“The present board of Aldermen cannttt feel
themselves responsible
The declaration of his honor the mayor seems
to be designed as exculpatory evidence of the
innocence of the present representatives of the
city, for the probable loss to us, of §4650.
In commenting upon this opinion—for it is a
mere opinion, not having fact or circumstahfcfc to
support it we designed to give a greater iati
tnde to our remarks, than were contained in out
last; but inasmuch as the facts* then set forth, are
admitted and established indeed they arc not
to be controverted—it may not be important, at
present again to advert to them in extenso.
The opinion however declared in the Mayor’s
expose, involves at least one of three necessary
conclusions: First, that he was ignorant of whom
the board of Aldermen was composed in Nov.
1819; and who were the Exchange committee
Or he was informed on thc9e two points, and in
tended to lull us into a belief of a fallacious repre
sentation or he believed we were too ignorant
of the transactions of council, and unconcern
ed about our own safety, inti rest, and dignity, to
detect'aiid expose any imposition that might be
attempted on us. If the first'is admitted, he is
chargeable with unpardonable renrssness in not
Informing himself of the acts of his predeccs
soraffor thus only could evils be corrected; and,
S3 this is connected with the second point his
hypothetical proposition, originates that conclu. !
sion. If however, it should be the third, altho’ it I
taxes heavily our judgment and discernment, yet
we will be charitable enough rather to attribute
it to the conclusion laid down in the second pro
position, than to a design to impose.

The aspect assumed under the text has so much ■
plausibility, that the superficial examiner, would i
at once enquire, who it was coul > possibly have
misled the community so extravagantly, as to
keep long concealed so great an injury to the
city. Ilis honor the mayor, bv inference, an
swers it was a former board of Aldermen; to this
we reply; and in reality the present members of
. council, with the exceptions already made.
No specious arguments can change the charac
ter of facts; and any defence thus attempted
must tall “like the baseless fabric of a vision ”
In our former communication, we took occa
sion to express fully our dissatisfaction at the con
solidated form of inlroducingthe City Treasurer’s
and, as we have made up our oninion
bn that part of the subject, we will now barely !
remark that under the head of that hem, which
we so much deprecate, say the item of sundries, j
the stfrh’of §3ll 73 >7 is accounted'for making!
nearly t'h'rec fourths of the aggregate amount of
the account.
We w ill now proceed to examine into the
opinion of his honor the mayor, “that the expen.
ditures for th'c proceeding year” and “the ex-1
penses of the city would not exceed §36000.” ;
In order effectually to Confront that opinion, sol
speciously introduced; and so w ell calculated to j
mislead such of us, who may he less scrutinizing J
“than others, we will endeavor to make such an j
analysis of the account as published and place
the amounts in such an order, as will render them ,
perspicuous to every one.
It will be remarked, that ‘he left hand column
of the City Treasurer’s account, which, accord
ing to the established mode ofarranging accounts
and of book keeping,"is made die debit; but ac
cording to the new fungled system this order is
reversed; and it is now made the credit side—and
in fact the right and left columns, are both debit
and credit! However, we will proceed to the j
amount of receipts into the City Treasury,,
which, on a fair examination, will be found;
to be §50164 69

reduced in the right hand column, which
are in reality also receipts; but by the
new order of inversion, this column is
made the debit column; and thus it gives
an addition of ‘ 8735 4 7

Opposed to this sum is the amount of
expenditures as contained in the right
hand column, say • 50462 65
To which, in correct order, should be
added the reductions made on the left

In addition to this, we are authorised to add one
or two other items. On examining the account,
will be seen that on y four months pay lias been
made to the city watch, amounting to §4410
To this should be added the balance
of the year, say eight months, which
gives an increase of 8820 00
Also one quiurters salary due to Judge
Wayne, three quarters only beiqg

This amount, added to that already exhibited as
the expi lditures, will make, instead of §36000,
the sum of §66750 22.
It is possible we may be in error as to the
§9115, but we cannot be mistaken as to the sum
of §57605 22.
It is now clearly and mathematically demon
straled that by the account o: the City Treasurer,
lasit is in substance, not form, tlie expenditures
i°f the city for the year commencing July 10,
j 1821 and ending with July 10, 1322, amount to
§57605 22. The Mayor’s opinion, given in
I substitution for the reality, viz “that the expen
ses of the city would not exceed §3600;” to the
j contrary notwithstanding,

