From the depo of Mr- Quinn, over the way, we have received several copies of the current monthlies, some of them hand somely illustrated, and one (the London Illustrated News) supplemented by a beau tiful painting. In short, anything in the way of pleasant reading may bo procured at the literary depot of P, Quinn. A Cooling Drink. The great demand in these days of heat is for cooling chinks. Perhaps our readers can use the following. It is an effervescing drink, ljut far better than soda water, as the effer vescence is much more slow : Two ounces of tartaric acid, two ounces of white sugar, the juice of half a lemon, and three pints of water; boil them together five minutes, and, when nearly cold, add the white of three eggs, well beaten, with half a cup of flour and half an ounee of essence of wintergreen or other flavoring/ Bottle and keep it in a cold place. Take two table spoonsful of this syrup for a tumbler of water, and add one-quarter of a teaspoonful soda, stir it, and.then drink. Protection ot Ibc Police. Every man who lives in Augusta—every woman and child who lives in Augusta— every stranger, whether man, woman, or child, who visits Augusta—all these are interested in the preservation of the lives of our Policemen. It is to the watchful care of the police that all have to look, while in this city, for the protection of their own lives and persons. It is too often our duty to record the attacks on folice officers at the hands of ruffians. Such attempts at murder have become of so frequent occurrence, that if is evident that more efficient measures should be adopted to make certain the punishment of the murderers. The great obstacle in the way of this is the large influence which ruffians exorcise in political affairs. This power is thorough ly understood by all candidates for popular favor. It is fully appreciated. Men who seek public office count the favor and sup port of the dangerous classes. Murderers understand very well that the pbveo in which a friend is most valuable to them is on the Bench ; and they spare no effort to put and keep him there. We had better look this mischief squarely in the face. - —— Producer! Wanted. It is very evident from the present aspect of things that we have reached the point at which a modification of the producing and the distributing force of the community mast be affected. A portion of those now using their capital or their labor in the distribution of profits, that is in trading operations, must become workers in one branch or other of productive industry, especially in agriculture or mining. This is needed in order to in crease oar supply of products, which being effected we should have lower prices ; and prices lower and increased consumption, and enlarged and healthier trade. It may be that we shall pot realize this redistribution of employment, except through a commer cial breakdown, compelling those engaged in the less remunerative branches to seek employment in the more prosperous; but that such a change must come is as certain as that trade is controlled by natural laws The prudent, however, will lose no limo in shaping their affairs by this tendency. The longer they continue in their present unfa vorable condition, the more they will lose ; and the sooner they transplant themselves to the more favored employments, the more they will save- —.—-*-»« Important Decision. The Commissioner of Internal Revenue made his first decision on Thursday, under the new internal revenue law. A New York Assessor wrote to the Department to know >* an application for license as distiller f made by one who has a lease duly recorded two years since, in which it was expressly stipulated that the premises leased were to be used for the erection of a distillery, should be granted under the present law, the applicant claiming that the old lease is sufficient. The Commissioner decides that the written consent- of the owner of the premises should be one which has been given since the passage of the new law, and he adds that all Assessors must be careful to require also the consent and stipulation called for by section eight from any mortgages, judg ment creditor, or other person having a lien. Ihe applicant is required to furnish the Assessors with the official searches from the proper officers, showing conclusively if there are any other liens on the property. He also takes occasion*to state that, in the case of either of the bonds provided by sec t'ou seven of the new law, the % Assessor I'hould require before approval that the sureties shall be shown conclusively to be Persons possessed of unencumbured real «»tate in the county in which the distillery is 'ocated, or in an adjoining county in the ■'ame State, equal at least in value to the am °ontorthe penal bond. SBSATE.. , The rules being suspended Mr. Ilighoe reported u resolution that, in accordance with the Code, the officers and clerks do now take an oath before the President to perforin their duties to the best of their skill atid ability. In pursuance of the same, the officers and clerks came forward and were sworn. The following bills were introduced and read the first time. By Mr. Campbell—A bill to secure intel ligent jurors, luid provide for the payment of the same. By