Messrs. Editors:
As an act of simple justice to the officers
commanding troops* from. Northern Georgia,
I desire through the medium of your paper
to remove from the publio mind an impression
sion that an editorial that appeared in Con
federacy of the 4‘h inst., is calculated to
produce. The editorial referred to iB in the
following language: “We learn that Colonel
Lee gives it ai his opinion that the officort,
the volunteers who have deserted are to blame
for it—far moi c than the men,” &c. This is
indeed a grave charge for Col. Lee to make
against the many gallant and patriotic offi
cers now in the service of the Confederate
States commanding troops from Northern
Georgia. We are willing to concede without
any personal knowledge, but Jrom general
reputation, that Col. Lee is an energetic offi
cer, but we feel that it is due to the officers
commanding troops from that portion of the
State, to see, as far as we are concerned, that
his reputation is not enhanced at our expense.
The .troops composing “Smith’s Legion,
Georgia Partisan Hangers” are principally
from Northern Georgia, and wo can Say of
our own knowledge, that the officers of this
Legion have used every effort in their power
not only to discourage desertions, but to
bring to trial those who have deserted from
this command. As an evidence of this fact
fact we desire <o state about the 18th day of
August last, four men of this command were
tried by a garrison court martial at Loudon,
Tenn., for being absent from the command
without leave. The sentence of the - Court
Martial in each case, was the forfeiture of
one month’s pay and publio reprimand by the
Colonel. ‘
This reprimand which we append to this
article, was accordingly published by order
of Col. Sumner J. Smith commanding the
Legion, on dress parade the evening subse
quent to the finding of the Coart. The tone
of this reprimand speaks for itself and will,
we are inclined to think, furnish an ample
refutation of the charge above referred to, as
far sb the officers of our command arc con
cerned.

Tennessee Hirer, near the mouth of Battle Creek, fife
miles above Bridgeport, and four miles below the town of
Jasper, formerly known ai the Coal B»nka of G W Hire,
which have been partially opened and worked for many
yiors; the Railroad from Bridgepoit to Jasper, being
nearly graded, passes directly in front of the Miner.
These mines were carefully selected years ago, as the
best that could be found, both for quality of Goal and fa-
cililies of transportation. The titles are j ei feet, and the
whole property placed under a good charter and stocked

As aoon as the above sale is msde, I will give tho Com
pany $16,000, free of chargo, to pot the Mines in active
operation.

ing yourselves from your companies without
their consent, and the four first • named par
ties of company “D” with having remained
absent until sent for. An impartial conrt
martial consisting in part of your own com
pany officers, was ordered and convened to
try you for this offense. You and each of
you have had the sagaoity and manliness to
plead guilty to the charge.
This voluntary confession of a crime sur
passed by but few, if indeed any in the long
catalogue of military offenses, has doubtless
propitiated your aconsers and the court, and
greatly mitigated the punishment which oth
erwise would have been infiioted upon you.
Soldiers, you confess that you did absent
yourselves from your companies without the
consent of your lawful officers, and that you
did remain absent until sent for. This makes
up a clear case of willful and deliberate ideser-
fion, and but - for' the leniency of your aocu-
eing officers in thus, prefering tho obarges,
your sentence and punishment would have
been death; aye an ignominous death; not by
the hordes of your country’s foes, but by that
of your friends, brothers in arms. Soldiers,
was it for auoh a death, a death entailing in
famy upon yourselves and disgrace upon your
kindred and posterity, that you doffed the
peaceful habiliments of the citiien and donned
those of the man and warrior, who, knowing
his and his country’s rights dare maintain
them? Was it fora dishonored grave in a
strange land unadorned by a mother’s affec
tionate hand, unwatered by a mother’s, wife’s,
sister’s, daughter’s, or even friend’s tears
that yon abandoned home, its saored altars
and cherished lovel ones, who await with
prayerful solicitude your honored return ?—
Soldiers, the crime of which you have plead
ed guilty, would, in times of profound peace
have been a grave and heinous one—as blight
ing to the reputation of the soldier as mildew
or the hoar frost to tender vegetation or the
delicate flower prematurely oalled into exist
ence by the warm vivifying rays of a vernal
son. But to have abandoned your post of
duty in perilous times like these, when the ac
cursed vandals of the North led on by thirst
of empire and plunder, stood upon the bor
ders of your own State, menacing your prop
erty with ruin and devastation—your homes
and firesides with the pollution of unbridled
libertinism, and your mothers, wives, sisters,
and daughters with a fate infinitely more hid
eous than death by inquisitorial torture—con
stitutes a crime which I scarce thought men
calling themselves Georgians and soldiers
would or could have perpetrated. Two of
you, it seems, are brothers. Great God t two
brothers, inhabiting a Southern State, breath
ing a pure Southern air, warmed into exist
ence by a Southern sun—confederating in a
crime, which, if participated in by any con
siderable proportion of our Southern soldiers,
would entail ruin, wide and irreparable ruin
upon onr conntry, and subjugation and chains
and slavery upon our children and children’s
children.

of certain- person* from military service.” yon will see
that I am empowered to authorize au Ordnance officer to
exempt all —artisans, mechanics and employees in the
establishments of such persons a* are or may be engaged,
under contract with the Government, in inrnishing arms,
oidnance and ordnance stores, and other munitions ot war,
sadules, harness and army supplies.** These men must all
be enrolled, and then detailed, as provided in secction six,
General Orders No 82.
Yoo are designated as the Ordnanc eofficer to act, nnder
this law, for all contractors within yonr jurisdiction.

services of the conscript* shall no longer be needed, the

raise a Company of One 'Hundred Men, to serve in the
