Democratic party aa rey esented at. Washington. Out
of power, the party waa all powerful) In power, it seems
ready to Tall to pieces. The leaden move timidly and
doubtfully j papen which were wont to foreshadow the
character of the Incoming administration give forth only
delphlc and uncertain responses. -
For yean tho. party has warred against a protective
tariff and a surplus revenue—against home Industry, and
for foreign pauper labor. Yet what do we now see?—
Why an overwhelming, unwleldly majority, unwilling, If
not unable, by reason or the very greatness of Its power,
to acoompllsh any thing good for the country. Mr.
.Brooka, the Intelligent Whig member from New York
City, proposed, the other day, such a modification of the
existing tariff act as would insure a return to specific
duties and a reduction of present rates. Yet the Demo
cratic party, with Its immense msJorUy In the House,
refused to go Into an examination of the subject.
They preach low duties and an economical administra
tion of the government, when Whigs are In power. The
lowest tariff Is then too high, and the most frugal expen
ditures too extravagant. But when they succeed to the
reins of Government, and the bonle of office expectants,
hungry for the spoils, come knocking at the door. Demo
crats are the last to practice their own precepts. There
Is a surplus revenue In the Treasury at this time of sever
al millions, which Is constantly accruing, ir the party in
power, therefore, la sincere In lie professions In fkvor of a
tariff which yields only sufficient revenue to meet the
wants of the Government, why refuse to consider the
question of tho tariff at this time ? Mr. Brooks’ propo
sition looked not only to a reduction on some articles,
but to the entire abolition of all duty upon others of
prime necessity with oar manufacturers. Tho truth Is,
- we suspect, the. Democrats being In power, have many
promisee to redeem—many friends upon whom to beatow
In the shape of office, the patronage of the Government.
They are unwilling to modify the tariff or to prevent the
accumulation of a large surplus in the treasury, as they
would thereby lessen tbelr power to reward their friends.
To return to our first idea, the party Is in danger of
Calling to pieces from its own weight. The Washington
; ; Data characterises It a* already a party. It
la now suffering from an unhealthy, diseased, and mal-
organised enlargement, that requires depletion !u some
way or other to reduce U to healthy action. Divisions
are even now growing np, and an animated and bitter
atrugg’e for the ascendancy between the Mends of Gen.
Casa and Hr. Buchanan is already begun. This struggle
will extend to other leaders and their Mendl, and It will
grow and spread until not a section or man of the party
will be left unlnvolved. Leaders and factions will rise
np aU over the country, each claiming the right to dictate
to the others, and thus the party will go to pieces.
Warlike Abfkct or Eosori.— 1 The comments of tho
British papers received by the Afrieei, upon the procla
mation of the Empire and the speech or the Emperor
Napoleon III., which we publish this morning, indicate
tbo apprehensions which the late extraordinary proceed
ings In France have excited on the other side .or th*
Channel.- It Is Impossible to disguise that tho aflfclr* of
Europe are now In a critical state. Tho disquietude
which pervades the Belgian, the English, and the Prus
sian press, and the active preparations which are made
by the English and Prussian Governments to meet every
contingency by the increase of their armed forces, cer
tainly indicate nothing like a secure state of pubic af
fairs. There was much agitation at Brussels at the last
accounts, and we see that the English Chancellor has In
serted in his budget an item for the Increase of the army
and navy of 83,000,000. There Is a universal distrust of
tho peaceful professions of the French ruler; and yet the
almost entire absence of such professions Rom his speech
to the Legislative bodies, only causes him to be tho
more distrusted. ,
’ The simple truth la, as the JY. Y. Courior remarks,
“that be will make his future policy warlike or pacific,
just as self-interest dictates. It Is certainly to be la
mented that the peace of all Europe should be so com
pletely bound up In the ambition of a single man. Tbe
' great hope ia that tbe pressure of heavy debt, and tbe
! fear of being overmatched and overthrown, as was his
unde, by the combined forces of his enemies, will con-
I strain him to accept the chances of peace rather than tbe
chances of war.”
Louie Napoleon 1s beyond question the ablest ruler
now at the head of eny Nation In Europe. This truth la
gradually impressing Itself upon the people of both con
tinents. For tbe last three years, the world baa only rid
iculed and laughed at the “Nephew of his Undebut
to ridicule has succeeded astonishment, and to astonish
ment, fear. If we read him aright, he Is not tbe man to
forget the Jeers and Insults which have been levelled
either at hlmseir or . France. No man 11 vlbg, perhaps,
presents a greater combination of craft, or revenge, and
fknntlclsm—throe qualities wdl calculated to render him
• terror to the world. Tho dosing sentence of his ad
dress Is ominous in tbe extreme: “ Wkilot I maintain

or tho dignity of France. n Simple as this language
: ! would be in the mouth of a demagogue, it Is foil of Im
portant meaning to Europe, when uttered by Louis Na-

