privates, belonging to battalion compa
nies, Ihall appear while on duty, uni
formly clothed, the color and falhion of
which uniforms to be determined on for
the refpedive legions, by the firlt legion
ary courts of enquiry which (hall l>e held,
ai*/ to be approved of by the brigadier
general, provided the expense of the fame,
additional to that of ufutil, ordinary, and
cheap clothing, docs not exceed five dol
lars for each person, and every such non
oommtflioned officer, or drummer, or fif
er, or private, appearing at any mailer
held after three months from the time
that such uniforms (hall have been deter
mined on, and the order relative thereto
(hall have been pablifhed, in Come news
paper within the legionary diftrid, and
not wearing the fame, (hall be fined five
dollars for each offence, unless he can
make it appear to the fatisfadion of the
court of enquiry of the battalion to which
he may belong, that he was unable to
equip himfeif.
Sec. 28. And be it further enaßed,
That the refpedive courts of enquiry
(hall have power to cause to be bound for
a term of years, to the several comman
dants of companies, battalions, and le
gions, and their successors in office as the
case may require, such a number of boys
and young men, with the content of their
parent or other person authcrifed, as they
in their discretion may deem proper, for
the purpose of being i intruded in the dif
ferent branches of military music, and of
lerving as musicians when they may be
competent thereto, to the several compa
nies, battalions and legions ; and the fa
ther ot any youth who may be so bound,
otherwise fuhjed to be enrolled, snail be
exempt from all duty in the miiitia, so

of Columbia, so that every general and
field officer therein, and every brigade
inspector, and captain, be furnilhed with
one copy each.

The fclt-llyied Federalists have lor a
long time been endeavoring to impress an
idea cn the public mind, that Mr. Jef~
ferfon was an enemy to the late General
Washington. This charge, like many
others which have been exhibited against
the President (with a view to destroy
his popularity) has never been supported
by the proof; but calumny has ever
been the dernier resort of a fallen faftion.
li is well known that Mr. jdferfon fil
led (with reputation to himfe.f and ho
nor to his country) the important and
confidential office ol Secretary of State
during a great part of Walhington’s Ad
miniltracion. This circumllance alone is
fufficient to convince every unprejudiced
pet fop ol the faiiity the assertion “ that
Mr. Jclfcrfon was inimical to Gen. Walh
ington;” but it any doubts should re
main, the following extracts from the
writings of Mr. Jcifcrion, mull effeftu
ally remove them,
