Ricbmoxd, Msy 8.—Ths excitement here in

A Correspondent— 44 W. W. T. M —of the*'Con
stitutionalist," writing from Portsmouth,says:
It seems as if our Regimsnts will never be
organised. Out of the twenty Companies or
dered from Georgia, there are onlr thirteen
here, and they ere of two different Regiments,
so we cannot yet elect officers in either, I un
derstand, also, that Captain Walker, of Augus
ta, is in Richmond, to whioh point he was or
dered by Goveinor Brown, and that he refutes
to recognise the authority of Governor Letch
er. This is a troublesome and tangled busi
ness. We certainly have not obeyed our or
ders, which were to rendesvous in Richmond,
and organize our Regiments by electing officers
there. Besides, we nave been mustered into
the service of the Confederate States. Is Gov
ernor Letcher en offieer of the Confederate
States ?”
Maryland Subjugated.
Tbe subjugation of Maryland seems lo be
accomplished. Unarmed, divided in councels,
with a Submissionist at the head of adminis
tration, and a Legislature frightened from its
duty, Maryland is virtually subdued. Many
brave men refuse to acknowledge the faot, and
a strong latent determination to seise a favor
able moment for deliverance pervades the peo
ple ; but, for the presort purposes of advan
tage to the enemy and injury to us, Maryland
belongs te the North. She will not •«*

to obsy tho behests of Lincoln ; but these are
not wantod by tho well provided foe. It is
