Our correspondent, in a letter dated the
8th of May, soys—“I send you a cony of
the order for Mr. Meade’s release. It is
evident that this step has been taken thro
fear, and not from any principle of liber
ality or justice. The application of our
government having been presented by Mr.
Erving, in terms too cogent to admit of
further diplomatic shuffling, the king has
yielded to the necessity of the case, and
discharged Mr.'Meade. But he will now
as freely imprison Mr. M‘Dfrmnt, or any
Other person having a legal claim to the
money in deposit, if they dare to ask for

“In consequence of our lord the kin
having made himself acquainted with the
consulto which the supreme tribunal of
war in its hall of justice, in union with the
associate judges, remitted to him on the
4th of October of last year, his m-ijesty ha
been pleased to examine thoroughly, with
the greatest care, the whole of the proceed
ings relative to the suit between R. W.
Meade, a citizen of the United States,
and J. M‘Dermott. a subject o f his Britan
nic majesty,-respecting the restitution of
1.050,327 reals vellons and 20 maravatlies,
which, in'quality of deposit, were deliver
ed by the'formey, and notwithstanding that
with an anticipation and security, it re
suits from the proceedings that the depos
its were made in effective specie, since it
had been so acknowledged by the Royal
hacienda or-department of finance.
“That consequently, this matter beinj.
most solemnly proveii,'Meade could not
be called a bankrupt, nor could he be sub
ject to the imprisonment which he is suf-
feiing—that there was no possibility of de
claring the deposite null, whilst its validity
was acknowledged by several royal orders
—by declarations from the treasurer of the
royal finance department, transmitted to
the supreme council by the first department,
or secretary of state’s oflire—by that of
the minister of Anuce, ami likewise by in
formation taken directly by the supreme
tribunal of justice itself; notwithstanding
all which, l.is majesty has been pleased to
hear anew what the minister of fi lance had
to say on this point, being one directly con
nected with his royal treasuary. and by the
report or statement made by said minister,
his majesty has been confirmed ir. the opin
ion, that the royal ha’cienda or finance
could not, nor can it do less than confess,
that the aforesaid deposits is cesl and ef
fective, and to knowledge itself bound foi
its reimbursement in the same species of
money. His majesty has therefore been
pleased to declare so anew, and to resolve,
that the necessary orders should be given
with all possible dispatch for its delivery
to the consuladu, for the object of the suit
pending between said parties.
“His majesty, however, sees with the
deepest regret, that the disagreeable con
sequences which were to be expected from
the long imprisonment of Mr. Meade, have
been realised; this event, crossing aod
augmenting not a little the serious com
promise of the important relations of his
majesty with the government of the United
States,in one of the most critical moments,
giving room to the strong remonstrances of
that government, in support of their minis
ter in Madrid, whose reclamations on the
subject bad not been attended to, and ex
hibiting and impressiou, through the medi
um of Ute press, uot a little unfavorable
and alarming to that country, and very in
convenient to the interests of his majesty.

ceived information pf the determination
warmth, to expose theaohjectvof his catho
lic majesty to the rigor of the most severe
reprisals.

The Cidiz Diary, nf the 21st of last
month, gives a royal decree of his Cathn
lie majesty,dalet! theSOtli March,contain
ing the regulations to be observed in foui
ports of deposite established in the penin
sula by a former decree of the SSd of Jan
oarj, viz. Santander, Corunna, Cadiz at*
Alicant. We subjoin an abstract of tin-
most important of these regulations, in the
preamble to which it is announced, that, il
the establishment of such depots prove as
beneficial as is expected, the ?ame jirivi
leges will lie extended to other ports.
All goods, products and articles, of law
ful trade, proceeding from foreign ports
whcthci belonging to foreigners or natives
and all products of the Spanish settlement:
in America, duly registered, to be admit
ted into the depots, free ol duties. Fo
reign property, thus deposited, to be Un
ler the special protection of the laws, ami
never to he seized in time of war, exrep:
by way. of reprisals if Spanish property
were not respected. The deposite to las
a twelve-month, if suitable to the owners
and a decision of the minister of finance
required to prolong this term in extraor
iliuary casus. Two per cent on the value
of the goods deposited, to be paid by tin
owners, namely; one per cent, on their be
ing brought to the depot, and one on their
being taken out. The" stores to be near
the custom house, completely insulated
and in the best order, with' three kevs
lodged in tlie hands of three different offi
cers. At the time of depositing the goods,
a circumstantial statement of the same t<
be given in, if proceeding from foreign
countries; and, if from Spanish America,
i declaration of the master, together with
the register, or authentic manifest, there
of. When brought into the depot, the
oods to be sealed with two seals, viz. the
owmer’s and government one, without
-pening the bales, chests, boxes, etc.
While in the depot, the goods to be allow
ed to be sold or transferred bv the owners
to others, without any additional duty,
provided due notice thereof be given to the
custom-house officers. The exportation
of foreign goods from the depot to other
countries, to be permitted before the ex
piration of the twelve-month, in which
case, the owners to be bound to state the
quantity, quality, ship and destination;
and, if it should appear, on the goods being
inspected, that they are prohibited ones,
or different from those mentioned in the
statement, or under-valued, the whole to
ue confiscated in the first case, and an Ad
ditional ten per cent, to be paid in the
ither two. If found correct, a bond to be
entered into, with securities, that proof
will be given, corroborated by the certifi
cate of the Spanish consul at the place of
destination, of the goods having been land
ed there; and, in case of non-compliance,
the defaulter to pay, for the first offence,
ill the import duties on the said goods; for
the second, one half of their value; and for
a third, the whole of the said value And
lastly, foreign goods, destined for the con-
umption of the kingdom p'-evious to the
xpiratinn Of the year, to be removed from
the depot to the custom-house, in order to
tlu-ir being inspected,ami the import du
ties paid, even if they were to be re-ship-
ped for another Spanish port.

