breakwater at Portland, Maine.
Be it resolved by Ibe Senate and House °f I
Representatives of the United States of
America in Congress assembled, That so
much ol the unexpended balance of the ap
propriation for the breakwater in Portland
harbor, Maine, as the chief engineer shall
deem proper, may bo expended under his
direction in excavating the ‘•middle ground”
near said breakwater, and iu otherwise pro
tecting the channel front injury by filling
and improving the same.

Be it resolved by the Senate awl House of
Beprtsenlalices of the United States of
America in Conjeest assembled, That the
Secretary ol the Senate and the Clerk of the
House of Representatives cause to he sent to
the National Asylum for Disable! Volunteer
Soldiers, at Dayton, Ohio, and to the branch
es at Augusta, Maine, and Milwaukee,
■Wisconsin, and tho Soldiers' Home at
Knightstowu Springs, near Knightstown,
Indiana, each, one copy, each, of the follow
ing documents, namely: The journals of
each house of Congress at each and every
session; all laws «f Congress; the annual
messages of the President, with accompany
ing documents; and ail other documents or
boob which may be printed and bound by
order of either house of Congress, including
the Congressional Globe ; beginning with the
thirty-seventh Congress.

AN ACT making appropriations to supply
deficiencies in the appropriations for the
execution of the reconstruction laws in the
third millitarv district for the fiscal year
ending June thirtieth, eighteen hundred
and sixty-eight.
Be it enacted by the Senate and House
of Repiesentatives of the United States of
America in Congress assembled, That the
following sum, or so much thereof as may be
necessary, be, aud the same is hereby, ap
preprinted, out of any money in the treasury
not otherwise appropriated, for the purpose
of carrying out the reconstruction laws in the
third military district for the fiscal year ending
June thirtieth, eighteen hundred and sixty
eight, viz: To provide for the expenses of
carrying into effect the “Act to provide for the
more efficient governmentof the rebel States,”
for the third military district, the sum of
eighty-seven thousand seven hundred and one
dollars and fifiv-five cents

Tin: CONSTITUTIONAL AMEND
MENT.
The following is the proposed Article of
tho Constitution, which must be adopted by
the Legislature before the State can he
represented iu Congress :
Res Iced, by the Senate and House of
Representatives of the United Slates of
America, in Congress assembled, two thirds
of both Houses concurring, That the follow
ing articles be proposed to the Legislatures
of the several States as an a mend incut to
the Constitution of the United States, which,
when ratified by three fourths of said Legis
latures, shall be valid as a part of the
Constitution, namely :
Article —, Section 1. All persons born
or naturalized in the United States, and
subject to the jurisdiction thereof, are citi
zens of the United States and of the Slate
wherein they reside. No State shall make
or enforce any laws which shall abridge the
privileges or immunities of citizens of the
United States, nor shall any Stale deprive
any person of life, liberty, or property,
without due process of law, nor deny to any
person within its jurisdiction the equal
protection of tho laws.
See. 2. Representatives shall he appor
tioned among the several States according
to their respective numbers, counting the
whole number of persons in each State,
excluding Indians not taxed. But whenever
the right to vote at any election for electors
of President ami Vice President, or for
United States Representatives in Congress,
executive nr judicial officers of a State, or
members of tho Legislature thereof, is
denied to any of the male inhabitants of
such States, being twenty one years of age
and citizens of the United States, or in any
way abridged, except for participation in
rebellion or other crime, the basis of repre
sentation therein shall be reduced in the
proportion which the number of such male
citizens shall bear to tffe whole number of
male citizens twenty one years of ago in
such State.
Sec. 3. No person sha 1 be a Senator or
Representative in Congress, or elector of
President or Vico President, or hold any
office, civil or military, under the United
States, or under any State, who, having
previous v taken an oath as a member of
Congress, or as an officer of the United
States, or its a member of any State Leg
islature, or as an executive or judicial officer
of any State, to support the Constitution of
the United States, shall have engaged in
insurrection or rebellion against the same,
or given aid or comlort to the enemies
tliereo!: hut Congress may, by a vote of
two thirds ol each Hous.’, remove such
disability.
Sec. 4. The validity of the public debt of
the United States, authorized by law,
including debt incurred for the payment of
pensions and bounties for services in sup
pressing insurrection or rebellion, shall not
be questioned; but neither the United
States nor any State shall assume or pay
any debt or obligation incurred in aid ot
insurrection or rebellion against the United
States, or claim for the loss or emancipation
of any slave ; but all such debts, obligation
and claim shall tie held illegal and void.
Sec. 5. The Congress shall have power
to enforce by appropriate legislation, the
provisions of this article.

We believe that the adoption of this
Amendment by live of the States now under
going reconstruction is needed to make it a
