A letter from Alexandria, 3d Inst, states that
Mehemet Ali has issued a finnin, declaring all the
population of Syria exempt from military eon-
• aenption, and all person* who will join Ibrahitu'a
army, exempt from tribute for die remainder of
their lives. Admiral Stanford, it was thought
would return off Alexandria. The blockade was
to commence on that day,and no further commu
nication with Europe would be allowed.
The French Consul bod ordered all person*
under his jurisdiction to be ready to embark at a
moment’s notice. This, it was thought, indica

EUROPEAN AFFAIRS.
The late new* from Europe isofn most inter
esting character. It hu* always a ppeured to us
that France would not rush into a war with the
four great power*, merely in order to sustain the
Pacha of Egypt in bia invasion of Syria,
would bo indeed absurd, if Franco, merely be
cause of her friendly alliance with Mehemet Ali,
anallinnco calculated at some remote day to aid
her In her plan of colonizing the southern coasts
of the Mediterranean Sea, should throw the gaunt
let to the rest of Europe, not for the vindication
of her national honor—not for the mke of carry
ing out new revolutionary principle*—mil with
a view of making more conquests, hut with al
most the sole object of aiding Mehemet Alt ill hi*
plan* of personal aggrandizement. Mr. Thif.hs

preserve tho Integrity ofthe Ottoman Empire. It
it a policy founded on a mutual jealousy of each
other, rather thnn a friendly regard of the true
interests of Turkey. But still the object of tlm
quadruple alliance i* a good one, and cannot fail
to be attended with happy consequences. The

of Empire move* toward* thu East, and Turkey
instead nf Germany, to ull appearance, is to be

strange picture at the same time to see nations

same expediency, which has caused thn burning

In the meantime, King* and their Ministers are
in tlm hands of an overruling Providence, audit
j* imposaible to foresee what is to grow out of
the great Eastern question. It cannot be doubt
ed, that in one or two centuries more, and per
haps in less time, the classic shores of Asia Mi.
nor, die plains of Greece, die Syrian mountains,
the countries watered hy the Euphrates and Ti
gris, by the Indus and the Ganges, and probably
large portions of China, will be sprinkled with
thu Churches and Cottages of European co
lonists.
In the meantime the improvements in the art
of war advance so rapidly, new engines of dis-
tructioii nro so constantly constructed, that a
mure array of physical force has become almost
unnecessary to the aiictiessful prosecution of
war- The science of war is becoming more and
more an exact science. A modem battery of six
pieces of cannon,firing Paixhun’s shot and Slirnp-
null shells is \asdy more fearful and destructive
than die efforts nf a thousand Knights of the mid-
dlo age cured in armour. It is a philosophical fuct
fully attested by experience, that the infrequency
ofiiutinnnl conflicts bearsaii nluintt direct propor
tion to die destructive character of tlm arms to
which resort is had. The tendency of theso now
and important inventions is to reduce all military
operations to greuter exactness and to accomplish
revolutions and decide campaign* in n brief space
of lime. As a necessary consequence of this fact,
nations around will be more chary of a State of
war; and protocol*, armistices and negotiation*
will more and more usurp die place of the buttle
field After ull, the terrible agency of urtillery is
the greatest instrument of negotiation die world
