conscripts, that his requisition shall be accompat led by a
certified copy of bis contract, on oath that th- services of
tile persons desired to be detailed are iudlspensable fur
the fulfillment of his contract and that tho laboier can
not be otherwise obtained; and farther, that when the
servlets of the conscripts Bhall no longer be needed, the
affiant will tarn the conscript over to the Enrolling officer
of Umdistiict for servict in the army; also a certificate
of tho Enrolling of the dittrict, that the persons named in
the requisition nave been properly enrolled. Certificates
and oaths lobe by and before a Justice of the Peace or
otther Magistrate authorized by taw to administer oaths.

General Order Ho. 1.
The Geperal Commanding this Department,
haying been reliably informed that there are a
numbcr.of deserters, torics, and conscripts re>.
sibling the laws in Northern and North-eastern
Georgia, and in South-jwestern North Carolina,
has dispatched & force under my command to
suppress any insurrectionary movements, to
capture deserters, and generally to restore tran
quillity to this part of the country.
This 1 desire to do “ peaceably if I can, for
cibly if I must.” But whilst 1 am fully prepar
ed to carry out.the orders of the commanding
General at the point of the bayonet—having a
well disciplined, thoroughly equipped and pro
vided lorce under my command, yot, I am cloth
ed with plena! y powers to offer such conditions
as may prove conciliatory, and insure a peaceful
return to duty of every mail, now occupying o
hostile attitude to the Government. And 1 shall
pursue the latter course it I am co-operated
with.
I hereby desire to assure all malcontents, that
if they will report to me at these Head liunra
ters within fen days, that I am authorized to put
them into companies, battalions and regiments
upon the coast that are'not filled up to the mats
imum number, or to organize them into addi
tional companies for the post at Atlanta.
In all cases where they have not rendered
themselves obnoxious to the charge of having
perpetrated violent infractions of the laws ol the
State or Confederacy, a free and full pardon will
be granted.
It, on the othar hand these malcontents per-
•sist in arraying I hemselvea against the laws of
tho land and coni inne in open treason, I will
pursue them into their lastnesscs, and use all
the power and means at my control, to arrest
and bring them to condign punishment. My men
will be ordered to fire upon them, and at all haz
ards to capture the last man, until this treason
able movement is completely surpressed.
I appeal to you all'(o'close in with the over
tures of offered amnesty, and array yourselves
under the banner of your country, to rally to liar
support in her hour of need and to prove the
Southern blood that flows through your veins,—
by upholding the the authorities of your counn
try—by repelling the rapacious invaders of your
soil—by pushing on the car of revolution to its
destined ultimate success—that’ future' genera
tions-may inscribe your honored names upon the
roll of the noble and patriotic defenders of liber
ty—and that you may bequeath to your children
a name to cherish, ot which they shall be proud
lo the latest posterity—and nut a memento of
shame and disgrace.
It will be a Iruitlcss attempt to war againsi
the government, and must result iu the most
disastrous defeat to all who may be so deluded
ris to attempt it. '
The late victoties in Virginia, Tennessee and
Mississippi, have most triumphantlyjstabl.ished
the fact that the arms of the Southern Confed
eracy will be crowned with success in the end.
The country is much better prepared at \hia
time than at the commencement of the war,
both in arms and men to contend successfully
with, our enemies abroad and put down treason
at home. Earnestly afixious ior the good of tho
people of this' section, and feeling, as we all
