Tax suit filed
DECATUR, Ga. (UPI) — A class action suit to have
Georgia’s revenue laws declared unconstitutional and to
block a vote on a S2O million local bond issue May 4 has
been filed in DeKalb County Superior Court by a county
homeowner.
The suit by Marion Rooks Boynton named as defendants
Georgia Revenue Commissioner Nick Chilivis, members
of the DeKalb County Commission, DeKalb Tax
Commissioner Eugene E. Adams and other county
officials.
Boynton, an account executive living in Clarkston, said
in his suit that he was being deprived of his constitutional
rights through taxation because registered voters who
owned little or no property would be able to vote in the

State in vanguard
MACON, Ga. (UPI) — With state and local officials
working to attract industry, Georgia will be “in the
vanguard of an economically rising South,” Gov. George
Busbee said Thursday.
In a speech announcing the location of a $1.6 million
furniture manufacturing plant here, Busbee said the
South had increased employment in manufacturing by 47
per cent in the last 10 years, “compared to 15 per cent for
the rest of the country.”
Busbee said the furniture manufacturer, Belvedere
Products, chose Macon for its accesibility to Interstate 75,
the Florida market and the Hartsfield International
Airport in Atlanta. Belvedere has other branches in
California, Illinois and Canada.
At ceremonies naming Georgia Interstate 16 the Jim L.
Gillis Highway, Busbee praised the late state highway
director for “laying a solid foundation for this state’s
transportation system.”
Gillis served as highway director between 1937 and 1970.
Tax evasion charged
DALTON, Ga. (UPI) — Federal tax evasion charges
have been filed against William J. Trammell, a Dalton
businessman, a spokesman for the U. S. Internal Revenue
Service said Thursday.
The IRS spokesman said Trammell, a carpet manufac
turer, had been charged with failing to file an income tax
return between 1969-72. The spokesman said the IRS con
tends Trammell had a gross income of $119,000 during the
four-year period.
The spokesman said, if convicted, Trammell could re
ceive up to four years in prison and could be fined up to
$40,000.
Madison plans school suit
DANIELSVILLE, Ga. (UPI) — The Madison County
school board plans to file a suit against the U. S.
Department of Health, Education and Welfare, charging
HEW with discrimination in enforcing civil rights laws,
the board’s attorney said Thursday.
Freeman Leverett said the school board will file the suit
in U. S. District Court within two weeks. Leverett said the
suit stems from discrimination charges filed by HEW last
year against the school system.
The federal agency had charged that under Title VI
regulations the county’s Comer Elementary school was
racially imbalanced.
Under the regulations, the racial balance of one school
is compared to the racial balance of an entire school
system.
Leverett said the school board is charging HEW with
discriminatory enforcement of Title VI regulations. He
said the regulations are only enforced in southern and
border states.
Marijuana arrests made
JEFFERSON, Ga. (UPl)—Authorities arrested two 26-
year-old men Thursday on charges of attempting to sell
100 pounds of marijuana to undercover GBI agents.
Authorities said Jimmy Arnold, of Monroe, and Thomas
Sewell Jr. of Athens, were being held in the Jackson
County jail.
Officials said the two men negotiated the sale to GBI
agents in Clarke County and then led them to a Jackson
County location to finalize the deal. Authorities said the
men were have sold the marijuana to the agents for
$50,000.
Easter furloughs
ATLANTA (UPI) — The Georgia Department of
Corrections said Thursday 946 inmates will be sent home
for 58-hour Easter furloughs this weekend.
The department said the inmates will be released at 8
p.m. Friday and must report back by 6 p.m. Sunday s
Corrections Commissioner Allen Ault said 7,465 inmates
have been furloughed since the program started at
Thanksgiving, 1972. He said of the total 36 have failed to
return with six of them still at large.
Luxury
items up
WASHINGTON (UPI) -
Americans accumulated more
luxury items — central air
conditioning, color televisions
and dishwashers — in the early
months of the recession than
they did before it began.
The Census Bureau released
the figures on its survey of
household possessions Thursday
but said the crunch of recession
and inflation forced some
Americans to forego buying an
automobile during that period.
The study was done in the
fall of 1974, and 59 out of every
100 Americans owned a color
television set, a 3.6 per cent
increase over the 1973 tally
which was taken before the
recession got underway. •
The report said 28 per cent of
the nation’s 71 million
households owned dishwashers,
a 2 per cent increase over the
previous year. Nearly 19 per
cent had central air condition
ing installed, also up 2 per cent
from 1973.
But the percentage of fami
lies owning one car and the
percentage of families owning
more than one car declined
between 1973 and 1974.
