This pamphlet is now ready. It comprises 27,
pages and is handsomely printed on tbe best of
paper, and stitched—done up by John H. Seals in
his best style, which to equal to the best job
ever turned out iu New York. Seals does the
handsomest jobs of any man we know.
The first estimate of the pamphlet was that
it would make sixteen pages, and-could be offer
ed at 25 cents. It has nearly doubled the eati>
mated size, and the remainder of the edition
(after supplying those who have already sent in
their subscriptions) Will he sold at 50 cents per
copy. A lew copies ere on band. It is one ot
the 'ablest, soundest, and most ►tatesmanlike
documents that have appeared on the subject of
our Government finances. No statesman or
Legislator should be without it. if

The chairman, to welcoming him, re
marked—As President of this meeting and
on its behalf, I feel bound to express tbe

gentleman and an officer, and to tender oar
thanks for the many favors which we have
received at jour hands.

tions of the meeting, but because he had been

gres, will explain a system ot labor that has
been suggested and adopted f. r the present
year, The Provost Marshals are authorized
and directed to receive and record the assent
of plantera or other persons thereto ; and
wbeneuoh written consent is given, officers
and soldiers, and especially the Chaplains ot
the army, and all o' hex persona noting under
the authority of the United States, aro re
quested to arrest, aa far as practicable, with
out violence, in inducing the return of ne
groes and their families to the plantations
where they havo been accustomed to labor.
Without regular employment many thous
ands of negroeB must perish during the year.
More than eixly thousand dollars were ap

of the government, sufficient and wholesome
food, clothing, kind treatment, and a share
of tbe crop they produce.
The compensation may teem email, but in
-.’iew of the peouniary advances that must be
made and tbe risks that attend industry in a
period of war, it is not inadequate/ Those
who aro not thus engaged will be employed on
the publie works in the Quartermaster’s De
partment, without pay, except their food and
clothing, medical attendance, and such in
struction and care as may bo furnished to
them and their women and children. In view
of all the facts, and after most anxious con-
sider-.it ion, the Commanding General believes
it to be tbe best system of labor that can now
be adopted, and, assuming the entire respon
sibility of the aot, he calls upon the Com
manding Generals and all officers of tbe Gov
ernment to assist in its immediate execution.

this, that Commodore Forter was killed by
one ot ourshots, while engaged in superin
tending his own forces This, if true, may

Savannah, Fob. 28.—The steamer Nash villa,
in coming up tbe Ogeechee last night, ground-:
ed on the sand bar above Fort MoAlliator. —
Sho wav disoovered this morning by tho cno-
my’a fleet of iron cads, which opened fire
upon her ncros3 the marsh, at 7.80, and con
tinued until 10 o'clock, when an inciendiary
obeli struck the Nashville, setting her on fire.
Sho is now a total wrook. The fort fired at
one of the iron-clada, hitting her twice. The
other gunboats of the fleet shelled the fort,
but without doing any damage.
Richmond, Feb. 28 —.To day the House
passed a resolution of thanks to Gen. John H.
.Morgan and command for services preceding
the battle of Murfreesboro. Resolutions to
adjourn on tho I6ih March were tabled. Mr.
Barksdale, of Mississippi, introduced a bill to.
authorize the suspension of the writ of habeat
corpus, which was tabled ( ; then went into se-
