all sorts of Rheumatism; its efficacy in giving
speedy relief in this complaint, is astonishing!
not only in easing the pain, but in dissolving
the coagulated l\ mph which fixes itself on va
rious parts, and by continuing to remain station
ary, produces incureable lameness. .Moreover
it is an excellent remedy to allay the pain of the
Gout, Paralytic Pain, help local Palsy, obviate
Gangrene, remove the Cramp, the Tooth-Aci.e,
and the Crick in the back. It is superior to al
most every other application for burns & scalds,
and if applied immediately, extracts the tire al
most instantaneously It infallibly cures bruis
es and sprains, broken breast, sore nipples, ul
cers and sores. It is good for the mumps, sore
throat, the hooping cough, the piles, and any
kind of pain or ache.
IV hen mercury has been used and by reason
of a cold becomes fixed (as it commonly does)
in the joints, by which means a joint swells, is
stiff and painful, by applying the Anti-Rheuma
tic Salve, one may expect to be relieved in a
short time; however, in some very cbstir.ate i
cases, or of long standing, the warm-bath may
be had recourse to with advantage, previous to
using the Salve.
The author being well known in the treat
ment and cure of Rheumatism, assures the pub.
lie, that neither mercury nor any of its com
pounds, in any shape whatever, nor any ingre
dient injurious to health, enters the composi
tion of the Anti-Rlieuniatic Salve, which is offer
ed to the public not as a cure all, but as an ex
cellent and as an excellent and safe remedy for
external application. He relics on the Salve to
recommend itsilf.
No sea vessel should he without this very val

bearing date, January 19,1822,
Whereupon resolved that the communication
from the Medical Society of this city in relation
to the act of the last Legislature for the sup
pression of Quackery be received and that the
, same be published as is required by law, in all
: the Gazettes in this city.

AN ACT
; To establish a tribunal to enquire into the qtiali
i fications of persons claiming to practice Me
j dicine, ‘-urgery, h midwifery, within t’ e city
| of Savannah, and to grant certificates to the
san.e if fi und properly qualified.
| Whereas, it appears by a memorial of the !
j Mayor and Aide! men of the city of Savannah,!
that the good people of the said city, and es- ]
! pecially (lie poorSt illiterate people thereof, have 1
! suffered heretofore much evi from th- want of!
proper laws to regulate the practice of medicine, j
surgery, and midwifery therein, the conse
quence of which want has been the indigo imin
ate and arrogant pretensions and undertakings i
of mam iu learned and empirical persons toj
practice therein m the said aris: And whereas, ’
sound policy and a proper regard for the healths
I and lives of the citizens of a commercial, popu- j
j lous, and grow ing city, require that the legisla- j
tine should guard against such an evil sot the i
future:
§ 1. lie it therefore enacted by the senate and
house of representatives of the state of Geor-i
gia in general assembly met, and it is hereby !
enacted by the authority of the same, That the !
Georgia Medical Society established in the city
of Savannah, shall be invested wi'h and pos-j
essed of full power and authority to examine, I
inquire into, investigate, and determine on ‘fie j
professional qualifications, attainments, and ca. !
pacities of all and every person orpersons claim-j
ing to pract ice wit hin t h dim its >. f the sanl city the j
said arts of medicine, surgery and midwifery,j
or in any two or one of them, and to grant certifi
cates of qualification under the common seal!
of the saai society, or, if dtere lie no common !
seal, under the signs rnanuel of tlieir presi-.
j dent and secretary, to him, her, or them so)
claiming and making application therefor, if, j
by a majority of said society, he, she or they !
shall be deemed duly learned and qualified. And j
it shall be the duty of the members of the said ‘
society, when application shall be made by any
person or persons for his, her, or their examina
tion to the end aforesaid, to convene at their
customary place of meeting, and to decide
upon the applicant’s petition, within ten days
after they shall have been summoned to convene
by tlieir president, or in his absence, sickness
or other inabhu, by the person or persons dis
charging his duties, rr if there he net any sqcli
person or persons, after they shal I have been sum
imi ned by their secret ry. And it shall he'he

