LARGEST CITY CIKCILATION.

FRIDAY MORNING '“»• >*• W**
~ Congress and Reconstruction.
The Constitution Amende™ nod Re
construction Tinkers ut \\ ashiugton
appear to be pelting rather tired of
tlnir arduous mid patriotic labors in
the good work of restoring the Union as
(in their judgment) it ought to be, and
the Constitution (as in their opinion)
it should be. With this piping hot
wamther, it must be a perspiration pro
ducing work. To carry so many Amend'
incuts in one's pocket, Congressional
responsibility on one's shoulders, and
Thad Stevens authority over one’s head,
must, indeed, be a heavy job. We
pity the poor fellows. They should be
relieved—they should have some recre
ation—they should be allowed to go
home and recuperate. It would be
beneficial to their constitutions, as well
as to that of the country ; and the peo
ple, North and South, would heave a
sigh of relief at the dissolution of that
august body. The last piece of legisla
tion that they have enacted as we learn
by the Associated Press telegrams, is
the passage of some sort of Constitu
tional Amendment, which is to be sub
mitted to the Legislatures of the several
States. “What constitutes a State?”
we know well enough; but we do not
know what the Stevenites consider a
State, and, therefore, we do not believe
that any of the late rebellions States
(so called) will be classed among '“the
several States.” If, however, it should
be -o construed as to include all of the
Sta es, the possibility is that it may not
become a law; though we rather think
it will be, even under that condilioi.
This amendment, we believe, fixes the
basts of representation on the number
of legal voters in a State, and repmft
ates the Confederate war debt for ever.
Stevy did uot like the amendment.
Its Fraitgipaitni <f Afnque is not
strong enough for him. It does not
give the negro the right to vote; but —
hopeful man ! —he thinks that, some
thing may yet he done in future legisla
tion t“r those who come from—
“ Where Afric’e sunny fountains
Roll down the golden sand j”
that they may yet be allowed this glori
ous privilege of casting their “suffer
ings" on any and every occasion. And
not satisfied with this, the blatant old
demagogue must abuse the gentleman
at the other end of the Avenue—stigma
tizing him as “a usurper," simply be
cause he undertook to restore the Union
as it was—the Union which the North
fought to restore; but which Stevens
and his followers wish to exist no more
lo ever. This abuse will not deter the
President from doing his duty, nor the
people of the Union from sustaining
hnn. It will fall harmlessly at his teet,
but to recoil like the noted "boomerang,”
and with tenfold force upon the veno
mous Congressman from Pennsylvania.
The fall elections will come, and Stevens
will go; and for him and his party the
fall will, we hope, witness a most terri
ble tall. It will then be seen whether
Constitutional Liberty and Constitution
al Justice have bid farewell for ever to
the American Union, or whether the
good sense of the American people will
triumph over the wicked fanaticism of
their polilical leaders. If the former
should, unfortunately, be the case, if
Black Republicanism should once again
triumph, well may we pray to God to
have mercy upon the South, for then,
indeed, will her glory set in darkness,
and her prosperity be quenched by the
waters of fanaticism.
Let us, however, be hopeful, and
trusting in a kind and merciful Provi
dence, our beloved section may yet
e nerge from its troubles, and become
once more the greatness of the Union,
the pride of America.
Rents in Gold.
There may be oftentimes “distinctions
without a difference,’’ but we are of the
opinion that in the case of landlords
there is not only difference from other
classes, but a very wide distinction.
Thus, for instance, merchants and deal
ers make no discrimination in the prices
of their goods, on account of the rise
and fall in gold. They have the same
price in greenbacks, whether gold is 120
or 140; while the landlord demands
guld for his rent, or iL equivalent in
greenbacks. In the first case, neither
buyer nor seller know anything of the
fluctuations of the money market, and it
would be absurd for a merchant to,sell
a dress to one lady to-day at one dollar
per yard, and to-morrow the same kind
of goods at seventy five cents; and the
day after at one dollar and twenty-five
cents, all in greenbacks, because gold
had fluctuated in that ratio within the
a.rme number of days. If he undertook
such a practice, tha unfortunate man
would beau object of public sympathy,
for the abuse (justly deserved too) which
ha would receive would be sufficient to
cure him of his tolly in a very short time.
But in the other case, the landlord,
cute observer of times and things, keeps
an eye upon the Broker's reports of the
Money Market, and knows to a fraction
the value of gold and silver, and bonds
and coupons, and stocks, and first and
second class mortgages, and greenbacks,
atid bank bills, and all thewiivisions and
subdivisions of money ; he sees no ab
surdity in his doing so. Oh, no 1 it is
all legitimate and proper in his case.
It is only absurd in the case of the mer
chant lrotn whom he buys his goods.
The merchant must have a uniform
price; hut the landlord, he can fluctu
ate weekly, monthly, or quarterly, as his
rents become due. Happy class 1 Con
tinue as long as you can to grow rich
upon the stern necessities of those who
are at your mercy, for your days of pros
perity must he short indeed. Persistence
in your unwise policy must prevent the
progress of our city, and with its decay
must come your own downfall. Ponder
well these things, before you persist in
your unwise step ; and answer the ques
tion if you can, Why insist cpox Gold
Rents ? What good will it do ? What
harm will it not cause ?
—ln the United States District Court
recently before Judge Giles, Philip Cash
nieyer, under indictment tor treason,
appeared and pleaded guiity to the said
indictment, and pleaded the pardon of
the President of the United States,
which he exhibited to the court, and
having complied with the conditions
mentioned in said pardon, he wat or
dered by the court to be discharged.
