appalling picture, drawu by Dr. Doyle, in
his evidence before the committee of the
House of Commons, of the misery of the
lower orders of the Irish, with his observa
tions as to the manner in which population

of poor not employed, and the small stock
of provisions which they ure enabled to

Tue poor people in general collect a little
dung (they have no land); this dung they

summer advances, particularly the latter
part of it, before the harvest comes in, they

roots, which are very abundant, boiled and

ated in any way than to be continued in the
manner it is. If those people had some
operty, that would give them education

them as it were upon their energies to seek

before they are married ; but now their ve
ry depression, and their extreme powvrty,
throw them together like so many savages
in a wood.

The Cotton market at Havre was calm
hut steady. Home few sales had been made
at a mere shade reduction from the former
rates, but the holders were anticipating:
from the small stock in possession of tha
consumers a reuewed demand. Ashes wi re
without demand. Sales of Rots had boon
made at 431. and of Pearls at 431'50c. In-
digues had fell; the reduction in price du
ring the month was estimated at 21 50c. per
ib. Coffees wen', at former rules ; and sales
of St. Domingo in bond had been made at
! 13*.

! be in favored with the following extract of
a letter from a mercantile house in Havre,
dated May 27, giving a mure particular ac
count of the Cotton market.
“ I have no favorable accounts to give
you of the state of our Cotton market.—
A dead calm continues, which has reduced
prices about 4 sous per Ib. ; but only very
small lots have been sold at this depression,
and there is a great unanimity among hol
ders to keep up their pretensions; there
fore the market in fact is not Hcttled. The
consumers havo been out of the market
from the beginning of this month, in hones
td*tire out holders, and may even further
avail of the arrival within the three days
past of of 5700 bales U. States; and si z e a
fortnight of 8300 hales, no part of which has
yet been sold. Our present stock on hand
must therefore amount to 30,000 bales—
They may however be disappointed in the
expectation to bring about a still greater
depression if we are to trust the lute advices
from Liverpool, under <j. (e of 21st insl. of
an anticipated great reaction there. To
an impartial observer the state of the arti
cle must seem already much forced, especi
ally in France, where manufactured goods
do but slowly follow a progressive rise of
the raw material.

June. 10—There has arrived but little pro
duce since our last; the market is rather
dull and affords but few transactions of im
portance to notice. Owing to a continua
tion of good weather our streets are much
improved.
Cntlton.—After much inquiry we have
been unable to hear of more thun 1023
bales changing owners during the last se
ven days; those sales wore principally in the
middle qualities of all descriptions, with the
exception of that from Mobile; in choice
parcels there lias been nothing doing.—
The article at present may be considered
somewhat heavy, as purchasers appear un
willing to adventure at the asking prices of
the holders who continue firm in their ex
pectations. Tiie few transactions which
have taken place this week, wc think were
made at. a trifling reduction from the quota
tions in our Inst, which were made when]
full high. W» understand the late arrivals.

celebration of the 4tli of July having oc
curred since our last, very little business of
any kind has been done. Some few sales
of cotton were made on Saturday, at 21 to
22 cents for Upland and Alabama, and 23*
cents for a small prime lot of North Caro
lina. There was very li : tlo inquiry yester
day, and wo hoard of no sales. We con
tinue our quotations, remarking that our
highest rates could only be obtained forfan

shipped from the Gulf of Mexico, about
250,000 bales during the senson. Our ex

was in two halves and watered together to
a piece of white paper) also three notes of
the State Bank of Georgia of fifty dollars
each ; these notes w ere all rolled up to
gether in a piece of whitepaper, nnd must
nave fell out of the pantaloon pocket. The
finder will be very liberally rewarded by
leaving them at this office.
