all sorts of Rheumatism; its efficacy in giving
speedy relief in this complaint, is astonishing!
not only in easing the pain, but in dissolving
the coagulated lymph which fixes itself on va
rious parts, and by continuing to remain station
ary, produces incureable lameness. Moreover
It is an excellent remedy to allay the pain of the
Gout, Paralytic Pain, help local Palsy, obviate
Gangrene, remove tbe Cramp, the Tooth-Ache,
and the Crick in the back. It is superior to al
most every other application for burns & scalds,
and if applied immediately, extracts the fire al
most instantaneously. It infallibly cures bruis
es and sprains, broken breast, sore nipples, ul
cers and sores. It is good for the mumps, sore
throat, the hooping cough, the piles, and any
kind of pain or ache.
When mercury has been used and by reason
of a cold becomes fixed (as it commonly does)
in the joints, by which means a j’oint swells, is
stiff’ and painful, by applying the Anti-Kheuma
tic Salve, one may expect to be relieved in a
short time; however, in some very cbstir.ate
cases, or of long standing, the warm-bath may
be had recourse to with advantage, previous to
using the Salve.
The author being well known in the treat
ment and cure of Rheumatism, assures the pub
lic, that neither mercury nor any of its com
pounds, in any shape whatever, nor any ingre
dient injurious to health, enters the composi
tion of the Anti-Rheumatic Salve, which is ott'ttr
ed to the public not as a cure all, but as an ex
cellent and as an excellent and safe remedy for
external application lie relies on the Salve to
recommend itself.

finding it gave me immediate relief, and answer
ed mv purposes better than any thing of the 1
kind as yet ottered to the public, induced me to
buy one of his large boxes One of my daugh
ters for some time was sorely afflicted w ith
Biles breaking out in various parts of her body,
and were very troublesome to her, she applied
the said salve (as directed) to her biles, in a lew
minutes her biles were easy, and in a short time
cured. Therefore, from the gaod that I and
my family has received from Dr. P. E. B’s Gen
uiue Anti-Aheumatic Salve, I freely recommend
it to the public, wishing my fellow creatures to
be relieved as 1 have been, considering the said

After the most minute research and experi
ments made on its efficacy, Dr. Bertlielot now
confidently assures the public, that he has in
vented a mixture which will most infallibly des
troy those unwelcome disturbers of our repose,
by applying it to the furniture which they infest.
There is no danger in its use, and it is perfectly
free from ungrateful smell.
As Dr. B. is desirous that which he now offer*
to suffering humanity may recommend itself by
its use, he abstains from all that panegyric too

hearing date, January 19,1822.
Whereupon resolved that the communication
from the'Medical Society of this city in relation
to the act of the last Legislature for the sup
pression of Quackery be received and that the
same be published as is required by law, in all
the Gazettes in this city.

