Their natural element is agitation and revolution.
In order to gratliy their incendiary ambition they
are ready, like the wretch who fired the Ephesian
dome, to destroy tho best government ever torraed
by man, to invoke war and bloodsbcd, and the innu

Some dissatlaiaction having been experienced at
the apparent neutral position occupied by this paper
in the controversy now waging between the North
and South, the editors have made a manifesto of their
opinions, by which it will bo seen that that highly
respectable Journal, alwuya noted for the moderation
of it* view*, is heartily with the South in licr struggle
for tho maintenance of her rights. Alluding to tho

of nullification—and, were the same battle to be
fought again, would still wear tho Union flag at its
mast bend—still we will not allow it to be inferred
on that account that wo are disposed to submit to

In truth, and in plain terms a careful and anxioUB
observation of the progress of events hns brought
us to the conviction that a disolution of the Union is
inevitable, unless the course of legislation in Con
gress. and the Northern States, should be retrogrea
6ive, of which we have little or no hope.
We have said thus much in order that those who
are not blind may know where we are. While our
columns are, as they ever have been, open to any
temperate discussion of this subject, we do notour
selves now intend to descant upon it, in other man-

events.

[From J. C. Burnham A. Co's. Circular.]
HAVANA, Oct. 31st.—Since our Report of I7th
inst. the business in Sugars has been very insignifi
cant, as the stock is so small, as not to admit of
transactions worthy of notice. There are hardily
2000 boxes remaining in first hands, which is an un
precedented circumstance, and probably during the
last 20 yenrs, the marker, was never so bare, at this
period of the season. Tho quantity left iu the coun
try consists merely of a few remnants of crops,
amounting together to a men trifle, and what little
til ere is, will be detained by the bad state of the roads.
The business in Sugar may be considered as over for
the season, and prices nlmost as nominal, on which
account wo continue our last quotations, although
in the few transactions that occurred since our last
Report, an advance of J rial was paid in most instan
ces. Wo quote. Whites. 9 a 10} rials; fine and
choice Whites, 10} a 11 rials; Yellows, 8 rials, very
good to lino Yellows 8} a 8} rials; Browns, 7 a 7$
rials; Cqcuruchos, 6} a 0} rials.
There have been various opinions as to the com
mencement and progress of gr nding this season.
As tar as we can gather, this process will begin gen
erally, at about the same time as usual, aud new Su
gars cannot lie expected earlier thnn the customary
period. The late rams have caused the cane to grow
rapidly; 1 hut it requires dry, cool weather for some
time to mature it, and to render it fit for grinding.
The state of tho atmosphere latterly, hns been un
favorable for the operations preparatory to grinding
ami the cane, though forward in size, is as yet green.
The last trannetions in Molasses were at 2} aud
2} rials. There is hardly any remaining.’
The demand for Coffee which appeared, has again
alien oil'; there is very little at market; some few
transactions occurred at $10 a IL}.
The city and environs are free from Cholera, but
this malady still exists in the interor. fluctuating
in its visitations. In several districts, where it had
ceased for a time, it hns re-appeared with increased
violence. The health of the island must therefore be
regarded as in an uncertain state.
Imports.—Two morecargoes of Rice cams in; the
sales comprised 320 casks at 11 rials, and 230 casks at
Hijra, of which latter a lai gc proportion was mixed
with yellow grains; 927 hagsvalepcia also arrived Hiul
found buyers at 8} and 8| rials. 'Thcrcarenow 400
casks Carolina unsold.
The Lumber named as on hand in our last Report,
being about 1.80 000 feet were taken at $20 for East
ern and Bath and $18 for Portland. About 20,000
feet from the British Provinces, equal to Portland, al-
so brought $18. Nomorehas arrived either ot'W.
P or P. P., and we place our quotations a little high
er. Some more Box Shooks were contracted at 7
rials, 60 dayB. We raise our quotations for sale* on
tho spot because some enquiry is beginning to sb -w
itself, although as yet very slight.
The demand for hhd. Shooks is still quite restricted,
but it must improve shortly, both for Molasses and
for Muscovado. About 500 city made Molasses, extra
quality, were placed at 18 rials.
Rhode Island Hoops have hern sold at 48 50, and
$53. The stocks ut Empty Casks in dealers’ hands
are moving off, and the article is worth a little more.
Tallow Candles are improving in value, and Sperm
Hie in fair request. Whale Oil finds increased en
quiry, and Sperm is of slow sides at higher rates.
About 8000 barrels Spanish Flour changed hands
$7} per 200 lbs.
In Freights there is very little doing, on account
(. f the small quantity of Produce left. Partial ship
ments to direct ports in the North Sea and Great
Britain have been made at 3(1[ to 40[. We quote to
the U. States 11 rials per box of Sugar ; $3 tor Mo
lasses.
