WHEREAS I have received information from Lieu
tenant Colonel Daniel Stewart, commanding the
Militia of Liberty county, that large droves of cattle are
continually driving off from the fouthem counties of this
Rate to countries from and without the boundaries of the
United States, which proceeding, W case of invasion or
Jioftile attack, may, by a failure of nfcceffary provision,
imjxide the troops of the United States in those exertions
in favor of this Rate which the Executive of the United
States may deem proper and neceflary, as well as those
exertions which the Executive of this Rate may be com
pelled from the ftiddcnnfcfs of attack to refoirt,to:

fident of tlie Senate and Speaker of the House of Rcprc
fentatives, and other Members of both Houses, it appears
that there is no probability of convening tlie Legilhuirc at

ARAYNHAM corrcfpor.dent informs us that a fracas
occurred at the Rev. Dr. Fobt’s meetinghouse on
Sunday sth inR. Some who infampully exult in a foreign
attachment appeared, with the French cockade; the Ameri
cans, from their devotional spirit, remained quiet till the
religious services wert ended, unable longer to con
tain their indignation! before the Doctor bad left his defle,
they flew at ’’e energies of their country, and after a fliort
ftruggje diveited thtnuof the badge of llavery and treason.
Auguf iB. The United States have, we learn, ac
cepted the cession of GaRSe Island, which is immediately
to be made a federal garriibn. The convidts are not ac
cepted; and the Governor will confine them in the several
gaols.
The federal officers have it in charge not to inlift any
men into the l’ervice of the United States who within a
certain period of time have had the audacity to mount a
French cockade. A few worthless animals at the castle
are faU to have been guilty of this crime; we do not un
derstand Whether of the garriibn or convicts.
The weather has becn'exccffively hot for several days
puft; the thermometer has flood between 90 and 100.
Auguf 23. Arrived, brig Katy, Potter, from Mor
laix, in France, 75 days. The Crew of this veflel is com
post cl of poor American tars, who have either fuftered im
prisonment, heating, robbery, and in faift have been almost
murdered and ft,irved by Frenchmen. In the mouth of
the Briti/h Channel Capt. Potter was boarded by the Eng
lillt frigate Brilliant, who informed that they lately spoke
a British privateer, which said tliat they had chafed a flap
on fliore on the co ift of Fi-ance; after going on board found
them to be Frenchmen, who immediately acknowledged
that flie was an American flap from the fouthem Rates;
that they had captured her after an obstinate engagement
of two hours, and murdered the whole crew!
Autraf 30. The whole number now lick in this town,
including those on the recovery, is 32; and two persons
only have died of the fever iincc the iaft return on the
27th inst.
New York , September 4. The Aurora, O'Conner,
from Jamaica to Npw York, is loft < 4 m Monafquan beach.
Tile Diana, Hamfon, from New York to Demcrara, is
taken by a small privateer near Sandy Rock.

September 6. Burials in this city, ending the day before

fever.
Extract of a letter from Cayenne, dated July 2.
“ By the frigate Decade we have received 193 persons
banilhed from Franee. Ihe frigate is returned. Eight
of those firft banilhed to this place have made their escape
from Surinam, viz. Bartbekmy, Lctellier, his faithful do
nieflic Aubrv, Pichegru, v\ illot, D'Offonville, Rainel, and
La Rue. It is not known What route they have taken.

1 Oil. have lately died. Out oft 6 there remains only 5,
who are, LafonJ Lade bat,_ Bailee Marbois, Rovere, Bro
thier, and La- Viiteurnois. In the number of 193 are 15 1

Philadelphia, September 3. Upwards of 40,000
people have fled from the city and fnhurbs.
September 4, On Sunday morning, after the Watch
men had retired from duty, the Bank of Pennfvlvania was
entered by means of inlfe keys, and, as far as we can learn,
b.mk notes o* different denominations, to the value of
150,000 dollar*, taken therefrom. The Governor’s pro
clamation rfitring 1000 dollars reward, and timely exerti
ons, vc hope will lead to a difeovery of the villains.

Accounts were received at Dublin Castle, Tune 28, fiora I
Lieut. Gardiner of tlie Antrim militia, that early on Mon. I
day the 25th several thoul'ahd rebels marched from Wic£ I

approach he, with the troops under his command, confuting I

town yeoman infantry, v/ho fell early in the contest.
A convoy was to Jail from Portfmcuth for America on
the 25th July, and to call off Cork for such veflels as might

The Ihip Neutrality, Dowfon, arrived at Liverpool iron
this port after a paflage of 2S days. ‘The Nancy, Orn,
and Sally, Campbell, are also arrived at Liverpool flora
henc-e, and tire Hope, Robinson, at Lancaster.
