All river land of the firft quality, at one
dollar per acre ; all river land cf the second
quality, at fifty cents per acre; ail up-land
of the firft quality, at fifty cents per acre ;
all up-land of Ihe second quality, at twenty
five cents per acre ; all up-lard of the third
quality, at twelve and a half cents per a
cre ; and all pine land, at fix and a quarter
cents per acre ; which (hall be paid by the
following inftalments, viz,—One third of
th« price of the refpertive trarts, on or be
fore the expiration of three years, to be com
puted from the firft payment; and one-third
annually until the whole, price a
of the lakd is difeharged* before the said
fortunate drawers (hall receive a grant for
the fameand in, case of failure in any of
the aforefaid payments, the said lands (hail

vided neverthelej i, That the said fortunate
drawers (hall be at liberty to pay tip the
whole amount, at any time before the ex

, Sec. 12. And he it further enafted by the
authority aforefaid , That no con trad for the
conveyance and Tale of tickets in the lottery
aforefaid, previous to obtaining grants there
tor, (hall be binding or obligatory oo either
cf the con trading parties, their heirs, exe
colors, r.dmini lira tors, assigns or devifees,
in any court of law or equity in this state.
Sec. 13* And be it further enabled by the
authority aforefaid , That where vacancies
may happen by death, resignation or others
wife, ot any ot the drftrid forveyor or foe- '
veyors, appointed in purfuanc* pf this ad,
the Governor is authorised and required to
fill up any vacancy or vacancies j and in case -
any (uryeyor (hall fail to prosecute the trull
in him, cither from inattention or
otherwise, in such manner as, in the opin
ion of the Governor, may render doubtful
the finifhing the surveys within the time
limited, he (hall have power to declare such
appointment vacant, and to fill up the fame,
as in case of other vacancies.
Sec. 17. And'whereas it may so happen,
that persons may have surveyed lands in the
aforefaid cession, contrary to law, and on
which grants may have iflued : Be it there .

BS it enaded by the Senate and House
of Representatives of the State of Ge
orgia, in General AJfembly met, and by
the authority of the Jame , That the term
allowed for receiving and vranfnsirting the
lid of paribus who arc entitled to draw for
land, in purfuance.of the aforefaid aft, {hall
be, and the fame is .hereby extended and
continued until the (irftday of March next.
Sec, 2, And he it further enaded by the
. authority aforefaid , That monies direfted
to be paid into theTreafury in lien of office
fees, in pursuance of the aft entitled/ 4 an
aft to alter and amend an aft' to make dif
trihution of the late cefilon of land, obtains
ed from the Creek Nation by the United/
States Commissioners, in a treaty entered
into at or near Fort Wilkinson, on the

, Sec. 4 • And be it further enaded by'the
authority aforefaid. That it (hall be the
duty of the Julfices of the Inferior Courts
of the several counties, to correft the re
turns of,the names of petfons enrolled in the
Jand. lottery, and transmit, to the Governor
Jth- lids so correfted, on or before the fird
day of March, who (hall be governed by
such correft lifts, in arranging the drawing,
or carrying into elfeft the said Lottery.

The account of an engagement between
the Brcft and Channel fleets is hourly ex
poftcJ. A letter from Falmouth dates,
that atfeven on Tuefday evening,
the Bred fleet,. confiding of twenty-five
fail of the line, and frigates, were all under
weigh, and Handing out to Tea. Lord Garde
ner had- formed his fleet, confiding of fevetv
teen of the line, and feyeral frigates in the
line of in twodivifions. The Con.
test gun-brig arrived at Plymouth, on
Thursday, wifhan account, .of the move-,.,
ment of the Bred fleet, in consequence of
which, the fifteen, fail of the liqer in , (be
Soynd and Cawfand Bay, were expefted to
fail in.the evening to join Lord Gardner.

Mr. Grey took notice of his Majesty’s
Speech from the Throne on the 15 th of
January last, in which it was dated, “That
44 his Majcfty being engaged in confidential
44 intcrcourfe and conneftion with certain
“ Powers on the Continent, and particularly
44 with Ruflia, with a view to objefts relative
44 to the general fccurity of Europe, could
44 not therefore enter into any further expla
-44 nation on th* fubjeft of the overtures

of five millions had been voted by Parlia- -
ment for Continental purposes. Under these
circuraftances, and at this advanced period
of the fedion, he felt himfelf juftitied in
allcing of the Minister, whether it was in
tended to offer any communication to .Par*
liament with refpeft to those proposed alii,
ances.
Mr. Pitt answered, that as matters were
now situated his Majesty’s Ministers did
not deem it proper at present to advise the.
Sovereign to make any such communication,
Mr. Fox enquired whether a communication
of this nature might reasonably be expefted
in the course of the pending Seflion ? Mr.
Pitt replied, that such a communication,
hebclieved could not be made with certainty.
Mr. Fox urged the noceffity of some com
munication, even though it might not ■

from Martinique,
On the morning sf the 14th passed the
weft end of Antigua, and saw a fleet ap
parently merchantmen, under convoy of a
large ship of war Handing for Guad. or
Mart, supposed they were vessels taken out
pf St, John’s, Antigua, as he was informed
the day before he failed, by a French officer,
that the fleet had taken possession of that
island. June 16, spoke brig Rambler from
Tobago for Boston, learnt that Lord Neifon
touched at Tobago the sth with 14 fail of
the line, failed for Trinidad, and espefted
to fall in with the French.

left Gaudalpupe a few days before, we
learn, that,
The Freach and Spanish fleets landed

SAVANNAH, July 13.
By cap;. Chadwick, of the schooner
Hannah, arrived here yesterday from St.
Mary’s, we have been favored with an ac
.count of an engagement which took place
on Saturday last, at Rose bluff, between a
schooner fitted out by the Cambrian frigate,
for the purpose of cutting out from their
moorings on the Spanish shore, the veffeis
referred to in the above extrafts of letters.
The schooner fitted out by the Britilh frigate
was captured by her from the French, about
two weeks since, after a chafe’of 22 hours, ;
between Charleston arid Tybee bar, moun
ting 18 nine pounders, and carrying no
men. She appeared abreast est Sr.-Mary’ 5
at 3 o'clock, and came too, and at % got
under weigh again, and Tailed op the river
to commence the attack, whick took place
about five. The engagement lasted near
aq hour, when three boats were manned by
the Brrtilh schooner to board the privateer,
which they effected, and re-took the ship,
brig, and privateer. The Engliffi had 4
killed and 10 wounded.—-The lieutenant
received a (hot through the jaw, and in one
of his thighs, but was not thought in . 2
dangerous ftate.-»»«On the part of the Span
iards five were killed, and fifteen made
prifopers, and the rest Jt/nped overboard