We learn from captain Griffins:, of the
loop Musidora, arrived at quarantine this
morning, that a fleet of thirteen sail of
patriot vessels of war passed St- Kustatia
on the 25th of May, steering south west.
I'heir destination unknown at Nt. Eusta-
tia. Admiral Biron’s agent, however, had
intimated that it would ilevelope itself in

their homes, for the want nf protection.

Sir—A due regard for the interest o
lie United States, and in particular for
that of the state of Georgia, has induced
the president to order a military anil na
val force to be assembled at Sr. Mary’:
for the purpose of dispossessing those per
sons, who, it is believed, without authority
from any regularly organized government,
have forcibly obtained the possession of
Amelia Island. It is the anxious wish of
the president, that this object may be ar
complished without the effusion of blood
and it is confidently hoped, that the forces
which have been ordered . to St. Mary’s
vill be of such an imposing character as to
mluce those persons, who now have pos
session of Amelia Island, to abandon it
without a contest. But if, contrary to
very well grounded expectation, resist
aiice should be made, and, obstacles be
presented which would make the issue of
an attack, on the part of the (Jnited
States’ forces, in the least doubtful, the
commanding officer of the regular troops
will be instructed, in that event, to maki
requisition on general Floyd for five hun
dred men, to be drawn lioin that part ol
•iis division of the militia of Georgia,
which is nearest to, Point Petre; and it is
therefore, that the president has deemed
t necessary to make the requisition which

reached his residence in this city yesterday,
in the morning; having left the Nonsuch
thirty or forty miles below, and came up
the river, unattended, except by the boat’s
crew which rowed him up. Thus has the
president terminated the tour of observa
tion of the waters of the Chesapeake, which
his official duty devolved upon him.
The Nonsuch arrived at the navy yard in

FROM PEXSACOLA.
This place is bow in possession of our troops,
and the laws of the United States are in full force
there—general Jackson has establised a custom
houjeand appointed captain Gadsden, one of nis
aids, collector. In prtceding'colunms will be found
addre-.s from general Jackson to his troops,
justifying the taking of West Florida, on the
ground, that the recent murders on the frontier o
the Alabama territory, were committed by a par-
of Indians from Pensacola, where they were
furnished with ammunition and provisions. On
toe day-prwuim to .the attack on I’ensacola the
governor warned Jackson not to advance, accom
panieu with a threat that force would |>e employ

The general sent word to the governor that he
ould answer him nest morning, still continuing
his inarch from i’ensacola, where, he arrived at

town without oppose ion. On the third day the

Spaniard, and such others as wish to go to the
Havana- It is believed that not more than one

The gentleman, who has been confined for tw o
years in ripanisli prison was formally released in
May last; and lias resumed his mercantile transac
tions at Catl.z. The document which restored
Mr. Meade to his liberty is given in this day’s pa

our government gave the Spanish monarch to un
derstand that unless Mr Meade was instantly set
at liberty, letters of marque and reprisal would
be granted against the Spanish commerce. This

“June 4, 1818—At 2rx descried two sail aheaT,
ship and a pilot-boat built seh’r; the Hoic-in-ihe-
Wall i then bore from ust.ti. distant 4 leagues.
A 3 p m came up with then*—when within pistol
snot of the ship, she hoisted the Swedish fi nr,
rounded to, and fired a broadside at us. 1 was then
compelled to heave to, and when under theirguns
they still continued firing musketry and large guns
on me, which went through my sails and rigging.
I was ordered to lower my boat, and fend my
papers onboard. 1 sent my mate and two nun
with the register, and as the boat proceeded to he
ship, they still continued firing at h;r Wh<n*he
boat arrived along.dde, my mate got on the sh:p*s
deck and presented the register to the comma;,
der, who, at the same moment, fired a pistol at
bin*, which he fortunately escaped, lie ordered
biy mate and men buck into the boat, but it had
started off with two of their men, who came on
board the schooner and commenced plundering in
the cabin. I asked them under w hat flag they w« re
plundering. They abused me and all hands, ruli
ng us ^Yankee rascals.” although they were them
selves Americans.. They struck me a numbtr ol
times, and once with a cutlass in my left eye.
The boat belonging to the ship was lowered
down, into which they put my mate and men, ami
a number of prisoners, and before the boat had
out off* for tlie schooner, a valley was fiied amoug
those in it, which mortally wound*d one of the
ruoners. This nun was ihe captain of the h*P
above mentioned, and was bound from Corunna it
Vlavana,' but had been captured that same morn
ing. The Spanish captain died of his wounds at
10 in tlie evening. .
My passenger, Mr Wm. Bullet, was likewise
abused and struck—a knife was put to his Throat,
and his money demanded, with which he was ob
‘ ged to comply to preserve his lifVr. A box con
taming silver spoons, which had been put unde
his care by the Spanish consul in Baltimore, wa-
broken open and plundered. After they had plun
dered all the cabin furniture, and clothing of the
ofii. ersi they broke open the hatches, threw ovep*
hoard and took with them a quantity of powder.
They also cutopen several bVes of dry goods, and
