The press of Tenuessoa is getting more
conservative. Recently a Chattanooga
paper appropriated, without alteration or
acknowledgement of oredit, two articles
from a Columbus, Ga., paper, en tha sub
ject of Confiscation. We are happy to
know that what has been heretofore re
garded as a radioal press in East Tannes
ase, has thus committed itself to the
policy of reason and justios.

The question of repudiation of so much
of the Htale debt as is based upon C'onfed
traia securities, will be agitated in the
Georgia Convention. This question will
hare to bo met and settled. It will do
no good to prohibit titate legislation upon
this matter for a number of years. That
will only be laying the foundation for
turther ditSoulttee. It would be much bet
ter to nettle tbe whole matter at onoe,
and (bus save an unending source of bit
ter contention.
It is the dearly defined policy of the
admioiitrauOu of President Johnson that
no tfiate shall be considered restored
which shall rsoogniss the obligation to
pay any part of the debt incurred in the
effort to overthrow the Union. The fol
lowing letter trom the President, address
ed to Gov. Holden, of North Carolinla, is
uxpliolt on this subject. Wo reproduce it
far the information of the people, and of

Carolina— Every dollar of the State debt
< rested to aid the rebellion against the
Cnued S ates sh ould be repudiated finally
and forever. The great rnaes ot the peo
ple should not. bo taxed to pay a debt to
aid in carrying on a rebellion to which
they were opposed. Those who have giv
u their names for the obligation of the
.'Rite, lest to tbat power they tried to es
tablish iu violation of law, constitution,
and tho will of tho people, must meet
iheir fate. It is a misfortune, and oannot
bu recognized by the people of aDy State
proiosstng themselves to bo loyal to lire
Government of the United States and in
the Union.
I repeat that the loyal people of North
Carolina should bo exonerated from tha
payment of every dollar of indebtedness
caused to aid in carrying on the rebellion.
I trust and hope tbe people of North Car
olina will wash (heir bands of everything
that partook in tbe slightest degree of
tbe rebellion which has so reoently been
crushed by tho strong arm of the Govern
ment, in carrying out the obligations im
posed by the Constitution of the Union.

lawn and customs of war, treating the
suhjeot under four heads, ae follows:
1. The various cases of death by hun
ger.
2. Those resulting from confinement in
etoolis and the chain gang.
3. Oases of tbo killing of prisoners by
guards, pursuant to direotions of aooused
given at the time.
4. The casos of killing by the prtson
s a own ii&ids.
He briefly argued the reeponsibiiity of
the accused; he having grossly violated
the laws and customs of war.
At the conclusion of Colonel Chipman’s
reading of his argument, the prisoner
requested Dr. Dates to examine his per
son in presence of the oourt, to show that
ha was physically incapable of commit
ting the aots of murder and the brutali
ties alleged against him. Tne request
was granted.
The President announced that the doors
would be closed. The conrt went into
secret session to deliberate on the oase
submitted, but nothing can be known at
present, till it shall be officially promul
gated.
Oapt. Wirz to day underwent a private
examination at his own request, in the
presence of the members of the Commir
sion. His right arm is muoh swollen and
inflamed from the effects of a wound; a
piece of bone had been removed rendering
the limb but ot little use. A gentleman
who wimoprj l he examination said his

ed.

formerly editor of the “A otUhern Confed
eraoj" ai Atlanta, more recently of the
Confederate army, has declared himself a
candidate for from the Fourth
Congressional District of Ooorgia. Dr.
Hambleton eetablirhed the Southern Con
federacy newspaper in 1858—was an ad
vocate of the {slave trade in 1859, and
acted with the ultra Slated Rights Dem
ocracy in all the local eleotions. In 1860
he supported the Douglas ticket,'and was
a Co-operationist at the beginning of the
uatioual troubles in December of the same
year. When Georgia seoeded, he cheer*
fully deferred to her sovereign UeoisionJr
and did ail in his power for the establish
ment of Southern independence. But as
the revolution has failed, he now accepts
in good faith the decision rendered by
the sword, lu reference’to the negroes
he says:
‘•1 think the status of the entire Afri
can population now within the limits of
the several Southern States, known at
prsseut as “frttdmen ” and “frtedwomtn"
should, by biaie legislation only.be made
the saino as that of the frtt neyro before
the late civil war-—nothing less—nothing

