A few days previous to the 2d, a
French frigate of 36 guns, provisioned fora
voyage oi seven months, proceeded from
Ciierburgh to Brest. There was in the for
mer port a French corvette, carrying i 6 guns,
lately returned from a cruise. She had been
to sea for some weeks, and during her cruise
fell in with the homeward bound East . India
fleet. It was this corvette that boarded the
Ford Eldon Indiaman, in Portland roads, and
was so gallantly repulsed : she was comman
ded by the nephew of general Moreau, who
lost his life at the wheel of the Lord Eldon, b\-
a sabre blow from captain Young, which se
vered his head from his body. The American
. ship Victory, had been seized at Cherbut gh,
on account of the captain having made a false
declaration, and not as has been reported for
having rum on board: It was necessary be
fore his inward clearance could be effected at
the custom-house there, that he should prove
ho had no goods of /finish manufacture on
board; that he had not touched at a British port,
-and that he had not been detained by a British
cruiser. The cap’ain acknowledged his deten
tion for five hours by au English cruiser, and
this was deemed sufficient to seal his condem
nation. Such are the statements,of the Ame
rican captain.
According to information received yester
day from Plymouth, through a vessel which
ha just arrived there from St. Andero, the
prohibitory decrees of Bonaparte against our
commerce are in futuietobe enforced iu the
.Spanish ports with the utnmt rigct.r. An
f order had been received at St Andero just be
fore tins vessel sailed, enjoining, that no wool
should be exported to any part of the British
empire. As wool is the the principal article
of Spanish produce imported into the united
kingdom, one may infer from this order the
total prohibition with Spain, as far as the or
ders of the government cun be effective.
Government, we understand, is determined
not to suffer any foreign vessel to land a single
passenger in this country. A vessel arrived at
Yarmouth a day or two ago, from a Dutch port,
with passengers ; but they were ordered away
immediately, without any of them being suf
fered to set a foot on shore
Sheerness, December 3.
Orders have been just issued to the men of
war at i hi. port, to seize all Russian ships of
war and merchant vessels they may fall iu
with.

i SAVANNAH,
Saturday Evening, January 30, ISOS.
Accounts by the Sarah, capt. Dorgan, arriv
; ed yesterday from Kingston. Jamaica, mention
that news oi the embargo reached that place on
i the lodi instant, by a Danish vessel, bound from
■ Nevv-Ycuk for St Domingo, loaded with war
• like stores, which had been captured and bro’t
; :n by one of the /hitish cruisers.* Provisions
i had, consequently, taken so great a rise ihat
j flour, which before was selling at seven dollars,
rose immediately to twenty-two He have
been favored by a gentlemen of this city with
the Kingston Chronicle of January 13; from
which we h. ve extracted the following:
Kingston, Jam January 13.
His majesty’s ship Duncan, captain Warren
arrived at Port-Rojai Ir.te on Monday evening ;
and brought in with her the Danish armed brig
fovo Lydias, mounting four 32-pot:nd carron
ades, and two long ,S pounders, which she cap
tured after a chucc ol several hours, having on
board warlike stores, bound to St Domingo, for
Action’s brigands.
By the Two Lydias, whith left New-York
on the 31st uit. we learn, that, on the 26th, an
order was issued by the American government,
laying an embargo on all American vessels and
ordering neutral vessels to depai t from the parts
of the U. States, who were not to be permitted
to take on board cargoes after the above date,
hut allowed to depart with what they had then’
on board, lie also learn, that the constitution
frigate and H asp i loop, were preparing to sail,
one for England, and the other for France,
wi'.h dispatches, and that the embargo was to
continue in force until an answer should he re
ceived to them : that on the embargo being
lad on, not less tnan £OOO seamen had been
; discharged from American merchantmen at
■ ork, vnich had excited a great commotion
. among the”), and government had in conse
j quer.ee, employed loose people to work or: the
i lorliiicanons erecting a’ ‘cv.-Yurk sot the dr

His talents, though not of the fust, the mox

what was of infinitely more worth and intrinsic
value, the esteem and approbation of honest

last general assembly, without solicitation, or
even a knowledge of it on his part, appointed
him to the important and distinguished |x>st c-t

early enjoyment ot public confidence can be
considered in no other light than as a tribute to
his merit, and as the budding promise of fu

the hopes ot his 1 fends, and laid hitn low in
the very portico of useful existence. May
cacli ol us find the consolation he enjoyed in
his last moments—that never during life had
he swerved from the paths of strict integrity.
In a social view, Mr. Whitcficld was a plea