Unless prematurely cut off; we predict for Louis Na
poleon a career of turmoil, of bloodshed, and of suo-
tie, so much are they become matters of the most ordi
nary occurrence. Human llfo appears to bo held in no
higher esteem by some men tbau the existence of the
brute creation. With tome, killing has become a pas
time, while others revel In scene* of blood as If they se
cured pleasure. It U fearful to contemplate a stale of
thlnga so directly oppodte to the spirit of our laws} and
when we hear reformers urging abolition of capital pun
ishment, It makes one shudder lest their efforts add
additional victims to the murderer’s catalogue. Our
enactment* are already too lax and Ineffident, and rascal
ity gains courage by the weak administration of Justice.
We wont a thorough change In all our police arrange
ments, and until that Is effected there will be no decrease
in crime. Tbe mod or our petty Judge* are ruled by
some gang or scoundrels, by whose votes their offices
were secured, and these worthy (1) officials pledge them
selves to see these vagabonds wdl taken care or. The
stcru,lmpartial, upright judge, discharging hts responsi
ble «ullea fearlessly, Is entitled to the highest praise
Rom the people.
The transactions In tbe 8tock market have been unpre
cedentedly large during the week, and In foot during the
month. There has been a geuerat advance In prices, and
many new Companies have started Into existence. The
speculative feeling runs high. Tbe endeavor on the part
of tbe Banka In this dty to make a good show la their
quarterly report, has caused some stringency In the Mo
ney market daring the week, but In the beginning of tbe
year a much better state or things In monetary alfiilrs Is
confidently expected. An Immense amount or capital,
in the shape of dividends, will be disbursed, and this la
anotber reason why tbe Batiks have curtailed their loans.
Speculation, It wUl be observed, is naming very high in
Paris and London, particularly In tbe former city. This
doubtless Is In some degree reflected on our Stock Ex
change.
There are several subjects Intimately connected with
tbe financial prospects ortho country which deserve spe
cial consideration at this time. Among these are the
stale of the revenue of the United 8tates, and of the for
eign trade or the country—the proposition to reduce the
revenue by a reduction of the rates of duty—tbe large
Investments of capital In works of improvement, under
the stimulus or foreign capital—the proposition to adul
terate silver coinage to prevent It being exported—and
the vast augmentation, by an accelerated ratio, of the
supplies of gold in this country and in Europe. It is
evident that all these subjects present questions which
must sooner or later become Important In their bearing
on the trade and tbe finances of the country, and which
will soon command the grave consideration, if not of
legislators, at least those wbo have tbe responsibility of
managing capitals of large amount.
The news brought by the 4/n'ta relative to Bread-
stuffs has advanced our market twentg-fvoto tkirtg-tton
and a half cento per barrel on Flour. Wheat hat ad
vanced about ten cento per bushel. Other descriptions
have also slightly advanced. Common and straight
Stato Flour is now selling at 85,40®85^S0; do. Western
at 8V0®83,02jf, and Southern at 83,62^®8«^5 fo r
common to fancy brands. Geneaseo Wheat commands
fl,30@81,35, and Western f L«0@f 1^0.
There Is a much better supply of ships in port, which
has occasioned a slight decline in the rates of Freight,
and a much greater demand for shipping of all our pro
duce to Europe, most especially Breadstuff*, Tobacco,
Naval Stores, 4tc.
Colton has advanced fee. since my last, and the ten
dency, under the Influence of the AJrica'o advices, Is
still upward. The sales for the two days are 2000 bales,
making for the week 6500 bales. c.

Savannao and Pensacola Road— The Work got*
Bravtlg on.—It affords us great satisfaction to announce
that the private subscriptions to this greet enterprise, In
Savannah alone, amount to something over 8300,000.

looks very much as If our people were in earnest. The
people of Southwestern Georgia and elsewhere may dis
miss their doubts. The Road will be built. Tbe men
who have undertaken it know nothing of tho word foil.
Thb Southern and Western Commercial Con
vention.—This body assembled in Baltimore, Saturday
last, and waa largely attended, nearly all of tbe South
ern and Western Stale* being represented by delegates,
of whom about 200 were present.
After the temporary organisation of the Convention,
Brantx Mater, Esq., editor' of the Baltimore Ameri
can, proceeded to read an able address from
zens or Baltimore to the commercial men of tbe South
and West, reviewing forcibly and clearly the history or
commerce In those great sections, and plodng Baltimore
in a promlnant position as the natural entrepot of their
trade and travel. He argued this point at length, and
with much force, and concluded by showing tbe imperi
ous necessity of preserving an alliod confederation of
Stales.
On motion of Jobn Pleas ants, a Committee of One,
from each Stale, was appointed to nonUnale permanent