Mr. Smith—A bill to loan the efedit of the State to the South Georgia and Florida Railroad Company, and for other purposes. (Authorizes the Governor to en dorse bonds for 300,000. to draw no more than 9 per cent). Also, a bill to .consolidate the offices of- Tax Collector and Receiver of* Chatham county. By Mr. Nisbet —A bill to incorporate the Georgia Fire and Marine Insurance Com pany. By Mr. Moore —A bill declaring none eligible to Judges of District Courts who are not attorneys regularly admitted. By Mr. Adkins —A bill to punish the venders of lottery tickets in this State. By Mr. Spear— A bill'to prevent the sale of obscene periodicals and papers in this State. Also, a bill to repeal section 897 of the Code. Also, a bill to fix the day of election of municipal officers in this State. By Mr. Higbee—A bill to prevent fraud and intimidation at elections. By Mr. Nunnally—A bill for the relief of debtors', and an adjustment of debts and contracts upon an equitable basis. By Mr. Winn—A bill to repeal an act prescribing the mode and manner of elec tions ot the Mayor and City Council of Atlanta. By Mr. Brock—A bill to pay to each wounded or indigent soldier, or his widow, or orphßiqte.a certain sum of money. (Pro vides that they are not to be worth over ?s<)o in currency.) By Mr. Candler —A bill to provide lor setting apart of homesteads and tjje protec tion of the same, etc. If this bill becomes a law, while it secures the homestead and exemptions' provided io the Constitution to those entitled, it will enable persons of limited means to obtain credit, and at the same time protects the creditor from loss. By Mr. Holden—A bill to legalize certain marriages, and to relieve the parties from certain pains and penalties. By Mr. Harris—A resolution bringing on the election, on Tuesday next, of State House officers and State Printer. Mr. Holcombe moved to strike out Tuesday and insert Thursday. The amendment of Mr. Holcombe was agreed to, and the resolution agreed to. Mr. Smith, of the 7th, introduced a bill to provide for the election of Mayor and Alder men of Savannah, in December next. Mr. Higbee reported a resolution, that in addition to the duties of Standing Commit tees, they shall at their discretion report the expediency of printing bills referred to them, which was agreed to. Also, that the Secretary be directed to hand in bills to the Governor, which have passed both Houses, noting on the journal the time of presentation. Fifty copies of the Homestead bill of Mr. Candler were ordered printed for the use of the Senate. The rules were suspended and the bill to provide for the holding of Superior Courts in the Fall term was read the secund time. Committed. The bill to extend the aid of the State to the Macon and Augusta Railroad was read the second time and referred to the Com mittee on Internal Improvements. Also, a bill to increase the capital stock of the same. ii auati. Mr. Turnipsecd moved to reconsider the Senate resolution, concurred in on Satur day, suspending levies, and sales under execution, etc. Mr. Anderson moved a resolution to appoint a special committee,of ten, to mept such committee as the Senate may appoint, to take juto consideration all the measures of relief now before tlie two Houses, aad that they be instructed to report* by bill or otherwise. Adopted. The Senate resolution, to elect State House officers and State Printer, was concurred in. Mr. O’Neal offered a bill to provide for the election of Justices of the Peace. Mr. Hamilton —A bill to provide for the election of Mayor and Aidermen for the city of Savannah. , Mr. Duncan—A bill to provide for setting apart homesteads; also, a bill for the relief of executors, administrators and trustees. Mr. Parker—A bill to authorize the pay ment of certain claims against the Western and Atlantic Railroad. Mr. Maull—A bill to protect growing crops from levy and sale under the foreclosure of mortgages, and to encourage the cultivation of mortgaged crops. Mr. Hall, of Glynn—A bill to incorporate the Brunswick Gas Light Company. —w •—— - Special Notice. Wm. Hkkring.-— We are pained this morning to record the death of a highly esteemed citizen of Atlanta, Mr. William Herting, who departed this life yesterday morning, at an age that nearly ( approximated three score and ten. For some months he has been in feeble health, both mind and body being impaired by ' paralysis. On Friday last, he was again i attacked by the disease, which left him speechless until yesterday morning at five o'clock, when he ceased to live. Mr. Herring has been a citizen of Atlan ta for twenty years, and ranked among the first of our business men. Ho was highly respected in social life and had the con fidence of all who had the pleasure of know ing him.— Atlanta Era. .