A RESOLUTION for the appointment
nf u commission to select suitable
locations for powder magazines.
Resolved by the Senate and House of
Representatives of the United States of
America in Congress assembled, Tlmt the
Secretary of the Navy be. anil ho hereby is.
authorized and directed to select throe
competent officers of the navy to constitute
a commission, whose duty it shall be to ex
amine and report upou the practicability of
securing more suitable sites lor powder
magazines than those now used in tho
vicinity of New York, Boston, and Ports
month, New Hampshire; also to report
the cost of procuring the said sites and the
probable expense of erecting magazines
thereon.

AN ACT to grant the right ol way to the
Whitehall and Plattsburgh Railroad
Company.
Be it enacted by the Senate and House
• f Representatives of the United States of
America in Congress assembled, That the
tVhitehall and Plattsburgh liuilroad Com
pany bo, and is hereby authorized to locate,
construct, and operate us railroad across
the land belonging to the United .States at
Plattsburgh, in the State of New York,
upon a line cotumencoing in the highway
leading from Plattsburgh to Peru,at a point
one hundred feet north from the north line
of the enclosure surrounding the govern
ment buildings, runniug thence in a north
easterly direction about sixteeu hundred
feet to the bank of Lake Champlain, thence
northwardly along the hank of said lake to
the north lino of the land belonging to the
United States, such line of said road being
designated on a map of survey of the same,
made by James P. Campbell, and now on
tile in the office of the Secretary of War :
Provided, That the right ot way herein
granted shall be subject to such restrictions
as the Secretary of War may think neces
sary to protect the interests of the United
Slates : And provided further. That no
more than four rods in width of the govern
ment land shall be occupied under the pro
visions of this act.

JOINT RESOLUTION concerning certain
lands granted to railroad companies in
the States of Michigan and Wisconsin.
Be it resolved by the Senate, and House
of Representatives of the United Stales of
America in Congress assembled. That a
failure to grade twenty miles of the roads
within two years from the passage of the
act entitled “An act to extend the lime for
the completion of certain railroads to which
land grants have been made in the States
ol Michigan and Wisconsin,’’ approved on
tiie third day of March.Anno Domini eigh
teen hundred aud sixtv-five, and twenty
miles additional thereof iu each year there
after, as required by said act, shall not
cause any forfeiture or reversion to the
United States of lands granted to the said
States, or cither of them, to aid in the con
struction of the railroads described : Pro
vided, That said companies, or -either of
them,shall fully complete their said railroads
in the manner required by law in or
before the thirty first of December, Anno
Domini eighteen hundred and seventy two,
at which time a f ilure shall forfeit the
lands to the United States: Provided
[That] the provisions of this section shall
apply only to the chartered and projected
line of railway from the city of Fond du Lac,
in the State of Wisconsin, northerly to
Lscunaba, in the State of Michigan, and
the chartered and projected line of railway
from Marquette, in the State of Michigan,
westerly to Ontonagon, in the same State :
And provided further, That if the said
Marquette and Ontonagon Railroad Com
pany, in the State of Michigan, shall not
have completed according to law ten ad
ditional miles of their railroad, on or before
the first day ol January, A. I), eighteen
hundred and sixty-nine, and shall not in
like manner complete ten miles of said rail
road in each aud every year therealter, then
it shall be lawful for the legislature of the
said State of Michigan to declare the grant
of I ttnds to said company to be forfeited and
I” oonfer the said grant of lands upon some
other company in the same manner as if
the said grant was now for the first time
made to the said State of Michigan.

Office be, and ho hereby is authorized anil
directed to caaso a patent, in due form of
law to be issued to the Chicago and North
western Railway Company, in pursuance
ol a resolution passed by Congress granting
the same to the State of Wisconsin, ap
proved April twenty-five, Anno Domini
eighteen hundred and sixtv two, and an act
of the legislature of Wric.msin, approved
June 16, eighteen hundred and sixty two.

missioners of different cities, show a great
increase of deaths from diseases of tho Kid