Ms. Dawson, on taking tbe chair, delivered a very
able and eloquent address. He endorsed folly tbe sent!-
menu of the address, which be bad Just beard read, em
bodying tbe views and sentiments of the people of Balti
more regarding tbe city, her growing business, prospecta,
and necessarily intimate commercial {connexion and In
terests with tbe South and West, and tbe reciprocal ad
vantage* to be derived by unity of action and fraternal
Intercourse in trade. His speech occupied about a half
hour, and on concluding, waa loudly applauded.
The organization being completed, much Important
business regarding tbe reciprocal commercial InteresUof
the South and West, with Baltimore and Maryland, was
transacted. Ultimately, resolutions were adopted In fo-
vor of Southern Trade, and at half past four o’clock tbe
convention adjourned to meet at Btempbls, Tennessee, on
history. My reign does not date Rora IBIS, It dates Rom
this very moment when you have announced the suffra
ges of tho nation. Receive, then, my thanks, gentlemen
oTtho Chamber or Deputies, for the eclat you have given
to the manifestation or the national will, by rendering it
more evident by your supervisions, and more Imposing
by your declaration. I thank you also, gentlemen of the
State, for having been tbe first to address congratulations
to me, as you were tho first to give expression to the
popular wish. Aid me, all of you, to set firm In the land
—upset by too many revolutions—a atable government,
which shall have for Its bases religion, probity and love.
For the suffering classes, receive hero my oath that no
sacrifice shall bo wanting on my part to ensure the pros
perity of my country, and whilst l maintain peace, 1

Land Fraudulently Drawn*
Mr. Editor:—The last Legislature of Georgia, amongst
other enriono things that U old, enacted n law, that where
a lo; of land had been condemned, in any Judicial pro
ceeding, as Raaduleutly drawn In any of the land or gold
lotteries of this State, and no grant should be obtained
for such lot before the first or March, 1853, (not reforriu; 1
to the grant obtained by theone Raudulenlly drawing It,
any person, a citizen or this State, from and after that
Ume, by paying Into tbe Treasury the sum of two thou
sand dollars, should be enlltlod to receive Rom tho State
a grant for such lot, in his own name, both for the In
former’s half and the 8late’s half; If neither half had
been granted;—and likewise, Rom and after the first day
of April, by paying Into tbe Treasury fifteen hundred
dollars, and so on, decreasing In the amount each month
until the first or September, 1853, Rom aad after which
time, tbe amount to be paid into the Treasury Is five
dollars. So now any lot of tho description referred to, ir
it has not been granted, can be granted, by any citizen of
this State, by depoaiUng In tbe Treasury live dollars. It
Is believed that comparatively few of tbe lots, which
have been condemned aa RnuduleuUy drawn, havo been
granted. In. one county which I could Instance, the
uumberof lots condemned as fraudulently drown were
ten, the grant of not ono of which has ever been taken
out either for the Informer’s half or the State’s half.—
These lots, as I suppose Is tbe case lu other counties, are
tbe roost valuable In the county, for only the valuable
lots would t>e apt to tempt persona to outer into legal
proceedings to condemn them m fraudulently drawn.—
Tho most of persons in tbe possession of lots of this
kind, gave a fair price for them, and perhaps the persons
Rom whom they bought them are dead, or insolvent, and
ir the land were taken Rom them, it would bo to them
an entire loss. I understand associations of men are
now engaged In looking np such lots and'gratitlng them.
As the acts of the last Legislature have not yet been
published, very few persona know that such a law was
passed. Would It not be well to call public attention to
this matter, so that those Interested may Immediately
take such steps as will prevent them from being very un
justly deprived of tbelrlond t T.
Remarks.—To fortber the laudable views of onr cor
respondent, wo cheertully lend our old by giving pub
licity to tbe above, and would coll tbe attention of such
persons as have become purchasers of lots of land fraud
ulently drawn to tbe law referred to. It was officially
published In the Recorder on the-3d February lost, and
also In a number of other papen In the8tato. The liti
gation that Is likely to arise, Is truly to be regretted.
Where the Slate has had the foil purchase money paid
over as required by taw, no grants will, we learn, be Is
sued. This principle has, ir we mistake not, been «L.

public officers, Jcc., tbe money may not have been re
ceived at tbe Treasury. In such cases by a plain exhibit
or the fact that \hefull purchase money has been paid,
Justice will undoubtedly be done to them. It becomes
all those wbo have not paid the loll purchase money, to
be awake at once to tbelr interest No time Is to be
lost, for, Rom the reading of the law. we see no remedy
for them should they be anticipated by the speculator.

will be reduced X to 1 per cent per bushel.
The market waa almost bare of flour, pork, beef; lord,
hams, pilot bread and cheese. Rice was also scarce, and
aU provisions were unusually high.
The American brig Sophia, sailed on the first of No
vember, for Alexandria, with two men In Irons, who mu

learn from the Charleston Courier. Sbe boarded tbe

regulating the position and privileges of foreigners In
Spain. The decree ia a mere modification of the old
taw. Unnaturilzed foreigners are divided Into two clas
ses: “domiciled,” If they have resided three year*;
“ transitive,” If otherwise. Tbe passports and other
regulations are as atriet as ever. No foreigner shall be
permitted to profess any other religion than “the Catholic
Apostolic Roman,” and no stranger can naturalise In
Spain, or Spaniard abroad, without the express consent
of the government trader which he wm born.
