The Recorder, la some sensible rem&rkt on
the business of the Reduction Convention, thinks
it should confine its attention solely to fixing the
hash, on which the representative right is to
>est and leave the details, such as the lines
’metes, and bounds, or territorial divisions to the
Legislature. The Editor remarks, that he can-!
not for a moment believe, that the Federal Ratio
will be touched. If this course is taken then all
(hat the Convention need do, will be to fix the
number of representative population which shall,
"entitle any division of the State to ar Senator or
Representative.
It i» started in the Longisfknd Inquirer, that
Mr. Wist, the Attorney-General of- the United .
States, has purchased a large tract of land in
Florida, for the purpose of cultivating the Sugar
Cane. Instead of employing slaves, as is usual
for such labor, he has made an arrangement
with several hundred German emigrants, who
proceed to his estate under the charge of Lieut.
Goldsborough, his son in law. This may be
considered a hazardous enterprise in a pecunia
ry point of view, but Mr. Wirt will, at least re
ceive thanks of the people of Florida, for
such Avoidable accession to the population of
the Territory, and-sre liope that he will meet
with a more substantial recompense.
The Ship Hellespont. —Tho Troy
Press contains a letter from Mr. 'Brins*
made, a passenger on boaid the Helles
pont, to his brother in Troy, dated Rio
Janeiro, Feb 11th, announcing the M»fe
.arrival of the ship oh the previous day.

No individual can rightfully sustain the
character o( an honest man whose actions
•re inconsistent with that title.—Names
and influence can cause no exemption
from tbo general rule, that men must be
judged by their actions : Nor is it proper
that even the titles of honorable, and hon - <
est bo accorded to any on account of sta
tion or influence. The shadow must van
ish when the substaoce ceases to exist.i'-

pertinent in the present rase. It has v
been said and industriously sent Forth, that
the Merchants and Planters Bank has
fallen beneath the combined rff«r sos
Banks and Brokers t That it may be
good policy to screen ihe affairs and ipan'
agement of the Bank by exciting the pre
judice of the comntknity against the in
nocent, I will not deny, but will endeavor
to shew that such a statemrnt ought, and
if the Bank has been honestly managed,
must, be entirely without foundation.
Suppose, Mr-Editor, a Bank is char
tered with a -capital of $200,000 and
SIOO,OOO is paid in ; the Bank commen
ces operations and discounts with tcason
abie prudence $300,000 in accommoda
tion paper and Bills of Enchange. A com
bination if formed to break the Bank,and
this combination consists of every Bank
and Broker in the State—what can ihey
do ? Why, thoy can pick up the notes
of the Bank and demand speoie, and this
nray cause a temporary suspension ; but
cannot injure the bill-holder, because the
Bank holds the paper on which their is
sues were predicated and has only to wait
until it falls due, when they can resume
their business, Os thn paper discounted
by tbe Bank suppose $50,000 to be bad,
Mill ihey could pay their bills and have
”$50,000 left. We will now suppose an
other case which is believed to have a
striking analogy to tbo Merchants and
Planters Bank. 1 - _ .*
A Bank is chartered with a capital of
$300,000 and $225,000 paid in—the di
rectors being the principal Stockholders
meet and return in the shape of accom
modation loans all the capital thus paid
in. leaving the Bank entirely bare ; they
then commence throwing out an immense
amount of their notes by discounting for
the individual Stockholders far beyond
what is prudent and what their means or
credit would render safe. We then see
a Bank without capital, doing an immense
business on artificial means, and filling the
country with au unsound currency.—*
These circumstances being known to ma
ny Banks and individuals, is it not right,
is it not just, that they shoald demand
something of the Bank in lieu of notes
that are becoming every day more and
more valueless 1 Or must they tit still
end let the Bank go on, with, the certainty
before them that the'eveut must be disas
trous 1 No Sir ! If Banks that are really
sound,and Brokers, did wot compel these
illegitimate institutions to curtail their is
soes and keep wiihin safo limits, we
constantly be flooded »nh Bilfs of
no vaiue, and wheu these unsound tu&ii
tutions did fall, as inevitably they must, it
would, like the Bank of Macon, show the
effects of too implicit a confidence in the
management of Banks and-to the con
stant calls for redemption made by Banks
and Brokers are we indebted for whatev
er of sound currency still emanates from
our local Banking institutions.*
It is nonsfense to talk about breaking a
good Bank; all the Bills may be present
ed, but the Bank has only to collect a
part of its paper to •enable it to redeem
all its notes, and it will be a novel cir
cumstance to she any good institution so
bare of funds and popularity as t« bo un
able to meet their engagements (without
even temporary auspensToo) either in spe
cie or exchange. *

thev withhold their statement and suffer
tho' community to lose the enormous
discount they now have to pay ?

“LIVERPOOL. March23.—Since the 16th.
we have had a fair moderate demand for Cob
ton, and the gales for the week ended last eve
ning, were 14,460 bales. \ The business to-day
has been nbout 1000 bales. We cannot notice
the least Change in prices, though the market has
on the whole been rather quiet. The import this
week has been light, owing to a prevalence of
easterly winds, and our stock cf Colton is re
duced to about 131,000 bale*, against 163,700 at
this peiiod last year. Tho stock of American
differs very little from what in then was.”
“HAMBURG, March 15 —Asyet.our imports
of Cotton are very scanty,although four Charles
ton vessels have already reached this place, but
as the season advances, the supplies m3y be ex
pcrtcil 'to arrive more plentifully, and all we
look forward to is, that our present pnees will
be maintained. A small lot of new Uplands have
been sold at 7 1-8, but a larger quantity would
not coinmahd over 7.
Liverpool, March 23—There has been & less
activity in our Cotton Market this week, the
sales reaching only 14 150 bates, viz; 660 bales
Sea Islands at 11 a 12s ;30 do. Stained 9ss.; 48
80 do. Upland 6 7-8 a 8t ; 6700 do. Orleans 6$ a
95.; 610 do. Alabama 6 6-8 a7s: 1680 do. Brazils
8£ a 10$; 130 do. Egyptian 9 68 a 10, 190 do.
Wert India 7$ a 13; 400 do. Enst India 6 a 6s.
With the excepton of 300 American for export,
the sales nre wholly to Consumers, who have en
deavored, tHbugh without success, to purchase
on lower terms, the inferior and common qualities
of American, being offered more freely than o
ther sorts, have been more easy to buy, while the
comparative scarcity of good and prime induces
holders to demand full rstes. The Import of the
week is 4250 bales, and the sales to-day are esti
mated at 1600 bales.
