same. .
106. To compel the clerks of tho inferior courts
of tho different counties in this state, to claim es-
travs, when levied on by executions.
107. Amendatory of the act passed the 20th
December, 1830, which vests the appointment of
fhe patrols in the justices of the peace, so as to
allow them compensation for certain services and
for other purposes, so far as relates to the coun
ties of Liberty, Glynn, Bryan, Alorgan^ AMntosh,
Effingham, Camden mid Chatham, with the ex
ception of the city of Savauuab and the hamlets
thereof.
108. To amend an act entitled an act to char- -
ter the Augusta Insurance and Bunking Compa
ny passed December 26,1827.
109. To amend the judiciary law .of 1799, in
relation to bail, aud also to amend an act enti
tled “au act to amend the judiciary law of this
state, passed the 16th day of February, 1799, so
far as to authorize the issuing of bail process in
certain cases,” 'passed November 8, 1820, so as
to authorise agents, attorneys in fact or at law,
to hold to hail in all civil cases.
110. To separate and divorce Elizabeth Alyrcs,
and Johu Myres, her husband.
111. Dcfiniug the liability ef purchasers of real
and personal estates, at executor’s, administra
tor’s, guardian’s aud sheriff’s sales, when they re
fuse or fail to cuippjy with the terras of such
sales.
112. To authorize the building of a meeting
house by the Baptist denomination worshipping
at a place known by the name of the Double
Branches in tho county of Lincoln, and to mako
permanent the location of the same on that spot
of land heretofore set opart by one James Ware,
of said county, and to secure the right ofreligous
worship in said building to said denomination,
so far as not to infringe on the rights of other
religous denominations who may hereafter wish
to build a house of religous worship atsaid place,
aud to appoint commissioners for tno same—Also
to incorporate the Presbyterian church of New
nan, Coweta county, under the name nuJ stylo of
tho Presbyterian cmirch of ihe town of Newnan.
—Also to incorporate tho Alethodist Episcopal
church of Nowuan, Coweta county, under the
namo and stylo of tho Trustees of Newnan Me
thodist Episcopal church.—Also to appoint trus
tees for tho Baptist church in the town of Cuth-
bert, Randolph county, with certain powers.
113. To alter and amend au act to incorporate
tho town of Alonroe in tho couuty of Walton.
114. To authorize J. Shelby, Frederick Bridg
man, and Daniel B. Searcy, to practice physic in
this state. -
115. To incorporate tho Baptist church at Hol
ley Spring, ou Rocky creek, in the couuty of Lau
rens, aud the Baptist churches at Alouiit Zion aud
Bethel, in Hancock county, nnd appoint trustees
for the same.
116. To authorize Andrew F. Woolley to keep
up his mill dam across tho Chestatee river, in the
county of Hall.
117. To amend tho several acts passed in rela
tion to tho powers and privileges of the corpora
tion of the town of Athens.
118. To add n part of Oglethorpe county to the
county of Aladison.
119. To separate and divorce Nathaniel Perritt
and his wife Sally Perritt.
120. To authorize and compel John R. AI. Neal,
Treasurer of Randolph county, in tho year 1830,
to pay over to tho Justices of the Inferior court of
Stewart couuty, any money which lie held or now
holds arising from the sale of lots in the town of
Lumpkin, that was not otherwise disposed of pre
vious to the division of Randolph-county.

22d day Qf December, .1828, so far as respects the

villc, and to punish their owners or managers in.

to establish a bank at Alillcdgeville, to be called
aqd known by tho name aud stylo of the Control

stock and other securities, to form thecapitul stock

as respects the salary of the Cashier of said bank.

porate the county aendemy in the town of Green
ville, in the couuty of Aleriwethcr, aud to appoint
trusteos for tho same, passed December 22,1623,
so far as to appoint two additional trustees for said
academy, and also to appoint additional trustees
for Randolph couuty academy.
126. To incorporate tho Oak Ridge academy,
in tiie county of Talbot, aud to appoint trustees
for the same.'
