I have to acquaint you, for the information
©f the lords commiflioners of the admiralty, of
the fafe arrival of his majeftv’s Hoop Albacore
at Barbadoes, with her prize L’Atheniene,
French national corvette of 14 guns : tor a more
particular account of capt. Wiuthrop’s pro
ceedings, I transmit a copy of his letter to me
#f the 9th instant.

I have the pleasure to inform you, that in
the tat. 14 deg. 40 min. long. 47 deg. 39 min.
I fell in with and captured L’Atheniene brig,
French national corvette, mounting 14 four
pounders and 38 men, commanded by Mons.
Gervais, lieutenant de vaiireaux. During our
chafe, which continued for fix hours, she
threw over-board ten of her guns. I beg leave
toobferve, (he is anew veflei, well found, and
tvery thing new on board her, and fails re
markably well.

You will be pleased to acquaint their lord
ships, his majesty’s ship Melpomene, on the
11th iuftant, at three p. m Ufhant bearing
N. N. E. fix leagues, difeovered an enemy’s
flip in the S. E. quarter. After a chace of
live hours, and her making every effort to ef
pe, she ffruck her colours and proved to be
La Revanche, of 18 guns, and 167 men; she
had left Brest only a few hours, with a view of
intercepting the Brazil convoy.
I have the fatisfa6lion to add, that though
fevers 1 guns were exchanged, no lives were
ioit; and that the officers and men I have the
honor to command, behaved with the greatest
zeal and propriety.
I judged it advifeable to return to the firfl
port, on account of the number of prisoners,
and ihall fail again immediately to fulfil their
iordfhip’s orders.

NAVAL ENGAGEMENT.

On Tuesday lall arrived in Nantafket
Roads the Britilh frigate La Railon,
capt. Beresford, rating 24-and mounting
36 guns—nines and lixes, and two 23
pound carronades. On the 14th ult. in
the evening, George’s Banks bearing
W, by S. distant 20 leagues, was chafed
byaFrenca frigate, which soon came
p with and engaged La Raifon. Her
lores not precisely known • but supposed
by the English officers, to have been a

evening an hour and a quarter, when
the veliels separated in a fog. Next
morning the ships again met and fought
3 quarters ol an hour—a fog again ari-
Itng, the vessels again separated, and did
not fall in with each other afterwards-
La Raifon had two men killed and seven
wounded, 3 dangeroully : She was dam
aged in her hull and rigging—having
to bend almost a complete suit of new
Lils. She is however refitted, and will

known what vessel she engaged with ;
but it was probably the frigate that was
seen o.T the Capes ol the Delaware, 3
weeks since—and said by the pilots, to
be “a line French frigate.” She is
expefted at this port.

NEW-YORK, September 7.
We are yet in the dark refpeding the
late naval engagement off the Chefa
peak. . The report of the day is, that
the Britilli frigate Thetis, (one of the
vessels laid to have been in the action)
is arrived at Sandy Hook ; that an
English squadron under the command of
admiral Murray, (confiding of two ffiips
of the line, 3 frigates, and two smaller
vessels) had fallen in with a squadron of
three I> rench frigates, commanded by
admiral Barney ; that after firing 10 or
12 broadsides, one of the French frig
ates was taken, and sent to Halifax;
that the remaining two, one of which
was the admiral's veflei, was sheering
off with all the expedition they could
make ; and that the Topaz British fri
gate and a 74 were in pursuit, and gain
ing ground when the Thetis quirted the
squadron.
The Thetis and Thifbe, British fri
gates, part of admiral Murray’s squad
ron, arrived at the Hook on Monday
evening. A letter from captain Hardy
of the Thilbe, to captain Stanhope of
the Halifax Packet, fays, that the squad
ron after a long chafe came up with a
French frigate of 32 guns, which, after
a lew shots, flruck. The chafe was
il.en continued after the other two vef
lcis, one of which mounted 44, the other
38 guns. And when the Thetis and
1 hifbc lett the squadron which was on
the 29th ult. at fun set, tljc admiral’s
imp and the 1 opaz frigate were within
three quarters of a mile of the French
frigate.
it is said by fome, that the ship which
flruck was not a brench frigate of 32
guns, but a ilore ship armed with 20
guns.
PHILADELPHIA, Sept. 6.
By capt. R. Meafe, of the schooner
lively, 13 days from Cape Francois,
we learn that iome days previous to iris
failing, the British had taken pofieffion
ol Monte Christi, by express invitation
from the Spaniards, who sent to the
Mole for the purpose : this step however
was not deemed of any consequence at
the Cape, and certainly was very im
prudent in the Spaniards, as by treaty
their whole pclleiiions are ceded, to the

