PUBLIC SECURITY.
Tar Manager of the Univertity Lottery of
the Stole of Mary! md, returns hia sincere ac
knowledgements for the munificent patronage
be bus received in the former clatset, and be
now haa the honour of presenting to hia friends
and the public throughout the Union, the
SCHEME of tiie Eighth Clatt, which is far
morn brilliant than any scheme ever adopted
end drawn iu the United States', and probably
infinitely more an, than any that will beolfeV-
ed for aeveralyears. Ha flatten himself that
aa airolaaaea of adventurers may be accoih
modeled, the present scheme wilt be duly ap
preciated and epprored. By an attentive
perusal of the scheme, many unusual advan
tages will be discovered, and if tbia lottery ia
granted for ■ truly laudable purpose, via: that
ofxoquiring and spreading knowledge, the
Citizens of Maryland and those of the United
Slates generally, will not, it ia hoped, be
backward in giving it tbeir support; but will
patronize it aa well from feelings of patriot
ism, aa from the excellent chance now offered
of adding to their property. Those not yet
abounding in wealth, will no doubt seize at
once upon the unparalled opportunity of se
curing a fortune.
The demand for Tickets in the last or 7lk
Class, was ao great that none could be found
for sale in this City at the time tbe Lottery
waa drawn, and similar, no doubt, will be the
care aome days previous to the draw mg of the
present scheme, even though it be nut tbe
pleasure of venders generally to engage in
the eale of these Tickets, and should any
vender decline taking Ticketi in this Lottery,
Unleas be can procure them from the Maue-
gerafa deduction from the snhemc price,
be will find an application for Ticketi on auch
terms, made in wain; and it also will be. lost
labour for any vender or vender! to attempt,
by any manoeuvre whatever, to assume to
themselves the management of this Littery,
10 that it ahall shall result to their own parti
cular benefit, regardless whether it shall nr
aiiall not tend to he just nr unjust toward! the
c-immunity. Bui the Manager pledges him-
toll'In be consistent with hia motto—" Equal
Justice,n—and a tew months will satisfactorily
prove to the public- the truth of this declare-
turn. In no instance can a credit far any
hu ge amount he allowed,^unless a satisfacto
ry security be given, for, notwithstanding the
integrity and property of many of those in
the trade, the Manager must and willendta-
vtur to guard against all casualties, and it
must be expected that tins will be looked for
and adhered to by him in all casea, not only
for his own protection and safety, but because
It is tile intention to proceed with ilio Lottery
In such a manner, that he will have it in bit
power to pay the prizes promptly, and that
it shall result to the entire satisfaction of all
«Jticerned.
If Use foregoing conaideratione ere not a
sufficient incentive to venders who era (sol op-
prned to the fairness of this Scheme in all ret-
feels, as wejl as to adventures, to take an
interest in this Lottery, in preference lo any
ether, tbe Manager trusts that tbe fallowing
zew arrangement and voluntary act on hia
part, will at least stamp it with aucb a char-
acler, in the minds of adventurers, aa shall
zander it justly deserving of that preference,
and he lacunfident it will duly receive merit-
•d patronage.

the possibility of lost to the holders of tickets
aicuoieguence of any czaualliet whatever,
