Skc. 2. And be it further enacted, That thore
•ball be levied, collected and paid, on each
aud every uoj-enumerated article which bears
aaiiuilitude, either in material, quality, text
ure, or the uses lo which it may be applied, to
any enumerated artielea chargeable with duty,
the same rate of duly whicn it levied and
charged on the enumerated article by the fore
goiug schedules which it most resembles in
aoy of the particulars before mentioned; and
if any noD-enumeratcd article equally resem
bles two or more enumerated articles on wbioh
different rates of duty are chargeable, there
sball be levied, collected and paid on such
non-euumeratod article, the same rate of duty
as is chargeable on tbe article which it resem
bles paying the highest duty. Provided, that
small artic.es manufactured from two or more
materials, tbe duty shall be assessed at the
highest rates al which any of its component
parts may be chargeable. Provided further,
that on all articles wnich are not enumerated
in the foregoing schedules and cannot be cl
ified uuder this section, a duty of 10 per cent.

Skc. 3. And be it further enacted, That all
goods, wares, and merchandise, which msy be
in the public stores as unclaimed, or in ware
house under warehousing bonds, on the 31st
day of August next, shall be subject on entry
thereof tor consumption, to such duty as if tb*o
same had been imported, respectively, after
that day.
Skc. 4. Amd be it further enacted, That on the
entry of any goods, wares, or merchandise, un
ported on or after the 31st day of August afore
said, the decision of the Collector ot tbe Cus
toms at tho purl of importation and entry, as
to their liability to duty or exemption tbere-
from.shall be tinal and conclusive against tbe
owner, importer, consignee, or agent of any
such goods, wares and merchandise, unless the
owner, importer, consignee or agent shall,
within ten days after such entry, give notice to
tbe collector, in writing, of hia dissatisfaction
with such decision, setting forth therein dis
tinctly and specially his ground of objection
thereto, and shall, within thirty days after
date of such decision, appeal therefrom lo the
Secretary of tbe Treoaury, whose decision on
such appeal shall be final and conclusive; and
tha said goods, wares and merchandise shall
be liabla to duty or exemption therefrom ac
cordingly, any Act ol Congress to the contrary
notwithstanding, unless suit shall be brought
within thirty days after such decision, for any
duties that may nave been paid, or may tbare-
after be paid, on said goods, or within thirty
days after the duties shall have been paid in
cases where such goods shall be in >ond.
8r.r. 5. Be-it further enacted. That it shall be
lawful for tho owuer, consignee, or agent of
imports which have been actually purchased
or procured otherwise than by purchaae, on
entry of the same, to make such addition in
the entry to tbe cost or value giveo in the in
voice as, in hisopinioo, may raise the same to
true market value of such imports ia the prin
cipal markets of tbe country whenca the im
portations shall have been made, and to add
thereto all costa and ebargea which, under ex
isting laws, would form part of tha true value
at the port wh re the same may ba entered,
upon whieh the duty should be aasesaed. And
it shall ha the duty of tha Collector within
District tha same may ha imported or
entered, to caue# tha dutiebia value of such
mports to ba appraised, estimated and ascer
tained, in accordance with the provisions of
existing laws; and if tha appraieed value
thereof shall exceed by tan par eentura, or
more, tha value so declared on entry, then in
addition to the duties imposed by law on tha
same, there shall ha levied, collected and paid
a duty af twenty par centum ad valorem on
such appraised valoe: Provided, nevertheless.
