the depression of our. commerce and

cie ; bnt the real reason was that the
legislation and tho administration ot
the Government were so shaped as to
encourage capital to speculate upon
every industrial occupation in tho
country. If this course was to be
continued, in less tliitn lire years there
would he a clamor for a tariff to keep
out foreign cotton ; hut great as was
the mismangcmcnl ot our national af
fairs in every department, the great
est abuses were in our finacial policy.
The policy was directed and controll
ed by the bankers. They no doubt
gave as good advice as they could,
out experience bad always shown that
dealers in money knew little or noth
ing nbqpt tho relations of money to
other occupations or interests. Tho
henring of all this upon the pending
bill was this : It the legislators of the
country l.sd dono their own work so
badly, how oould thoy dare to assumo
the powers and duties of the Execu
tive also ? He had intended to say a
low words about the relations between
himself and eertain other Senators, by
tvay ot showing the unfitness of the
Senate to exercise a revisory power
over the acts of tho President, but lie

sion.
