the public debt; and that, allowing n rea

tho present high duties on the articles

des made or produced in the United States,
the duties bit ultimately equalized, so that
the duties on no articles shall, ns com*
pitied wph the value of that article, vary
'materially from the genetnl average."

possibility, have contributed ill the slight-
est degree to produce this result. One
would suppose, indeed, that the very-lnsY
merit * Itich would be ascribed to this sy*^
lent, wits its tendency to fill the “ public
coffers.” It is onquostiouobly ta a tmiff,
arrnnged and adjusted with u single eye to
revenue, that wo are to look for such a re
sult. The object ol n protecting tariff, ns
such, certainly is to diminish or exclude im-
|iOrtntions, and of eonrae to lesacn the n-
mount of the revenue desired from duties.
The vefy end *nd aim of such a system
is, to substitute for the imported nrlicle,
paying taxes to government—the dome*,
tic article paying none —to transmute the
doty into n bounty to the manufacturers^,
and, just so (ar ns litis end is attained-^
that is to say, just ao far ns the tariff K
protective, must it cut off the public reven
ue. Do w* not all remember, that tlio
leading argument in favor of the protecting
provisions of tho tariff of 1824, was, that
they were necessary, H to pn; down a ru

them throughout fhe western country—
chiefly-confined, however, to situations be
yond the rcuch of foreign competition, and
owing nothing to the protecting system.—

perous by these establishments. I ap
peal confidently to their, actual condition
ut this time. With regard to the gentle
man’s own State, I will apply a test which
cannot deceive us. When tho policy or
'24 wns before Congress, the Senator from
Kentucky stood forth as its champion, and
it was my lot to attempt to answer Ins ar
guments. It is true, sir, that his speech
was made in tlio otiier House, mid initio
on this floor; but his argament had been
sent forth as the manifesto *f tho party—
it was printed in pamphlet nnd laid on tho
tables of the Senators, and, embodying tho
views of tho tarifl'party, it was impossible
for mo to pass it over. I well remember
therefore, that, on that occasion, the gen
tleman argued, that Kentucky wns to par
ticipate in the protecting system bv ruisy
inp large quantities of hemp, nnd supply
ing the southern Slates with cotton bag-
ting,—and hB s'rongly insisted that she'
tvas thou only prevented from so doing, by
the ruinous competition of the inconsider
able Scotch towns of Inverness and Dm-’