j performing his duties, or secretary, to summon
each and every member of the said society, bv a
written citation, expressing tlie object of the
meeting, the name or names of the applicant :

been made to him or them: Provided always, 1
that prior to the examination of any and every
applicant, the members of the said s.'ciet v shall
severally take a -olemn oath, to be administered
by the mayor or any alderman of the city of Sa
vannah. well, truly, and impartially v examine
and decide upon tiie attainments and qualifica
tions of the applicant or applicants, and to grant

found duly learned and qualified, to practice in
the said arts of surgery, medicine, aid midwife
ry, or in any two or one of then*’: Ar.d provided
also, that in their examination rhe said societ

tion of professional attainments ami capacity
alone, without regard to an former or present
professional or moral reputa'icu , and shall not at
any time require as a test of qualification, orany
degree of evidence thereof, that any applicant
should have obtained a diploma from any medi
cal college or university, or should have studied
thereat, or elsewhere
§ 2. Aiid be it further enacted by the authori
ty aforesaid, That if, after application shall have
been made, agreeably to the. provisions of this
act, the President of said society, or other per
son cr per ons, performing bis duties, or there
being no such person or persons, if the secret a
r- of said society shall refuse, or shall delay till
after the time heretofore prescribed to issue
summons for convening the members, or if lie
or they shall appoint a day for tlieir conveing
the members, .r if he or they shall appoint a
day for tlieir convening more remote thaij the
tenth day from the day of the date of the cita
tion, the person or persons applying may sever
ally institute an action or suit at law in ti e Su
perior or Inferior courts of the county of Chat
ham, against the said President, or person or
persons performing his duties, or against the
secretary to recover damages against him or
them, in his or their individual capacities, for his
or their refu-al or delay, or improper appoint
ment. And if after being summoned to convene,
the said society shall fail to do so on the day ap
pointed in the citation or afterwards on an ad
journed bay. but a day within the time hereto
fore prescribed for their convening, or if, hav
ing convened, they shall severally fail to take
the oath aforesaid, or having, taken such oath,
shall fail to proceed to the examirttion afore
said, and to a decision there upon or if the said
society shall'll any respect violate the provis
ions of this act, it shall be the duty of the Judge
of the Superior court of the county ol Chat
ham, upon the petition of tke party injured,
setting forth any such failure or violation and
SiipporleJbylusaflidavit ofthe truth of such peti
tion, to grant as a matter of right, a writofscire
facias, directed to the president and members
of said society requiring them to shew cause
at the next term of the said court, why their
charter or act of incorporation should pot be
deemed forfeited. A copy of tins ami of the

secretary, and if the allegations he denied, an

a jury env annulled and sworn as in other cases, j

of the party injured, to appoint a day not more
remote than ten days, on which the society shall
convene, and conform in every thing to the re

society but one of absolute compliance under
oath of the President or Secretary; which re
turn shall be filed in the clerk’s office within 5
| days after the appointed day. Oil failure to
i make such return, the Judge of said court shall,
in vacation, award a judgment of forfeiture
ofthe charter, upon application as aforesaid; and
execution shall issue for costs as aforesaid.

§ 5. And be it further enacted by the author
ty aforesaid, ‘lhat no part of this act si,all be so
construed as to effect any person or persons
now practising, or claiming to practice in the
| said city, in the said arts, or in any two or one
of them, and now residing in the said city, or
who shall he engaged in the piaetice of’the
same, or of any two or one of them therein, on
or before the first day of February next. ’
§6. And be it further enacted by die audio,

ciety shall communicate to the Executive de

ance by the said society of this act, agreeably tj
the aforesaid section, this act slmll continue un
til the fiist day of January, one thousand eight
hundred and twenty -six, and no longer.
