i The special committee on the Senate resolu
tions for providing the soldiers lrom Georgia,
with clothes and shoes, reported to the House
this morning, a bill to authorize the Governor
to purchase in the market whatever materials
might be necessary for this purpose, and to is
sue Georgia Treasury Notes to pay for them —
They amended the Senate resolution, by strik
ing out that leature fixing the price to be paid
tor the articles, and providing that tho Gover
nor shall pay “just compensation.” and seize
upon no factories or Tanneries if the articles can
otherwise he procured; and that then he seize
upon none having contracts with the Conteders
aIC government. The House discussed this
measure till the adjournment without coming to
any conclusion lhe,eon.
11 the members of the Legislature, will bear
wi.h me, I will respectfully give it as my opin'
on that there is two much disposition on the
part of some of them to seize the factories, tan
neries, shoe shops, salt, osnaburgs, &c. &c. I
know well that members do not design to in
flict upon the country and the soldiers in the
army the great damage which w r ould result from
the policy advocated by them.
They aim to do the best they ran for the
country and the army. The difficulty is, that
men are here to legislate lor us who have not
made themselves acquainted with the history
and laws of trade. They have followed other
pursuits, and are not as well acquainted with the
laws of supply and demand which regulate com
merce, as they are with the occupations or pro
fessions which they have followed all their lives.
The disposition manifested here to seize things
twentieth part of the people for one year, and
that when it gave out, there would be no more
salt, even to be seized. The speculators and
sharpers would bring no more of it into the
State, and men would make no more. It is
better to get salt at j-50 a bushel, even if it
cost only 25 cent- to make it, than not to get
any at all.
If the Legislature desires the people to be
supplied with silt, and the army clothed up
on the cheape-t possib’e terms, it hal better
resort to some expedient to increase the sup
plies of salt and cloth. Better encourage
cost and not sold at auction as is customary ;
and that some of them have put them upon
the market as merchandize and sold lately at
he present enhanced prices, the persons to
whom they had beeu divided, pocketing the
profits. This is the allegation. W kether
this be true or not, I do not know The Lom-
mittee will determine the question.

on all they make, and thus increase the quan
tity, than to seize upon, or tax, or fix the
price, of their products.
I have no plea for, nor patience with ex
tortioners and foreEtallers. 1 would willing
ly exterminate the race, if their places would
not immediately be filled by the very met
who are now condemning them, which would
most probably be a “more hungry swarm ;’’
but if every man in Georgia against whom the
charge of extortion is alleged were to day
dead, the case would not be bettered in the
least. I have nothing ty say in extenuation
of extortioners, and will give my wrrmest
support to any measure that will relieve us
of their doings ; but much as 1 deplore the
sullerings of the people on account of the

patriot can complain of it. But our tdeais to
impress the lac! on the minds ol the people, and
counsel them to provide against lu ure incon
venience by making prompt preparations to raise
everything they eat, and make evcryinmg they
wear, at home. Save seed of all kinds ol veg ta
bles, prepate your ground this winter h> r *all
kinds ol cultivable productions, cabbage, potas
toes, turnips, and everything that can sustain
life. Plant next year in great abundance, raise
large quantities ol poultry ; sow every
possible in small grain, so that you may
bread; have pastures oi stock, and make milk
and butter. People can live and do well on these
when they cannot buy coffee and bacon. I ut
all the females to carding, spinning, knitting,
&.C., both lor yourselves and the soldiers. In

Jews are the chief population ot Memphis now.
They follow ih the wake oi the Y ankee armies
iike sea gulls, swallowing the offal from a ship
at sea. They conduct an extensive trade witti
negroes who' steal and bring to market large
quantities of cotton. On Saturday, the Sabbath
of the Jews, nearly every business house in
Memphis is closed.
The Memphis papers say :

the English Cabinet, in the light of recent
events, without coming to the conclusion

ity is to be maintained by the British Gov
ernment until the exhaustion of one or both .

of Mr. Gladstone’s speech, by the language
they put in the mouth of Sir G. C. Lewis.—
This language was unequivocal. He distinct
ly stated that there would be no departure
from a strictly neutral policy by his govern
ment. If there were any doubts on this sub
scarcity of an article that is much, net ded, or
where the needed article is not exposed lor sale,
seizures may be justifiable and necessary , hut
otherwise they are wrong ; and no seizure under
any other circumstances was ever made that did
not do immense mischief and no good.
The good people of Atlanta will suffer for fire
wood during the winter. Foreseeing this, the
Confederacy sometime ago, in an editorial,

been anxiously watched by the European
Governments most interested in American af
fairs is undeniable. Tho success of the Dem
ocratic parly will be considered as bringing
the country nearer to a period of peace than
if the victory at the polls had been on the
other side, but the F.nglish and French Gov
ernments place no doubt the proper interpre
tation on the results of the election contest.
They know that the parly in possession of the
parse and sword will hold them for one year
longer, and that the war will be prosecuted
with all possible energy by those in posses
sion before their adversaries can exert their

powers are also aware that armed interven
tion in the quarrel would lead to tho union of
these parties, to repel what might be deemed
