Sec. 2. And be it further enacted, Thnt there
shall be levied, collected and paid, on each
and every noa-puuroerated Article which bears
a similitude, either in material, quality, text
ure, or the use* to which it may be applied, to
soy enumerated artiolea chargeable with duty,
the same rale of duty whtob is -levied and
charged on the enumerated article %»y the fore
going schedule* which it moat resembles in
aoy of the particulars before mentioned; nod
if any nou-enumerated article equally resem
bles twoor more enumerated articles on which
different rates of duty are ohargeable, there
shall be levied, collected and paid on auoh
□on-enumerated article, the same rate of duty
as ia chargeable on the article which it resem
bles paying the highest duty. Provided, tha
small articles manufactured from two or more
materials, the duty shall be aaseased at the
highest rates at which any of its component
parts may be chargeable. Provided further,
that ou ell articles which are not enumerated
in the foregoing schedules and cannot be cl
ified under this section, a duty of 10 per cent
ad valorem shall be charged.
Bsc. 3. And be it further enacted, That all
goods, wares, and merchandise, which may be
in the publio stores as unclaimed, or in ware
house under warehousing bonds, on the 31st
day of August next, shall be subjeot on entry
thereof for consumption, to auch duty as if the
same had been imported, respectively, after
that day.
8xc. 4. Amd be it further enacted, That on th<
entry of any goods, wares, or merchandise, im
ported on or after the 31st day of August afore
said, the decision of the Collector of the Cus
toms et the port of importation and entry, as
to their liabilitv to duty or exemption there
from, shall be final and conclusive against the
owner, importer, consignee, or agent of any
•uoh goods, wares and merchandise, unless the
owner, importer, consignee or agent shall,
within ten days after sueh entry, give notice to
the collector, in writing, of his dissatisfaction
with auch decision, seiting forth therein dis
tinctly and specially his ground of objection
thereto, and shell, within thirty days after
date of such decision, appeal therefrom to the
Secretary of the Treasury, whose decision on
such appeal shall be final aud conclusive; and
the said goods, wares and merchandise shall
be liable to duty or exemption therefrom ac
cordingly, any Act of Congress to the contrary
notwithstanding, unless suit shall be brought
within thirty days after such decision, for any
duties that may have been paid, or may there
after be paid, on said goods, or within thirty
days after the duties shall have boon paid In
cases where auch goods ihell be In bond.
Bsc. 5. Be it further enacted. That it shall be
lawful for the owner, consignee, or agent of
imports which hove been actually purchased
or procured otherwise than hy purchase, on
entry of the same, to make such addition in
tha entry to the cost or value given in the in
voice aa, in hia opinion, may raise the seme to
true market value ol auoh imports io the prin
cipal markets of the country whence the im
portations shall have been made, and to add
thereto all coate and charge* which, nnder ex
isting laws, would form part of the true value
at the port where the e*«e may be entered,
upon which tha duty should be aaseased. And