He should however exercise a controuling power

It is our business to expose the loose manner
in which our public affairs have been neglected
to trace out and hold up to public view, the
abuses which may-have crept into the administra
tion, each succeeding another, without a correc
tive ever being applied, the successors of one
year passover the irregularities ami errors of
their predecessors in another, so that evils at
length grow to such a magnitude, th t they ulti
mately become more difficult to cure than if ta
ken in thei infancy.
Last year there appeared to be a balance in
the Treasury ot only §52 68, and this year re
turns u balance oi §1,345 15. This really pre
sents a beggarly prospect. What, from “increa
sing the salaries of the city officers,”—wasteful
expenditures—what, we ask, are the ways and
means to relieve us from the debt, which sits
brooding like an incubus upon our bosoms, sti
fling our every exertion, to remove the pressure.
The tributes annually paid into the city cof
fers, instead of ministering to our'relief, and*
like so many pactolean streams, enriching and
beautifying the face of our city, are rather ete
siau blasts, bearing <il their train, poverty and
gloomy waste THE PEOPLE.

and the present members of council, with the
exception of three or four, were and are the
same as those who composed th* city council
in 18:9, under whose administration (he con
tract for the lease of the exchange was continu
ed; and his honor the mayor was one of the ex
change committee for 1819 and 1820, and his
three colleagues are yet members of council.

ARRIVAL OF THE CONSTELLATION.
The U. S. frigate Constellation, Captain
Ridgley, arrived at this port yesterday,
from the Pacific, the craw all in good
health.
We are greatly indebted to Cap'. Ridg
ley for an account of the state of affairs in
Chili, and Peru—for files-if Guayaquil, Li
ma, Kio Janeiro, and Martinique papers,
| and particularly for the list's of merchant
and whaling vessels left at the different
ports.
The Constellation sailed from Valparjso
May 7th,arrived at Hi” Janeiro June 11th,
sailed again on the 16th—arrived at St.
Pierres 15th;int. and sailed the same night.
Passed along the coast of Dominica south
side of St. Croix and Porto Rico, and came
through the Mona Passage. Saw no ves
sels in that track.
i The Franklin 74, Coro. Stewart re
mained at Valparaiso. The Dolphin, sclir.
sailed same day-with the C. for the coast
of Peru.
The latest news from Lima was to the
7th of April. Upper Peru continued in
quiet possession of the Royalists. La Ser
na was inCusco, with 4000 men; Mirez in
Auquipe with about half that number.—
the people, (natives) were desirous of a
change of government, but were kept qui
et by the royal troops. San. Martin had
created a force of 6.000 men, and intended
(as it was said) to take the field in person
against them. The coast from Pisco to
Clnli, was in possession of the Royalists.—

cruizing in the Pacific, Were given up to
•he Agent of San Martin in Utiyaquil, in
Febuary last, for a trifling compensation; 1
ot them, the P- ueva had arrived at Lima,
the other, the Venganza, was taken posses
sion of by Lord Cochrane, at Guayaquil af
ter having been r.car a mouth with the
Peruvian fiagfiving. His Lordship was ,
then at sea with his fleet, and had made a
determination to take the Priieva where
ever he might find her. Chiloe, (ilie most
southern pan ot Chili,) was still in posses
sion ot the Royalists- An i-xneditibn of
360 men, in a frigate and sloop of war, 1
sailed from Valparaiso against it, about
the middle of April last. They w ere to be
i emforced at Valdavia. It w-as generally
believed it would not be successful.
A few days before the C. sailed from
Valparaiso, information was received that
Lie brig Macedonian, of Boston, while ly- *
ing in Lima, had been seized and condemn 1
eU, on the plea that she belonged to the firm
of Abadia and Arismetidi. The latter had
escaped in the English brig Rebecca, De
peys!,.-, for Matii'la; the former Was in
close confinement in the ca-tle c-f Callao, (
no person whatever vvas admitted to see <
him.
When the Constellation sailed from Rio,
all w„s quiet there, as well as Pernambuco;
Bahia was the only port in the hands of the
Royalists.
The C. has money on board principally
for merchants of Boston and R.dlimore.
Passengers in the Contsellation, Lieuten
ants Sloat, and Ramsay, late of the Frank
lin, returned home in sonsequence ofindu
position; Mr. Kenedy, and Mr. V-iche.
Mr. Sand. C. Nicull, of this city hud ta
ken the machinery from the steam brig
Braganza, at Rio, sold the vessel, and took
passage in the Cadmus, for Pliilad.
The Constelation has been absent two
years arid five days. The following
deaths have occurcd on board, since he>
departure in 1820.
