Yciterday at 9 o’clock in the evening,
the military commanders, and civil au
thorities of this harbour, received ord
ers from the king of Spain to fcize al 1 die

The failing of the two Spanish squad
rons is an event which with greac rea
son attracts the attention,of every poli
tician. Os these two squadrons, one is
deitined for America, the other is def
ined to cruize on the ocean. The lat
ter, commanded by Don J uan de Lan
gara, having under him major-general
Don Juan Joseph Garcia, contifts often
(hips of the line, and eight fmailer veilels.

By the dispatches received from Mr,
Hammond, we learn, that his million
has failed ? toto ; the king of Prullia
having not only rejected the proposal
made to him by our court, which went
to guarantee him certain very important
territories and a sea-port, but received
Mr. Hammond in the mojt ungracious-man
ner / This is an infuit to be wondered
at, after submitting to such an humilia
tion, as to apply to that very power
which deceived us, broke faith with, us,
and cheated us of our money.
SEPTEMBER 19.
Mr. Hammond has embarked at
Cuxhaven for England, on board the
Garland frigate.
The Spitfire Hoop of war has taken
and brought into Torbay a Danilh velfei,
bound from Cadiz to Arafterdam, with
ijj tons of Salt* and 20,000 dollars on
board.
September 20.
It is with much fatisfadion, we Hate,
that the report of lieutenant colonei
Craufurd’s death is premature, although
tiiat officer has been wounded. It ap
pears,'that at the battle near Amberg*
on the 25th ultimo', colonel Craufurd in
company with fome Austrian officers,
were out reconnoitering when they were
furprized by a party of the French and
fired on. A ball struck colonel Crau
furd on the head, which stunned him,
and he fell and was made prisoner. He
was, however, immediately exchanged,
and it is expeded that he is in a fair way
Ot recovery.
September 23.
Some printed accounts from Vienna*
by way of Trieite, represent the aids
offered to the emperor by the Hungari
ans, as far beyond any former statement;
the auxiliaries from that kingdom only,
(it is said) are tobeincreafed to 150,000
men including 50,000 cavalry, which
the Hungarians were to provide with
forage, &c.
DUBLIN, September 10,
In the county of Armagh, and in
part of Down, a barbarous and bloody
perfection continues to ravage without
controtiL Blowing the brains out of
unoffending and industrious men, cut
ting off the legs of others, and proltrat
ing houses and cabins* are daily and
common enormities. At Market Hill
they have added fire to sword, and burnt
nine houses at midnight.
On Thursday eveninglaft a number of
combing and broad cloth weavers aliem
bled on the Common,armed with swords
and bludgeons, and having fetzed on a
! f ew industrious peaceable men, whom
1 they denominated. Rebels, or Kilkenny
men, they cut and abuled them in a
tnoft (hocking manner. We are happy
to hear that vigorous measures are about
to be adopted by the right hon. the lord
roayor to suppress this dangerous com
bination ; his loidlhip intends calling
•*meeting of the manufactures, and with
h‘fir co-operation to afford protection
a -d support to those unhappy men on

