It imposes however, as we before stated, a quarantine of
40 days upon vessels, having on board persons of the
class referred to—this clause to take effect upon vessels
Iron) ports of the United Slates, in three mouths ; from
nil other ports,iu six months. Tho act also prohibits alt
intercourse with such vessel by free persona of color or
slaves, and compels captains of vessels to convey back
such persons on board ; renders capital the circulation
of pamphlets of evil tendency, among our domestics ;
^pakes penal tho teaching of free persons of color or
slaves to read or write ; and prohibits the introduction of
slaves into this state for sale. It is perhaps proper to
state that tho act referred to was passed iu its present

The only actual change in tho revised laws of the
state ofNew York in that of marriage, is that hy which
the ago of seventeen years in males, ami fourteen in fc-
uialcs is dcd.ircl to be that of legal consent. In other
respects the existing law is not touched ; hut provision
is made fur recording n cnitificute of tho marriage,
which shall lie primafacie evidence of its validity, if the
parties desire it.
In Great Barrington, (Vi.) many persons nro sick of
small pox, and three deaths had occurred from that dis

Cnpt. lilacklcr, Rio Janeiro papers have been received
at Uoston to Oc. 14th. Tho frigates Iinperatricu nnd
Isabel, had arrived at Rio, from Portsmouth, Englutui,
and brought out tho Empress of Brazil, the new wife
of las Majesty Don Pedro; his daughter, tho young
Queen of Portugal j and a great number of distinguished
Noblemen. They were first saluted by a fleet of vessels
sent out to meet them, and escorted into port. In con-
nequonco of these wolcome arrivals, thcro were grent
rejoicings, nnd business had to giveplaco to liolitluys.

Tho Welland Canal was finished 30lh ul(. and on the
2d inflt. a vessel from York, U. C. and ono from Youngs
town, arrived ut Buffalo, N. Y. being the first vessels
that havo passed from Lake Ontario to Lake Erie.—

Of tho soven pirates who wero shot nt St. John’s,
Porto Rico, on the 12th ult. two were Frenchmen, three
Spaniards, ono Greek, ono American, named Samuol
Cambell, belonging to Philadelphia, who; it is said, has

villians, and marched to the placo of execution with the

Hardeman's, with directions to deposito in
that Office it letter directed to thin pluco con
taining a five dollar note in good monoy, mad
a constdirablo stun in spurious notes. Tim
Jotter wus accordingly mailed, and as was ex
pected, arrived hero brokon open and tho con
tents gone. Tim Postmaster at Hardeman’s,
in consequence of an accident happening to
his lock, hue been compelled to entrust his
pnekets to the Mail Hitler ns far ns Nolens,
villa, (about six miles) where they wore de
posited iu a mail bag, under look and key, and
in this manner was the packet convoyed
which contained the test letter. The Kidcr
was immediately apprehended—brought be
fore Judge M'Nairy, and bold to bail in tho
sum of 95,000, for his appearance at the next
term of tho Circuit Court ofthc United States
lor tliis district.
. Tho Huntsville (Ala.) Advocate, of tho 27th
ult. sns—“During the present term of our
Circuit Court, tho disgraceful sight lias been
exhibited upon our public square of whipping
with a cowskin; a white man, agreeably to
tho requirements of our stututo laws.” Such
laws “ make tho meat thoy feed upon.”

of Louisiana all the lands which wero over
flowed or sterile, which wits rejected. A
resolution offered hy Mr. Hunt of Vermont,
referring it to the Committee on Public Linds
to inquire into tlio expediency of distributing
tho proceeds of the public lands amongst tho
several States, for tho purposes of Education
nnd Internal Improvement, according to the
ratio of representation, led to a very brief but
animated debate, and was finally disposed of
by a successful motion to lay oil tlio table.—
An interesting resolution was adopted, on
motion of Mr. White of Florida, on tho sub
ject of tho cultivation ofthc Sugar Cano, and
tlio fabrication and refinement of Sugar.

ton, states that tho brig which plundered tho
Cundaco, was full rigged. Two of tho crew
of tho C. saw her in Havana a few months
since, when she,was preparing to soil from
thence, without any cargo. The pirate ap
peared to be deep, and it is probable she had
made • successful cruise.