ic.ned in this atfair will no doubt be
ma-ie to fuffer for their temerity and
folly, uince the arrciiation of Etienne
and Barrafcall, two noted chiefs of the
blacks, by order of tire government, the
negroes have burned feveraJ plantations
near Port de Paix ; 400 men from that
place under general Pageor, marched a
gainst tnem and forced them to retreat
to tne mountains and ravines, where it
was impossible for white men to follow
them. Perroud, one of the former ad
ministrators of Port de Paix, is appoint
ed ininifler plenipotentiary from the
Republic to the leeward neutral Islands,
and one Thibeaux is appointed in his
place. Business ol every kind very dull
at the Cape.

By a gentleman who arrived from the
southward, we havc the following ac-

una the Pomona, C aptain Hey wood, in
36 days from Cadiz, who was brought
to on Thursday morning the ill inflant,
by the squadron commanded by admiral
Murray ; who after causing his papers
to be infpedled, dismissed him, inform
ing him, that he had taken one of Bar
ney s veflels after a long chafe, which be
gan on Monday morning, and had only
then just finifhed.
Capt. Hey wood left Cadiz July 27th,
at which time that place was in imme
diate expectation of a rupture with
Great-Britain.
I'ront the Councr Francois.
A courier dispatched from Port San
Domingo reached'Cape Francois on the
18th August, and brought intelligence,
that a French Corvette just arrived at
San Domingo had announced, that the
fleet of Don Solano, united with that of
Richery, compofcd of 32 fiiips of the
line, may momently be expected, the
corvette having been only a few days a
head of the fleer.
The ifiaadof Dominica has been ta
ken by Victor Hugues from thtEnglifh,
Tortola, one of the Virgin Islands,
has also been taken ; and 60 English
merchantmen were captured there by
the republicans. The illand is entirely
ruined.
The Britilh have almost entirely eva
cuated St. Lucia, where they occupy
only Morne Fortune, from which they
will also soon be driven.
CHARLESTON, Sept. 19.
Capt. M‘llhenny informs, that the
day before he left Wilmington, a letter
was received by a merchant in that place,
from his friend in Norfolk, which men
tioned that Commodore Barney and his
Iquadron, had been captured by the
squadron under the command of Admi
ral Murray, and that he was carried into
the Chefapeak. The letter containing
this information had no date ; bur he
understood it was about ten days from
Norfolk when it was received.

Arrived on Sunday, Snow Harmony,
77 days from London. ’ The papers
by her are not of so late dates as receiv
ed by the Mary, at Charlellon, and con
tain nothing of importance.

Carriages for the conveyance of persons,
which itaail be kept by, or for any person,
for his or her own use, or to be let out for
hiie, or foi the conveyance of palfcngers,
. are agreeable to an Aft dated 28th Mav’
1796, to wit :
FOR and upon every Coach, whether driven
with a box, or ly pofilion, the yearly sum of Fif
teen Dollars : For and upon every Chariot, Pop
Chariot and Pop Chafe, the yearly sum of Twelve
Dollars : For and upon every Phaeton for the con
veyance of one or more persons, with or without a
top ; and for and upon every Coackee or other car
nage, having pannet-work, with blinds, glasses or
curtains in the upper divfion of the fdes, front or
back thereof, the yearly sum of nine dollars : For
and upon every four wheel carriage having framed
pojts and tops, and hanging on feelfp rings', (whe
tner drawn by one or more horses) ; the yearly sum
ofJixdollars : for andlupon every four wheel top
carriage hanging upon wooden or iron firings or
jacks (whether drawn by one or more horses) ■ and
ufen every curricle, chafe, chair, fulkev, or ‘other
two wheel top carriage, and upon every two wheel

truly payable, according to this alt, fall life the