fire, making prisoners of the principal
inhabitants. 1 hey intend to march to
St. John’ where there is now 4,500
men in arms and all the fortifications
manned.—The 50 gun ihip, 2 frigates
and 1 Hoop, that arc at St. John’s, are
Rationed in the narrows and every body
fee ms inclined to think they will give
them a warm reception. But it is the
universal opinion that whether they suc
ceed in their attempt on St. John’s or
not, they will totally deitroy the out
harbors.’’
1 uefday evening arrived here the brig
Jane, Captain Pryor, from Quebec, but
Jaft from Bradore, a harbour on the La
bradore (horc, where Captain Pryor ar
rived on the iSthoi September. Off
that harbour the day he arrived there,
he ipoke his Majclly’s ihip Pearl, with
the Quebec convoy, confiding of 14 fail,
homeward bound. The fame night a
heavy gale of wind came on, and the
next morning the Pearl and 3 fail only
ot the convoy were to be seen irotn the
ihore. On the 23d, an express arrived
from Fortau, a settlement in the
Streights of Bellifle, informing that 3
frigates belonging to the Frenctt squad
ron, had made their appearance off Tem
ple Bay : that they ltood in so near as
to be fired at trom a small fort which
was erected on (here, and induced them
to Hand off again. This express also
brought intelligence, that the 3 frigates
were afterwards seen near the Quebec
fleer which was at the time in the nar
rowed part of the Streights of Beiiiile,
Twelve fail of square rigged velieis
belonging to Dartmouth Poole, &c.
were about halt loaded in the adjacent
harbors, where they were exposed to the
deitrudive ravages of the enemy.
NEW-YORK, Odober 26.
A Halifax paper of Odober Sth, is
just put into our hands as the paper is go
ing to press—it contains two letters
trom John Dormer, dated Sept. 19, and
at L’Ancea Loupe, in which he dates,
that he had received intelligence from a
Mr. Hine, at Temple Bay, in the
Streights of Beiiile, that the Quebec
merchant (hips and the French fleet were
in light, and that the former would pro
■ bablybe taken.
The Brit ilh Packet, Prince of Wales,
arrived this day in 26 days from lal
moutlv. She brought dispatches which
were ieft at Halifax. The captain con
firms the account ot a war witit Spain.

Admiral Richery, who failed from
Cadiz early in Augult, and whole delfi
nation so many conjectures were
formed, arrived at Breit about the mid
dle of last month, witn his fleet and four
Spanish lhips, that had accompanied him
from Cadiz-.

vice-consul of the United States.
It is laid, that letters are in town of a
late date from Halifax* informing, tlj.tr
7 of the Quebec rleet had been captured
by the trench squadron, 601 which
were dellroyed, and tiie 7th was manned
for pore, being elfiinated at upwards of

General Ney, whole name is so often
mentioned with appizuic, in tiie details

paign, was among the flam in one of the
late battles.

ft T 1 e news ot the day is, that the
king of Pruliia has declared war again!!
tne bmperor of Germany* that his troops
are marching, and that likely the ports
of Hamburgh and Embden will be lhut
againit Britiih veilels, to oblige that
court to enter into terms of peace. How
far the news is certain we cannot lay,
but we are certainly on the eve of great
events; if peace does not take place toon,
war is likely to rage with redoubled ani
mosity.”

Arrived barque Columbia, Captain
Hutchins, 42 days from Gibraltar; from
the American consul Simpson, he learnt
that Gen. Wurmfer, had caused the siege
of Mantau, to be railed, and compelled
the’French to quit Italy. A severe ac
tion having taken place, the Republican
army having lolt 15,000 men, and all
their ordnance and itores.
BALTIMORE, Odober 29.
Yeiterday arrived the Ichooner bhep
herdefs, Capt. Hurst, from Sr. Thom
as, last, 18 days. By the politeness of
Captain Hurst, \yc have the following
articles :
Capt. Hurst mentions, that 1.2 fail of
Spaniih and French inert ol war at rived
at Trinidad, the middle of iatt month,
Columbian iEufcum, &c.
and that on the 30th, 4 lhips of war
and 4000 Britifli troops arrived at Fort-
Royal ; and further, that it was said to
be the intention of the Englifti, to at
tack Guadaloupe very lhortly, with
30,000 men.
A cutter of 18 guns, belonging to
captain Joshua Barney, was laying in
St. C roix. She had taken a prize, eiti
mated at 30,0001. lteriing.
Schooner Dolphin, from St. Pierre’s,
bound to New-York, had been capiut
ed under Dominque Dy a French priva
teer I ,carried into Guadaloupe, condemn
ed, veil’d and cargo, and the capiam
and crew imprisoned 25 days-.

32 days from Cape Francois, informs,
that an embargo was laid on there iu
