My Lords and Geutlquieti ; It is i

Since the dt-.-'-ohitidn of the ia.U

The elder branch of the house- of
Bourbon has ceased to reign in
Prithee, and thb Duke of Orleans

the title of he King of the French.
Having received from the new
Sovereign assarunces of his ardent
desire to cultivate the most friendly
relations, and to maintain inviolate
the engagements made with this
country, l have not hesitatei4ir con

the friendship which existed with
the preceedmg government.
I have seen with profound regrot
the state of affairs in the Low Conn-1

has not been ablq to preserve the
stales from revolt; and that his wise
resolution to submit tbe desires and
complaints ol’his people to tbe delib
erations of a special session of the
States General, has not brought a
uout any satisfactory results.
I shall exert myself, in concert
with my allies, to re-establish tran

Netherlands government, und the
society ol other governments.
Symptoms of tumult and disorder

Fp to the present time I hard
not accredited the Ambassador of

to outisfy the claims of justice und
humanity by a liberal and general
amnesty, I think the time has come
to re-estnblish, in behalf of my poo

so long a time have existed between
the two nations.
My profound solicitude for tbd
