We continue our extracts from late
Northern papers:
“Ion," ttie Washington correspondent of
the Baltimore San, in .a letter to that pa
per of the l'Jtli, writes as follows:
The British Parliament is now in session,
and it is expected that a serious effort will
he made by the cotton interest, and by
other interests friendly to the Confederates,
to effect a recognition of their Government
hy Great Britain, or at least a compliance
of the ministry with the proposition for
mediation.
The British ministry is divided on this
question, and it remains to be seen whether
Lord Palmerston can be moved from tbe
position of ueutralily which he has so stea
dily maintained, in this case, however, it
is conjectured iu political circles abroad
that Louis Napoleou, who has already gone
so far in his interference with affairs of
this continent, will take another step for
ward. That next step may be recognition
of the Confederacy, to be followed by a
treaty of offense anil defense, and perhaps
hy territorial and commercial concessions
in favor of France from the Confederate
Government.

response to Gen. Clark’s order assembled
here on Tuesday in strong force, fully pre
pared to prooeed to Savannah, but learned
that they are not now wanted there, bnt
would be oalled' for when needed. This pat
them all in a most unpleasant atate of aua-
pense. It seemed like a faroe to disband
them and send them home again to be called
back on an emergency—perhaps before some
of thpm reached home, and it also seemed
like folly to keep them here waiting “for
sometUpg'to tarn up,” not knowing how
long they might have to wait. We learned
yesterday that Gov. Brown was iq this oity,
and that he intended to apply by telegraph to
Gan. Bsattfegard to know if he wanted the
militia officers at . Savannah, and to send
them forward at once if needed—otherwise
to revoke his order calling them together
and send them all home.

I It having been nequently reported to
tbs G-neral Commanding, that Confederate
eotdiara approach our lines dressed in our
uniforms, and that they have appeared thus
ia bailie, and have thus, savage like, carried
our colors to deceive ns.
It is ordered, That none so dressed shall re
ceive, when so captured, ihe rights of prisons
era ot'war, and that, in battle, no quarter be
given them. When captured singly or in
squ-dspprowling about our lines, they shall be
deemed as spies, and ireaitU.accordingly. The
General warns all officers and men under bis
command to be on their guard against these
violations pt civilized warfare. All foraging
and scouting parties, all patrols, and all troops
on them erch, are enjoined to arrest and exam
ine ail persons weariug our uni farm, and if found
to be wearing it without lawful authority, to
lorward them at once to the Provost Marshals
ol their commands, for identification and lavra
tigstjon sad ibence to the Provost Marshal Gen
ersl ot the department, that they may be dealt
with as they deserv e.

States uniform, without written permission,will
be arrested, stripped, and punished according

every description, poultry, all gone; and all
this done by whom ? By Western troop*!
troops from Ohio, Indiana, and Illinois—Sidles
that some .Southern men advocate taking into
an alliance with us ! May nty bones lay bleach
ed upon the plains when such an alliance lakes
place! Talk about New England vandalism!—|
Of all the tow down, mean, iheiving, unprinci
pled, cruel vandals in this war, Ohio produces
the worst. The men in Congress and out ol it
at home who msy desire and advocate any kind
of an alliance with such a State aa Ohio, wi’l
please remain quiet, and stay home or go to
Ohio and stay theie; and the soldiers in the
field, led on by llieir gallant leaders will fight
this war through until our complete independence
is won.
Mr. Bragg'e Company is in s better condition
than it has been since he invaded Kentucky,
Slavery is at the bottom of the war/’

Alien's (formerly Wheeler’s old) brigade have
been on picket over s month, and men and
horses are rested and recruited up and ready lor
another tramp. Our picketsoccupy the relative
position they did n month ago; vis: the enemy
six miles this side of Murfreesboro’, and the
Confeds in their’ front and in sight of one an
other.
The Confederacy comes to us pretty regular
ly and is always welcome. All is quiet in our
iront. Rosencrans cannot advance before April,
and there will be no light before then.

reported a series of resolutions touching ft >r
eign affairs, one of which says Congress can
not hesitate to regard every proposition of
foreign intervention, so far, unreasonable a.’id
inadmissible. It is unreasonable because jts
only explanation will he found in a mi sun
derstandiug of the true state of the question,
and tbe real character of the war.
The Congress has passed tho bill to tax fibe
banks.
The N. Y. Herald advocates an adjustm tut
that will allow the South to sond delegates to
tbe Washington Congruss. The Washingt on
Chronicle oppoBos this proposition.

Savannau, March 3.—The enomy are at lack
ing Fort McAllister—commenced at 8.30 tikis
morning. Three iron-dads and two mordtr
boats aro playing on the Fort. Our 8-.inch Cc l*
umbiad is dismounted and two men are slightly
wounded. The firing continues very heavy.
SECOND DISPATCH.
5 30 P. M.—A despatch from Fort McAllister
dated 3.45, says one ironclad has withdrawn.—
Two irontclads and one mortar boat aro still
jriaying on the Fort, which is uninjured. No
one hurt except the two slightly wounded eariy
this morning. The garrison is in good apititis,
and the firing still continues—this 5 3U P. M.
