By his Excellency EDWARD TELFAIR,
Governor and Commander in Chief in and
over the State aforefaid, and of the Mili
tia thereof.
A Proclamation.
WHEREAS Executive proceed
ings are required on the after
recited Aft, which is in the’
following'words, viz.'
An Ad for making compenfatiori to the-Troops
in the Ser vice of this state, for difcbarging
the Jaid Troops , and for cotie ding and Je
curing the public arms*
it enaded by the Senate arid House of
Representatives of the Jlate of Georgia ,
in General Assembly met, and by the authority
of the jame , That the pay of the officers and '
soldiers in the service of the ftate*'lhall be the
fame as the militia when on aftual service;
and that the Auditor be direfted to liquidate
the refpeftive claims, upon proper vouchers
being produced, and (hall grant each Officer
and soldier a certificate for the amount of pay
due them ; which said certificates lhall be re*
ceived at the Treasury as other audited cer-*
tificates are.
And to the intent that no officer or soldier
who is not actually in the service of the date at
thisprefent time (hall receive pay; Be it enaded ,
That there (hall be a general muster of the
said regiment, at the town of Wa(hington,
within three months from the passing of this
Aft, and that no officer or private lhall be
entitled to receive his pay, unless he makes
his appearance at the said muster, or fends a
fufficient excuse, on oath or affirmation, that
he has- been prevented from attending, by
licknefs or some other unavoidable calamity.
Provided, man who is now returned
a deserter, (halt be entitled to receive pay,
nor any person whuhas served as a fubftitutc.
And be it further enaded, That on the day
of general muster as oforefaid, the troops lhall
depofite the arms-m-the "public store-house,
and the state-keeper (hail immediately for
ward a certificate of the number of arms,
with the names of the privates depositing the
fame, to the Auditor, and that no private
soldier (haM be entitled to rtceive pay for any
time previous to the date of his captain’s com
million ; and the captains or commanding of
ficers of the refpeftwe companies, are here
by required to make a return of the number
of men in their refpeftive* companies, with
the dates of their enlfftment, which (hall brf
sworn to before the Auditor, in the words

soldiers in my company, with the dates of

** ed a roan who has been absent more than
thirty days, without leave, at any one time

fter to the captains or commanding officers of
said companies refpeftively ; and before the
Auditor proceeds to give any non-commis
sioned officer or private soldier a certificate,
such non-commissioned officer or private (hall
take an oath, that the date of his enlistment,
returned by his captain «r commanding officer
is just and true ; and that he has never been
\ absent more than thirty days, without leave,
at anyone time from the service ofjthe (fate,and
that he has n)t been & substitute. Provided ,
That nothing therein contained' (hall extend
to debar the substitutes in the said regiment
from receiving the bounty in land engaged to
them hy “ An Aft to amend and repeal cer
.** tain parts of an Aft for fupprefting the vio
“ lences of the Indians,” passed the firftday
of February, one thousand, seven hundred'
and eignty-eight.
And be it further enaded, That the said
troops (hall be allowed the fame bounty of
land, as is pointed out to them refpeftively
in « Ari Aft for fupprefting the violences of
“ the Indians.** Provided nevertheless , That
ail officers and soldiers Who have been in
truded with any species of public property,
(hall be accountable for the fame, and (hall
not be intitled to receive either his pay or
bounty as aforefaid, until he (hall return the
. arms so received by him or them ; and a re
ceipt or acquittance for such pubfre property
be produced to the Auditor,
i And be it further enaded , That iff case of
the ‘death'of any of the soldiers, then the
captain or Commanding officer" of thfe com-'
pany, (hall give a certificate of the fame to
the legal reprcfCntitiVe of such person, who
(hall be'entitled to his pay aqd other emolu
ments; on producing the fame to the Auditor.
Be it also enaded by the authority aforefaid,
That from and after the passing of this Aft,
the Governor (hall have full power to dif
chargc the said troops, and take* such further
order as he may deem ifieceflary to fedurt the
public property Which may be forthcoming ;
and that he also be direfted and required to
caufc the commanding officers of the different
brigades of militia within this date, to have
immediate returns made from each brigade,
of the persona exempted from militia duty
therein, under the law authorifing the enlist
ment of substitutes, together'with a copy of
the certificates given to the individuals claim
ing such exemption ; and that the Infpeftof-
General be also required to make a return of
the fubfiitutfs aftually received, and that
have been in (ervice.

I HAVE THEREFORE, in purfuauce of
the powers vested in me, thought fit to iflue
this my Proclamation, notifying to the Officers
and soldiers of the state troops, who are com
prehended within the purview of the afore
recited Aft, that on Tuefday, the eighth day
\>f February next, a general muster be held
at the tov/d of Walhington ; at which time
and place, all officers and soldiers, as in the
aft oeferibed, are direfted and required to
attend under the forfeitures in the said Aft
preferred* • And that the captains or com

in the said afl set forth. And the offi
cersand soldiers who have been intruded with
any (pedis* of public property, are hereby
direfled and required to deliver into the hand*
of Mr. 5 Daniel Terondet, (lore-keeper in
Waihington, the arms and other public pro
perty they have been enfrufted with, in order
to enable the Auditor to make adjustments
agreeably to the powers veiled in him by the
said AA. And the Infpe Aor-Genet al is here*
by direfled and required to mutter the said
troops at the time and place before mention*
ed, and as in and by the said Afl dire A*
ed ; and he is also 44 required to make a re*
turn of the substitutes aflnally v received and
that have been in ferVicc.”—Atid whereat
certain bounties of land are promised to the
the officers and soldiers pointed out in the said
Afl, it is therefore clearly to be understood,
ihat no liquidation of payintended to be made
on the part of'thi state by the Auditor, (hall
bar or precluded any officef or soldier intit led
to the said bounty, from claiming the fame
at any future period, when appropriations
(hall be made by the General Aflembly. And
the commanding officers of the different bri
gades of militia within this state, are hereby
direfled and required, ** to haVe immediate
44 returns made, from each brigade, of the
44 persons exempted from militia duty there*
44 in, under the law authorizing the enlift*
44 meht of fubliitutes; together with a copy
44 of the certificates giveh to the individuals
44 claiming such exemption."
And the' legal representatives of those
who may be' deceased, (hall avail themfe Ives
of the benefits that'may have accrued by vir*
tue of this Afl, at the time and place al*
ready And I do hereby require all
officers, civil add military, and all others
whom it may Concern, to pay due regard,
and (triflly to perform the duties required of
each of them in the said recited afl.
GIVEN under ray Hand, and the Great
Seal of the said State, at the State*
house in Augusta, this thirty-firft
day of Dec. in the Year of our Lord,
one thousand, seven hundred and
eighfy-nine ; and in the fourteenth
year of the Independence of the Unit*

GOD SAVE THE STATE.
NOTICE is hereby given, “* ; tfcal in behalf
of Peter Wikoff, I intend to apply to
the Superior Court of the county 6f Burke,
to eftablilh hi’s right and tide to two several
trafls of land, situate in the said county of
Burke, one containing four hundred acres,
the other one hundred and fifty acres more or
less, adjoining each other, for which a con*
veyance was executed to him by Abraham
Lundy and his wife (which conveyance is
loft;) aml previous to my application, (halt
depofite in the Clerk’s office of that county,
the substance as nearly at may, of that con
veyance properly attefied. «