Following this declaration, is his an
nouncement that, if hoaored by the con
fidence of tha voters at the ensuing
eleotiou, ha will " most cordially support
the p.uioy ofi President Johnson. ”

to be very little difference of opinion at
the North between the Republican* and
Democrats upon tbe subject of Congresn
insisting that tbe negroes shall be per
milled to testify in the civil courte. John
Vau Daren, Thuriow Weed and Horace
Greeley seem in. thorough accord upon
this subject. An impression prevails to
some extent, and which is not without
foundation, that the President intends
recommending in his inaugural .message
to Congress this measure.
New York. —The people of New York
are to vote iu November B whether they
will pay the large amount of bonds issued
for bouutibs (some twenty-six millions of
dollars) at once, by direct taxation, or
whether it shall oecome a debt payable in
twelve years, it will require a tax of
one and threj fourths per cent, on the as
sessed valuation to pay the debt at once,
and the . Democratic party favors this
method, for very specious reasons. The
lax for ordinary purposes, inoludieg in
terest, is less than one half per cent.,
and to make it five times greater in one
year is rather steep. Tue vote is to be
•* fur or against the debt. ” if against,
then the tax ; already ordered to pay it
will be collected at ones.

taken upon them.
Alabama.— Hon. Aiphcus Baker, for
merly a Brigadier General in the Cou
federate army, has declined the uomica
tiou for Congress from the Eitfaula bis
triot. Geu. Baker, upon first solicitation,
had consented to become a candidate ; but
upon learning mat his application for
pardon had not beeu acted upon, though’
it an act of presumption to anticipate hie
amnesty pardon, and thorefora declines
the nomination altogether.

submitted a full report on this subject.
The report is very able aui of great
length- It discusses me various depart
ments of educatiou—at home, in the Sun
day Bohool, the day and boarding school
and in the college The object cf the
committee was to otll the m ention of
parents particularly to the want of a bet
ter education of the ycuag in the princi
ples, theory and doctrines ot the Church.
The Committee on Canons reported a
canon in referenee ro the formation of
dioceses within the juriediotion of foreign
missionary Bishops. Also an amendment
authorising the ordination of priests and
deaoons in those churches abroad whtob
are not under missionary junsdtiton such
as the ohurohes in Paris and Hayti.
The House of Delegates on the 18th
was again engaged during a considerable
portion of Tuesday in considering pro
posed amendments to tbe canons, one of
them being in relation to allowing foreign
missionary, bisbopa the same privileges
as are enjoyed by the domestio missiona
ry bishops. Mr. Horace Bioney again
brought up in another form his resolu
tions giving thanks for the maintenance
of the Union and the destruction of
slavery, giving rise to another uiscussion
of a somewhat animated oharaoter. Fi
nally they were laid on the table by a
large majority. Bev. l)r. Vinton, of
New York, who seoooded the resolutions,
asked, but did not obtain, permission to
enter the protest of himself and several
other members against the disposition
which has been made of them.

A dispatch, dated tbe 20:b, to a Phila
delphia paper says the counsel of Jeff
Davis has expressed a desire that his cli
ent be accorded immediate trial The de
sire comes from Davis, who, it is said,
has declared he has no fears for the issue,
and that therefore Government will do
him a great favor by arraigning him at
tbe earliest possible moment. The pres
ent favorable ohauge in his every day
life was mainly the work of the Presi
dent, and at this hour he has almost
everythiug he could ask for save liberty
iteeli and tbe presenoe of his family.
The Times’s Washington special says :
The President is in daily receipt of me
morials in behalf of Jeff. Davis. A few
days ago Judge Phillips, of Ala., at the
request of the petitioners, presented on:
signed by nearly 6,000 Indies of Georgia,
and on Monday an anonymous communi
cation eight pages long, apparently writ
ten by a female, was 'eceived, appealing
for mercy for Davis. It argued that he
had fought bravely in Mexico for the
country, and was no more criminal than
others who had been pardoned.

112,000 baler, of which speculatore and

opened with an npwerd tendency, but
subsequently became fist, closing with an
advance for the week of one-half penoe on

on Friday were 20.000 bales.

soil; and adds : “However, if disorder
is htill kept up, the Government would
ho isflexible >n its punishment."
A decree was also issued containing
vigorous measures against all its arms.
General Enporiel has gone to Lower
California, to bring that portion of the
Mexioan territory under tbe sway of the
empire.