AN ACT
To establish a tribunal to enquire into the quali
fications of persons claiming to practice .Me
dicine, Surgery, & midwifery, within the c ty
of Savannah, and to grant certificates to the
’ same if found properly qualified.
Wheteas, it appears by a memorial of the
! Mayor and Aldermen of the city of Savannah,
that the good people of the said city, and es
pecially the poor& illiterate people thereof, have
suffered heretofore much evil from the want of
proper laws to regulate the practice of medicine,
surgery, and midwifery therein, the conse
quence of which want has been the indiscrimin
ate and arrogant pretensions and undertakings
of many unlearned and empirical persons to
practice therein in the said arts: And whereas,
sound policy and a proper regard for the healths
and lives of the citizens of a commercial, popu-!
lous, and growing city, require that the legisla
ture should guard against such an evil for the
future:
§ 1. Be it therefore enacted by Ihe senate and :
house of representatives of tlie state of Geor
gia in general assembly met, and it is hereby j
enacted by the authority of the same, That the 1
Georgia Medical Society established in the city
of Savannah, shall be invested with and pos
essed of full power and authority to examine,
inquire into, investigate, and determine on the
professional qualifications, attainments, and ca..
paci ties of all ar.d every person or persons claim
ing to practice within the limits vs the said city the
said arts of medicine, su-gery and midwifery,
or in any two or one of them, and to grant certifi
cates of qualification under the common sea!
of the said society, or, if there be no common
seal, under the signs manuel of their presi
dent and secretary, to him, her, or them so
claiming and making application therefor, if,
by a majority of said society, he, she or they
shall be deemed duly learned and qualified. And
it shall be the duty of the members of the said
society, when application shall be made by any
person or persons furhis, her, or (heir examina
tion to the end aforesaid, to convene at their
customary place of meeting, and to decide
upon the applicant’s petition, within ten days
after they shall have been summoned to convene
by their president, or in his absence, sickness
or other inablity, by the person or persons dis
charging his duties, or if there be not any sue!)
person or persons, after they shall have been sum
moned bv their secretary And it shall be the
dutv of ihe said president, person or persons
performing his duties, or secretary, to summon
each and every member of the said society, bv a
written citation, expressing the object Yf the
meeting, the name or names of the applicant
or applicants, and the day of the examination,
within ten days after the application shall have
been made to him or them: Provided always,
that prior to the examination of any and every
applicant, the members of the said society shall
severally take a solemn oath, to be administered
by the mayor or any alderman of the city of Sa
vannah. well, truly, and impartially to examine
and decide upon the attainments and qualifica
tions of the applicant or applicants, and to grant
certificates of qualification to him, her, or them,
if, in their judgments, he, she, or they shall be
found duly learned and qualified, to practice in
the said arts of surgery, medicine, and midwife
ry, or in any two or one of them: And provided
also, that in their examination the said society
shall be restricted ami confined to the investiga
tion of professional attainments and capacity
alone, without regard to anv former or present
professional or moral reputation, and shall not at
any time require as a test of qualification, or any
degree of evidence thereof, that any applicant
should have obtained a diploma from any medi
cal college or university, or should have studied
thereat, or elsewhere. 1
§ 2. And be it further enacted by the authori
ty aforesaid, That if, after application shall have
been made, agreeably to the provisions of this
act, the President of said society, or other per
son or per.- oils, performing his duties, or there
being no such person or persons, if the seereta
rv of said society shall refuse, or shall delay till
after the time heretofore prescribed to issue
summons for convening the members, or if he
or they shall appoint s day for their conveing
the members, or if he or they shall appoint a
day for their convening more remote than the
tenth day from the day of the date of the cita
tion, the person or persons applying may sever,
ally institute an action or suit at law in the Su
lerior or Inferior courts of the county of Chut
lam, against the said President, or person or
persons performing his duties, or against the
secretary to recover damages against him or
them, in his or their individual capacities, for his
or their refusal or delay, or improper appoint
ment And if after being summoned to convene,
the said society shall fail to do so on the day ap
pointed in the citation or afterwards on an ad
journed day, but a day within the time hereto
fore prescribed for their convening, or if, hav
ing convened, they shall severally fail to take
tlie oath aforesaid, or having, taken such oath,
shall fail to proceed to tbe examiation afore
said, and to a decision thereupon or if the said
society shall in any respect violate the provis
ions of this act, it shall be the duty of the Judge
of the Superior court of the county ot Chat
ham, upon the petition of the party injured,
setting forth any such failure or violation and
supported by his affidavit of tlie truth of such peti
tion, to grant as a matterof right, a writofscire
facias, directed to the president and members
of said society requiring them to shew cause
at the next term of the said court, why their
charter or act of incorporation should not be
deemed forfeited. A copy of this and of the
petition shall be served upon the president or
secretary, and if the allegations be denied, an
iskue shall be joined, and the facts be tried by
a jury empannelled and sworn as inotlier cases.
If the allegationsof the petition be found to be
true, or if they be admitted, and no good cause
be shewn for the former failure or violation, it
sha'l be the duty ot the court, upon application
of the’party injured, to appoint a day not more
remote than ten days, on which the society shall
convene, and conform In every thing to the re
quirements of this act, and to the order for this
purpose no return shall be received from said
society but one of absolute compliance under
oath of the President or Secretary; which re
turn shall be filed in the clerk's office within 5
days after tlie appointed day. On failure to
make such return, the Judge of said court shall,
in vacation, award a judgment of forfeiture
of the charter; upon application as aforesaid; and

ciety shall communicate to the Executive de.

this art as an act additional to their charter, and
that they are wi ling to be bound by its condtion
and requirements, this act shall from thence
forth commence in full and complete operation,
but otherwise shall be totally null and void •
And be it also enacted, that the said society

duty it shall be to make said acceptance public
by advertisement in all the public gazettes of
the said city, three times a week, for the space

There are few so ignorant as r.ot to know
that a work like this, if even tolerably execut
ed, must possess extrinsic value.. The compil
ation of this book is allowed by competent jud
ges, to be performed in a very masterly man
ner; and the well known character of the gen
tleman w hose name it bears, forbids the idea
of any deficiency of industry or talent, in exe
cuting the important service confided to him by
the legislature.
It is believed that every man who-can con
veniently buy this work ought to possess it, be
cause it behooves every citizen to have some
knowledge of the law sos his country. Then
pinion expressed by Blackstone is certainly
correct, that “ As every man is interested in
the preservation of the laws, it is incumbent
upon every man to be acquainted w ith those
at least, witn which he is immediately concern
ed; lest he incur the censure as well as incon
venience, of living in society, without knowing
the obligations which i‘. lays him under”

The book will be neatly printed and substan
tially bound in large royal octavo volume, in
size equal to “IngersolPs Digest of the Laws of
the United States,” and will be furnished tc
subscribers at the price that books sell for it-
