It was lately Stated on authority of a letter
from Philadelphia, thatan officer was recruiting
for tlte Franklin 74; and that her complement
of men would be eleven hundred. Lest in any
future wars with Great Britain, the above asser
tion should be brought forward by that nation
among the many already promulgated in endea
voring to prove their superiority on the ocean,
we think proper, from the best authority, to con
tradict it; and at tlie same time to state, that
by the naval laws of this country, the full com
plcment of a 74, ineludiugojjicers and boys, can
not exceed six hundred and sixty-one.—Boston

ANNUAL BUDGET.
Tlie budget of the new secretary of the treasury, af
fords a very satisfactory account of our national finances.
It will be seen that not only the accruing revenue of
1816, but the actual receipw. bavetrreatly exo-rdctl tlie
last annual estimate of Mr. Dstxts. We think that, not
withstanding, the redundancy of imported goods now in
die country, Mr! Coawfoku lias underrated the custom!
for tlie next year. His proposition to add to the. sinking-
fund is a very pro|*-r one; but instead of applying the
excess of revenue for tlie next four years to internal im
provement and national defence, as he proposes, we
should like to see a portion of the internal taxes taken
off, leaving a smaller excess applicable to those objects.
