lost, yeas 26, nays 28. It was impossible, how
ever, to get a vote upon Mr. Foote’s proposition

so as simply to refer Mr. Clay’s and Mr. Bell’s pro-

The Deficiency bill from the House now claims
attention in the Senate. The House bill provided
$1,300,000 for the deficiency in appropriations
for 1848 and 1849; and the Senate Committee
have adJed items amounting to eleven hundred
thousand more. Every department of the public
sevice is suffering for lack of money.
The Census hill was again considered to-day.
Nn decision has been arrived at, but it was mani
fested, as the intention ol the Senate, to take the
patronage of the Census out of tho hands of the
Secretary ol the Interior, and continue it in the
Census Board.
Mr. Burt asked and obtained leave ot the House,
to-day, for the Committee on the Galphin claim to
•it during ihe daily sitting* of the House. It is
commonly ssid that Mr. Crawford will resign as
soon as the Committee shall report.
It is rumored that Mr. Clayton and Sir Henry
Bulwer came to an agreement upon the terms of a
irregu- j treaty a* to the Nicaragua Canal, British jurisdic-
on in Central America.-&c., on Friday last. It
ill be a matter of general congratulation when

Mr. Butler protested against this course. If

In the course of the debate Mr. King, of Alabama,
declared that, if California were admitted without
any equivalent measures, the Southern State. 1
would resent it as an injury and insult. The
Senate adjourned without acting on Mr. Foote’s m<

There was some difference of opiuion in the Leg
islature, though the great majority
of the convention. That majority was composed
of men of both parties and embraced many of the
best and purest men in the State. In fact, the op
position, though respectable in the character
the men. was absolutely insignificant in point
numbers and of influence upon the question
that body, u the result showed. Circumstan
have since transpired to convince the mass ol the
people of Georgia that that Convention may not
be necessary, and might be inexpedient. The
very movement to get up that Convention has had
its effect so (ar upon the Congress of the United
Rtates and upon public opinion at the North, as to
have achieved already for the cause of the Sooth,
what all Southern homilies in favor of the Union,
and its blessing* to tbe South, would have failed
to effect. In 'act, the latter have been indulged
iri so long, and so indiscriminately, by these most
active opponents of this Convention as to have
encouraged persons at the Nortirto believe that the
rights of the Souri. could beeucroacbed upon with
impunity.
But those papers and politicians who have been
eo intemperate a* to charge the advocates ot that
Convention with treasonable designs, and being
disunidnjsts, for the sake of disunion, have coin-:
milled an act ol injustice which will not soon be
forgotten or forgiven. It has been equally a gross
perversion of troth tor those presses and politicians
to charge the movement as originating among
demagogues, and being fostered and urged by dem-
agnguesand brawling politicians for |iersoual mo
tives and to acquire political capital. The Con
vention of Mississippi that proposed it, was com-
