The following Petitions and Communica
tions were road and acted upon ns follows •
A petition from Gera*y and Armstrong
for permission to erect a frame building on
their premise?. No. 339, Droad street. Re
ferred to the Committee on Engines, to re
port to Council.
A petition from Wm. M. Mathews for
permission to erect a frame building on
Reynolds street, near Kollock. Referred to
the Committee on Engines, to report to
Council.
A communication from Chas. Baker, ask
ing permission to withdraw his petition for
permission to erect a frame building on
Reynolds street, near Kollock. Granted.
A communication from Thos. A. Rones,
asking what Council will tako for the
Cannon House lot, on Washington street.
On motion of Mr. Phiniay feho Military
Committee was authorized to sell said lot at
public outcry to the highest bidder, reserv
ing one bid to ihe city.
A petition from John Render, of Ham
burg. South Carolina, nskiug t«. l>o allowed
to make a contract to cross th«i bridge with
his lager beer, and supplies, l*y bis owu
teams, and with ono buggy. Referred to
the Bridge Committee, with power to act.
A petition from N. Wray for a liquor
license for the balance of the year at a re
duced rate. Laid on the table.
An application from Geo. Yaleutyneund
Wm. Jackson, Freedmcn, for a liquor and
billiard table license, for tbe balance of the
year at a reduced rate. Laid*on the table.
A petition from citizens of Canaan
asking to have a pump placed on Carrie
street. Referred to the Committee on
Pumps and Wells, with power to act.

of Council, on Act passed by tho late Legis
lature, conferring additional power on
Council.
REPORTS OF COMMITTEES.
Mr. E*tes frem the Finance Committee
presented a Report, showing the estimate*.,
receipts and expenditures for tho current
fiscal year, and recommending a rate of
taxation, and the funding of city Ronds aud
iuicrcst due in the present year, in seven
per cent Bonds payable in 1878. Received
and Adopted.
Mr. Crump, from the Committee on En
gines, reported that the violation of the
City Ordnance by Dr. E. W. Ilurkcr, in im
proving bis frame building, on Broad street,
was questionable, and that thoy do not be
lieve the danger from fire to be increased by
said improvements. Report received and
petition granted.
Mr. O’Dowd, from tbe Lamp Committee
reported, verbally, that the Committeo was
unable to find any contract made by tho
Committee of the previous Council for the
repair of tbe street lamps; and that the
Lamplighter had stated that ho would soon
have some glass here for the purpose of re
pairing said lamps ; also that he had attend
ed to tho complaints relative to the new
lighting of the street lamps. Received.
Mr. Botbwoll, from tbe Committeo on
the Houghton Institute, reported that some
! repairs were necessary on said building.
Also, from the Committee on the City Cem
etery, reported some repairs necessary iu
the Cemetery. On motion of Mr. Phinizy,
the Chairman wa* authorized to have tho
repairs iu both instances done.
Mr. Crump, from the Committee on tho
City Hospital, reported certain articles ne
cessary for the Hospital. Referred to Hos
pital Committee with power to act.
A verbal petition from Mrs. Elizabeth
Lee, through Mr. Phinizy, Chairman of the
South Commons Committee, for a City lot.
Referred to the South Commons Committeo
to report to Council.
RESOLUTIONS, ORDERS, AND ORDINANCES.
By Mr. Bothwell—A resolution author
izing tho Mayor and Police Committee, to
increase tho Police force to such a number as
the safety of tho City may require. Adopted.
By Mr. Evans—An ordinance conferring
additional powers on the Recorder—gives
him the authority in his discretion, to sen
tence persona convicted in his Court, to
labor on tho City works, with or without
ball and chain, or to banish them from tha
City. Adopted.
By Mr. Estes—An ordinance fixing the
rates of taxation for tho current fiscal year.
It was, after its third reading, read by sec
tions, and then adopted as a whole.
By Mr. Estes—An ordinance to authorize
tho issue of SIOO,OOO of City Bonds to fund
Bouds due and falling due iu 1566. Adopted.
By Mr. Estes—An ordinance to authorize
the issue of SIO,OOO of City Bonds for tho
re-orgauization of the Fire Department.
Laid over till next Meeting.
Mr. Crump called the attention of Council
to some hose lyiug at the Augusta and
Savannah Rail Road Depot, and to tho
bills due for the same. The bills, were on
motion, ordered to be paid.
His Honor the Mayor asked if the Jailor
should be authorized to feed certain prison
ers in Jail, and also what arrangement
should be made for the attendance of a
physician at that institution. The Jailer
was authorized to feed the said prisoners,
and a resolution hy Mr. Phinizy requires
tho City Physician and the Small Pox Hos
pital Physician to attend the Jail whenever
called upon.
Hia Honor the Mayor, also called the
attention of Counoil to the foot that the
official Journal of the City bad ceaiod to
exist, aud its contract transfered to tho
Chronicle efr Sentinel. On motion of Mr.
Robertson, tbe transfer was ratified.
There being no further business, Council,
ou motion, adjourned.
An Act in Rf.keuencb to Augusta.
—We publish, for tho information of our
readers, the following Act conferring new
powers upon the City Counoil es Augusta
passed by the late Legislature:
Ax Act.—To authorize tho City Council of
Augusta to change, Alter, equalize, or
create new Wards in said Gity, and to
chango the mode and mauner of the elec
tion of Mayor and Couucilmen of Augus
ta; and also to change aud increase tbe
fees and salaries of any of the officers in
said City, and the terms and time of their
election.
Section I. —Tho General Assembly of the
State of Georgia do enact, That the City
Council of Augusta shall have power, at
any time, to create, change, alter and equal
ize the Wards in s9tid City, and to provide
the mode, manner, and time of elections of
Mayor and Members of tho City Council
thereof; also, to change or increase the
sularies and fees of any of the officers of
said City, elected, or to be elected by said
City Council, at their discretion, and to fix,
by Ordinance, the terms and times of said
officers’ election.
Approved, 2Sih February, 1866.
