says:
Here follows a comnn mention addressed
by a lady who lately enjoyed the hospital
ities of the flag of truce boat, to the British
Consul. It is but one of many similar
cases; for the Yankee warrior is very brave
against our women.. Doubtless the Consul
will communicate the facts to his Govern
ment, but we do not by any means antici
pate that the English Government will take
any steps in the matter, it would be too
like “intervention and England’s policy
w neutrality:

Sir—Under, the impression that, as a
Consul of the British Government, you
have authority to take cognizance and
make reports of any ill treatment Of Brit’
ish females, I presume to intrude my griev
ances on your notice, not only injustice to
tnyseif, but.to others who have been simil
arly insulted. While I ,vas staying in
Maryland, the following advertisement was
issued from the U. S. Government for the
benefit of Ladies who were anxious to come
South. I immediately hastened to avail
myself of the opportunity to return to my
friends in Virginia, from whom I had for
some time been separated. I made, on
oath, the statement required; and having
no relatives in the army on either side, and
not troubling myself with the politics of the
country, I anticipated • no difficulty, and
therefore embarked at Washington for
Virginia on the 7th of January, 18GjL in
the steamer New York, with some five or
six hundred females, not one of whom I
had ever seen before. [Imagine my aston
ishment when, as soon as the boat had left
Washington, 1 found we had to go t hrough
a personal examination—a condition for
which ws were not prepared, as by refer
ence to the advertisement you will find it
is not so nominated in the bond. Had I
been aware of it, nothing would have in
duced me to enter that vessel and endure
such indignities. .
Imagine to yourself the most scrutini
zing, personal inspection, conducted, it is
true by women, but in the presence of a
man, who watched the ladies suspiciously
as they were divested of each article of
dress. My British feelings burned with
indignation, and my cheeks with blushes
at the degradation; but I was powerless,
far from home and had to submit.
This was not all. You will perceive, from
the advertisement, that each lady was al
lowed a package or trunk containing fe
male wearing apparel, weighing 100 lbs,
and, though 1 had strictly adhered to this
injuction, they opened my trunk, and rob
bed me of half the clothing in it; the
whole contents being scarcely a sufficient
supply for any lady moving in respectable
society.
Now, I would ask you, sir, is there no re
dress for thiB? The Government which thus
robs innocent foreigners of their property,
and insults their feelings with impunity,
may also dispose of their lives whenever it
can invent a pretext. 1 see no bounds to
its power.
They impose upon us oaths,, whose value
they, themselves, regard not; they subject
us to degrading treatment without the
least notice; and while pretending to grant
us free travel, pay themselves twice over by
their robberies, which they dignify by the
name of confiscations. They are the do
ings of the powers that be in Washington,
and I simply ask have they the right to
confiscate the personal property of an
unoffending foreigner? Must every British
subject leave the country? Or is there no
voice to reach across the Atlantic and
plead for us? Surely all nations have not
lost their chivalry and manhood, but there
must yet be some power that will stand by
unprotected females and preserve them
from insult and robbery 1
You will pardon me if I write warmly,
as 1 feel deeply; and pray favor me with an
early reply, for it is not my intention to let
such proceedings pass unnoticed, other
English ladies having suffered in the same
manner.

3d. The place she desires to go to, and

of certain persons from military service,”, yon will «e
that 1 am empowered to authorize an Onlnarco officer to
exempt all "artisans, mechanics aud employees in the
establishments of such persons as are or may be engaged,
under contract with the Government, in tarnishing arms,
oidnarceand orduance stores, and other munitions of war,
sadules, harness and army supplies. ’ These men mast all
