referring the question of eligibility of no-
gros to the Supreme Court.
To ibis Mr. 8poor moved an amendment
that each House will abide by the decision of
the question, on which the previous question
had been ealled, which was upon the emend-
ment of Mr. Speer.
An unsuccessful effort was made to get the
donsent of Mr. Candler to withdraw his call

said he did not believe the uegroes to-day, as
a mass would pretend they were able to take

had not met with more than three in favor of
negro office-holding. Lincoln himself, hail
no such intention* Congress could not hon
estly entertain the notiou of imposing gover*
tueutal responsibilities upon the negro m his

to wait till the colored man is competent for
ths position. To thrust him into it now, is
to inorease the antagonism of races and to

on a municipal election in Macon.
Mr, Bparks’ bill provides that the election
shall take place at the regular time, accor-
ding to the charter; whilst Mr. Fitzpatrick’s
bill brings on the eleotion in April. Bot'

Mr. Hall of Merriwethcr, introduced a bill
legalizing the colleotion of any rate of inter.,
est which may be agreed on.
Mr. Hall made an earnest appeal in favor
of his drill, declaring that what Georgia
needed was ospit&l, and that the laws of sup
ply and demand should apply to money ah
well as to other commodities.
Messrs. O’Neal and Anderson opposed the
bill, and pending its consideration the House
adjourned. Mr. Hudson, of Harris, hiving
the floor. Mr. Sparks also supported the

The Senate spent the whole day in discuss
ing Wooten’s motion to reconsider the House
resolution to refer the question of negro eli
gibility to office, to the Supreme Court. Woo
ten. Burns and Hinton, favoring the recon*
sidcratlon, and Candler and Urock, opposing.
The former contending that this resolution
was a*farce. No outsider had any right to
deoide who is eligible to seats on the floor ot
the Senate. Every Senator had sworn to sup
pori the Constitution, which declared the
Senate the sole judge of the qualification of
Ita own tuembuts me Senate had tully com«
plied wiihjbe conditions imposed by Con

to the Supremo Court, w>o.d be trampling the