—The Wood Screw Manufacturing Com pany of Providence, R. 1., has been the mdst profitable company ever known in this country. It was established twenty years ago, and each original share, nt a par value of ' SSOO, subsequently yielded forty-five new shares, and these ’ new shares now sell at upwards of 9500 each share, thus making a value of $23,000 for the original SSOO in vested. During a large portion of the time, ' the company have also been paying large . cash dividends of profits. Fifteen to twenty ( tons of iron wire are daily consumed in the j works of this company. ( —Madame Italia Garibaldi, the lately married wife of Menotti Garibaldi, proposes ! raising a baUalion-of amazons. New York Cotton IteVlew. New York, July 31, 1868. Our last circular reviewed the market to the 24th instant, when we quoted Middling Uplands lOAd. in Liverpool, and Low Middlings 29| cents in this market. On Saturday, Liverpool was dull at lOid., and the business here was confined to 500 bales, the market showing a slight decline. On Monday, Liverpool was panicky, the decline during the day being quoted at j}d. This market was in a similar condition, and 1 ja2 cents lower. Even this decline failed to find buyers, and only 600 bales were sold, 400 going to On Tuesday, Liverpool was again lower, 9jd. being quoted, with sales of 8,000 bales. There was more animation hero at irregular prices, ami 1,400 bales were sold, mostly to spinners. Gold 1.44}. On Wednesday, Liverpool was again dull, and closed at aJ. decline. Uplands quoted Old. on safes of B,tW bales. The market opened hero with some animation, and a shade better fooling was noticeable, but at the,close the improvement was all lost, and there was no buyers at quota tions. Qn Thursday, Idverpoof was more active, 12,000 bales bang sold nt unchanged prices. There was less anxiety noticeable here, and some Cottons were withdrawn The idea was general that the panic had spent itself, and the advance in Gold to 1.45 was to the advantage of holders. Tho sales were small, only reaching 1,100 bales, all to spinners. To-day the market opened steady, but dosed buoyant ni our figures. Sales in Liverpool -18,606 bales, closing at 9?d. Cable advices have come regularly to hand, and report a panic during the week in Liverpool, with a decline of fully Id. per pound on Ameri can descriptions. The counted stock foots up 553,000 bales, including 278,000 American. Cot ton alloat for Great Britain foots up 796,000 bales, including 13,000 American. Salos of the week 63,000 bales —45,000 to tbe trade, 11,0(10 to export, 7,000 to speculators. Oar own market for tho week uudur review has been excited, pauieky and decidedly lower. The decline In Liverpool necessitated a correspond ing decline in prices here, and panics are always contagious in proportion to the obscurity of their cause. Tho smallness of our stock, and the fact of its wide distribution has tended to Chock tbe panic to some oxtent, although some holders “made a market” every day, and the proportion of our total stock which appeared ou the boards was greatly in excess of what an active market would have discovered. Feme of the short sales of last month were covered, although the move ment was not general, and spinners have taken almost all that was Sold. Tbe character ot tbe demand has been about tho same as last week, and run almost entirely on low Middlings, the lower grades being entirely nominal, and tho liner varieties movtng only at buyers’ views. The disposition to sell good cotton has been more marked than of late, as it is generally be lieved that the first pickihgs this season will be very handsome cottoti, and that low grades must become relatively dearer. Contracts for'future delivery have been dull, and at the quoted rates of last week there are more sellers than buyers. As usual, in a panic, rumors of the most exag gerated nature nave been industriously set afloat by those interested in cheaper prices. Tho advent of the first bale on the 28th fust.*, at Houston, Texas, has induced tbe circulation of absurd re ports of vast quantities of cotton now picked, giiuiod, baled and ready for market, and not sent forward through fear of tho tax. If any of our planter friends are not aware of the working ot this tax, wo would once more repeal, that any action raised this year cau be sunt forward at once without paying any tax. Hopkins introduced a bill to adjourn the Legislature to Milledgeville. ■ Washington Items. Washington, August 4—Thaddeus Stevens is seriously ill in this city. The debt statement will probably be issued to morrow, and will show a slight increase. Captain N. B. Harrison, of the Navy, has been ordered in charge of the Hydro graphic Oflice here. Cabinet meeting to day ; four members, Seward, Schofield, Evarts, and Randall, absent. The Express newspaper of this city to day appears under the ownership of Jonah D. Hoover & Brother. Rumors relative to a change in the Internal Revenue Commiiwionertjhip con tinues. In response to a second request to accept that office, Ex-Gov. Cox, of Ohio, to day, sent a telegram persisting iu de clining the appointment. Caleb Gushing has resigned his position as ono of the Commissioners to coffify the United States laws. A convention of the colored citizens of the Border States was held iu Baltimore to-day. Returns from all parts of Kentucky show an immense increase in Democratic majori ties, and a falling off from the Republicans. Stevenson's majority will probably reach sixty thousand. In Louisville, Stevenson received 8,244, and his Republican opponent 492. Revenue receipts $746,000. Alabama Legislature. Moxtgomeiit, August 4. In the Semite tho bill removing disabilities was discussed without any decided action.
