Tile National Bepublican party vf.Lb» UuiUMt States, assembled in National Couveutiun, ill the city of Chi cago, on the 20th day of May, 1808, ifftike the. fyljowi ng Declaration of Principles : Ist. We congratulate the country on the ifFsured .ac cess of the reconstruction policy of' Congress; a= evinced by the adoption, hi a majority of the States lately in rebellion, of Constitutions aocuruig equal civit and political rights to all, and regard it as tire duly of the Government to stfstain those inslitutious, ana to prevent the people of such States from being remitted tn a state of anarchy. 2d. The guarantee, by Congress, of equal suffrage to all loyal men in the South was demanded by every con sidcration of public safety, of gratitude and of jastice, and inmt be maintained, while the question of suffrage In all the loyal States properly belongs to the people of those States. 3*L Wedenojpice all forms of repudiated as a na tional crime, and the national honor requires the pay ment of the public indebtedness, in the utmost good faith, to all creditors, at home and abroad, not mily according io the letter, but the spirit of the laws under which it was contracted. 4th. It is due to the labor of the nation that taxation should be equalized aud reduced as rapidly the na tional faith will permit. stli. The national debt, contracted, as it has been, for the preservation of the Union for all time to cimie, should be extended over a fair period for redemption, and U is the duty of Congress to reduce, the rate of in terest thereon, whenever it can honestly be done. fith. That the best policy to diminish our .burden of debt is to so improve our credit that capitalists will seek to loan us money at lower rates of interest than wj> How pay, and must continue to pay, so long as repudiation, partial or total, open or covert, is threatened Or sus pected. 7th, The Government of the United States should be administered with the strictest economy, and the cor ruptions which have been o<i shamefully nursed snd fostered ty Andrew Johnson call loddly for ridiaaj re. form. x 4th. We profoundly deplore the untimely and tragic death of Abraham lanoohi, and regret the accesstoil of Andrew Johnson to the Presidency, who has sited treacherously to the people who elected him. and the cause he was pledged to support ; has usurped high legislative and judicial functions; has refused to exo ente Ibe law-a; has used hishtgh office to induce other officers to ignore amt the laws: has dmptoyed his executive powers to render inseenro the prop-i-ty, peace, liberty and life of Hie citizen; has iibujcp the pardoning power: has denounced the National Legisla ture as unconstitutional; has persistently and corruptly resisted, by every measure in his pow er, every proper attempt at the reconstruction of the Status lately in re bellion; has perverted the public patronage into an engine of wholesale corruption; and has been justly impeached for high crimes and misdemeanors, and property pronounced guilty thereof by the vote of thirty-five Senators. Oth. The doctrine of Great Unitain and other European powers, that because a man is mice a subject, he ia always so, must be resisted at every hazard by the United States, as a relic of the feudal tlme, not antlior ised by the law of naliuns, and at war with onr national honor and independence. Naturalized cittzOns are eliti 'tled to be protected in all their rights of citizenship as though they were nalui al bom, and no citizen of the United States, native or naturalized, must be liable to arrext and imprisonment, by any foreign power, for acts done, or words spoken, in this country, and if so arrested and imprisoned, it is the duty of the Govemmeht to interfere inhis behalf. 10th. Os all who w-ere faithful in the trials of the late war, there were none entitled to more especial honor than the brave soldiers and seamen, who endured the hardships of the campaign mid entise, and imperilled their lives in the sendee of thq country. The bounties and pensions provided by law for these brave defenders of the nation are obllagtions never to befetgoUen. The widows and orphans of the gallant dead are the wards of the people, a sacred legacy liequeathed »o the nation's protecting care. 11th. Foreign immigration, which in rhe past has added so much to the wealth, development of resources, and increase of power o[ this iialiuu. Hie asyliuu of the oppressed of all nations, should be fi'stered.and enqeur aged by a liberal and jnst pdliey. 12th. This Convention declares its sympathy with all the oppressed people which are struggling for their rights. • ,• a IN BANKRUPTCY.
