THE MORNING NEWS.
Pennsylvania State Finances.—A statement
of the receipts and expenditures of Pennsylvania
State G.iveri-ment, for the fiscal year closing on the
30th November, exhibits the resources of that great
commonwealth in a most favorable light. The actu
al receipts of the year reach the large sum of 64,
438,131 51, and, after meeting all expenses, there is
in the Treasury the handsome available balance of
$754,359 51. As much of the surplus goes into the
ainki g fund, they have an encouraging prospect for
the gradual but certain extinguishment of the State
debt. The days of Pennsylvania repudiation are
passed. Her etocka are now in demand in England.
Sidney Smith should have lived to see her financial
affairs on their preaei t footing.
Reduction of Po3Taoe.—A Washington letter
saya many schemes are before the House, but that
the signs favor three cents postage; removal of post
age on newspapers in the counties where printed;
gieat reduction of postage to Oregon and California;
one cent postage on all newspapers generally,&c. &c.
The Gibbs Fortune in England —A gentleman
by the name of Benjamin Gibbs Mitchell, former
ly of Baltimore, and more recently from Bermuda,
claims the fortune of eight millions of dollars, which
baa remained in England many years without an
cwuer, the rightful heirnot being known. Mr. M.
ha8 been in England the past year, and has made his
claim to. the title so clear that he no longer doubts
thstheshaU obtain the motley. Ue arrived in Hart
ford Connecticut, lately, to procure certain evidence

Alexauder of Prussia.
The Emperor Alexander had muoy clover traits of
character; and the following incident, taken from
the writings ot Duma-', is illustrative of one:
At another time when traversing Little Russia,
while the horses were changing at a certain station,
the Emperor expressed his determination to travel
on foot for a few miles, ordering the people not to
hasten their arrangements, but to let him walk for-
wind. Alone, with no mark of distinction,dressedln
a military great-coat, that gave no clue to the rank of
the wearer, the emperor traversed the town with, ut
attracting attention, till he arrived at two roads, and
found himself obliged to inquire his way of an indi
vidual who was sitting before the door of the last
house, smoking a pipe. Toe personage, like the em
peror, wore a mi itary great coat, anti by Ilia pom-
pou. air, seemed to entertain no Bmall opinion of his
own consequence.

The officer took his pipe out of his mouth.—

The puzzled lie tenant-colonel kept his helmet in
his hand, and looked stupio and alarmed.

Marshal ?"
“ Make another attempt, and perhaps you will dis
cover my real position."
“His Imperial Majesty!" exclaimed the officer,
trembling with apprehension, and dropping the pipe
upon the ground, which was broken into 30 pieces.
•• The same, und at your service,” replied the em
peror, laughing.
The poor lieutenant-colonel dropped upon his
knees, uttering the words in a pitiful tune, ‘Ah I sire,
p-jdon me."
