We readily admit the powerful influence
' of hucIi considerations, and admire the hap
py manner in which these obstacles were
surmounted by the adoption of the rules of
government, contained in that instrument,
,eu well calculated to gnawer all the- purpo
ses for which it was intended. Nor are wp
unaware, that “ it in obviously impractica
ble in the federal government of inese states,
to secure all rights of independent sovereign
ty io such, and yet provide fbr tho interest
and safety of all.*' But wo confidently be
lieve and earnestly insist, that an adherence
to “ originalprinriples," would strictly con
fine tiie action of the genej-al 'government to
tho sphere inarkedont and limited by the
trjiren provisions of the constitution i and
that no other powers than those granted in
direct terms, and not depending upon the un
certainty of constructive inferencet or implied
admissions, should be assumed, or exercis
ed by it, 1
The plan upon which the General Go
vernment was formed, and intended to oper
ate, is as obvious and evident m meaning
sail is simple a«d excellent in structure.—
Any deviation from its first -intention; by
destroying the fine symmetry and propor
tion of its parte, would dorangu its most im
portant functions, and give a Wrong direc
tion to the whole machinery of government.
The Impulse which first gave action to it,
would be entirely changed, and ftp main ob
ject and effect marred and spoiled by irre
gular and convulsive movements. Public
opinion would no longer act as a balance'
wheel, to regulate its motion, when either
too much accellerated or retarded by all
these circumstances, which might tend to
the production of Such a state of things.
An easy and uniform operation of the go
vernment of the union is only to be attniif-
sd by the mild and gentle, yet efficacious
influence of those rules- of conduct, which
on the one hand secures to it, aH necessary
power to effect its proper ends; whilst an
theother.it is confined by certain metes and
bounds, to its origininal object and inten
tion. -
To ejttshd its paternal and protecting
-care to the eaXeiMitf or foreign relatione of
the country,-whilst the state governments
are deemed wholly competent to control
and direct their Own internal or municipal
concerns.
To preserve the confederate character and
Force of tilts union, whilst n consolidated or
national form of government, is. to be avoid
ed, by ail the guards which are .provided n-
■gainst it. •
With such vievys and opinions, ofthc pow
ers. duties and limitations of the Genernl
Government, we are constrained to com
plain—
That many of its pets, aided and upheld
by the decisions if the Supreme Court, and
ready to be supported by the influence of the
B mi-, and the force of the “ army ofthc U
States," are destructive of *• State right*"
according ■ to the true interest and meaning
01'the constitution.
That whilst such tendencies are perceived,
and deprecated, wo confidently trust, that a
recurrence to “ fundamental principles’* by
those who direct and control the destinies
of the country will speedily, rectify the er
rors which .have crept into the administra
tion of the government, and restore the con
dition of men and things to thut state of po
luical feeling and action, which distinguish
ed the memorable period of the democracy
of 1798—sd that the purity and beauty of
eur admirable system of civil polity may be
otdy eqallod by a fixed determination to pre
serve tad maintain it.
It is, therefore, further resolved, That
the Senators and Representatives of Geor
gia, in tho Congress of the United States,
he and they are hereby requested tend iu(vis-
*d, to stand firm to tho edpport of the
“Rights of tiie States,’* and to oppose at the
,cr y threshold, every, the least attempt, to
encroach upon them by the General Go
vernment, always remembering tint “ it is

Johnson, having advertised to myke a se
cond ascent from that city at Vtuxhall Gar
den on the afternoon of the Canal celobra-

venge we suppose for their disappointment,

menced a riot—a man first out a large hole

it was. In a few momentB torn to pieces,
and an attack commenced on the bar-room,
which was soon demolished ami the liquor
let out of the casks. A great deal of dam
age was done, but we koow pot to what
amount.

The report of the Ayr cultural Society of
St. JohnaS. C. spates that in that parish
the present year there wore planted 11521
acres, which at less than the usual average
would have produced 4992 bales, but that
only 2487 are made, leaving a deficiency of
2508 bales of Boa Island Cotton.
The following is stated to be a chemical
analysis of a bottle of a cheap commodity-
sold in England under tiie denomination of
Port Wino :—spirits of wine, 3 ounces; ci
der, 14 minces; sugar H ohnee; alum 2
occupies ; tartaric acid,. 1 scruple ; strong
decoction of logwood (t ounces.
The Tewksbury Family.—This family,
living near Boston, deserves some testimo
nial from the public for their courage and
philanthropy. Oil the 22d ult. two young
men were rescued from drowning by Abijhli
It. and George Tewksbury, in the outer har
bour of Boston. A correspondent in the
Boston Continel, details, the circumstances,
and observes—" This makes the number of
persons rescued by this family of Tewksbu
ry’s to be thirty one; and- entitles them to
the unqualified regard of a philanthropic
community.
New-YonK, Nov. 8.—Tiie Ball at the
Lafayette, Circus last eveuiug, was more
splendid than that given to Gen. Lafayette.
It was attended by about 400U ladies and

Captain Arnold,'arrived at Newport, from
Trinidad, (Port Spain.) says that the Earth-

Gazette,) was supposed to have been as vi
olent as that experienced'at Carrnccas sev
eral years since,
A Swedish 80 gun ship and two large fri
gates from Corlstrona, are hourly expected
at this port, on their way to Smith America.
They are to undergo repairs and their creWs
paid off here.

ford, called at our office and gave us the
following statement of facts:—
' A ftcr the disaster of that ship on Ihe first
of November, which he have before published

and on the 4t!i Nov. sailed for Nussau, N- P.
whore he arrived on the 10th, without acci
dent. Tbecargo was then landed nnd pla
ced in store, but the ship was found to have
suffered so much in the gale that she was
condemned as being unsea worthy.
On examination it was found that only
about one eighth of . the cargo was thrown
over, and the ballance, seven eights, was
perfectly sound.

The American squadron- having, remained
some time at Hydra and Paros, appeared be :

A letter from Alexandria gives the follow-
mg account uflht Groek attempt upon that
plaoe. On the 9th of August, at 9 A. m.
three vessels supposed -to be Turks were aeen
off the port-; oo their approach several sailors
went fur the purpose of boa'rding them, when
on reaching- the first that waa cpmiof up the

hove to, while the crew of;the' first one had
disembarked in (heir boat.' On getting along
side, they were almost suffocated by the fire

seen at a distance making their way to llm

olence and the vessel under the. Russian flag
was rapidly nearing the shipping in the port
where there were tOO Turkish vessels-of War,
and about 350 foreign vessels aud a French
brig of war. Tiie French ressel fbed a bread-,
side at the unwelcome risiter, and whether it
struck the rudder or the wiud at that .moment
changed, the helm was -altered and the direc
tion of the fire ship changed—she fell npon
her side and was soon destroyed by the dames.
A few minutes more and' the port of Alexan
dria and its contents would have been reduc
ed to ashes. ,
