The Convention was permanently organized
by appointing Edward Rates, of Missouri, Presi
dent and one Vice President from every State,
with six Secretaries. Bates made a grand
Union speech. A Committee was appointed to
draft resolutions, and the Convention adjourn
ed to the afternoon, Fillmore and Dunelson
will be ratified. An immense crowd here and
great harmony.

Baltimore and Ills Dlaik Republicans.
The establishment of a line of steamers be
tween Savannah and Baltimore, with a view
of throwing into the latter, a portion of the
trade and travel which Georgia annually sends
tethe hireling cities of tue North, has been a
favorite theme with this paper. It bss keen
our desire tosee one great Southern city. And
Baltimore, on several accounts, seemed to of
fer a better promise of achieving that position
than any other. Hence we have long advocat
ed a closer connection in business between this
pert and that, and have argued that our trade,
as Mr as possible, should bs centered there,
rather than at Philadelphia, New York and
Boston.
Late indication) lead us to doubt whether
there it much grounds for Southern preference
between the rour cities, Black Republicanism
has manifestedly got a foot hold in Baltimore
Winteh Davis, her Representative, voted in
Congress with the Promoters, for the Army
Appropriation bill with its abolition proviso,
and the Baltimore Know Nothing Councils
have approved his vote. Some patriotic citi
zens, who attempted to save Baltimore from
|he disgrace of a black Republican organiza
tion, by dispersing a meeting or the traitors,
have been strongly denounced by tho press of
that city. With these indications of treachery
to the cause of the South multiplying in her
midst; Baltimore forletsmost her claims to
Southern sympathy and preference.

Mr, FUlmort, doubtless- thinking there waa
some manliness and patriotism left in the
Booth; that htr heart waa not wholly, itai
within her, that the aona and daughters of her
revolutionary heroes wen not all degenerate,
expressed the opinion in a late speech that she
weald not tamely aubmit to be ruled by Fre-
mnnt and hla Blank Republican horde. It seem'
ed to nan timely utterance, and la our hearts
wo thanked him for IL We were fain to hope
that the South was not altogether unworthy
the compliment which he had thus paid her,
and were ready to promise that so far as our
councils might avail, she should not, if the
woretcamotothe worst, forfeit hlagood opin
ion.
Tba remark to which we have referred, very
naturally called forth the sneers, ridicule and
roproora of the Fremontere—the gentlemen
wlioec choice taunt it it that the “South can’t
be kicked oat of the Union.” For this he was
doahtlessprepsnd. Yet imagine his surprise,
scorn and loathing when ho hears his own
Boulhcro supporters re-echoing this abolition
chorus. The Black Republicans affirm, iu op
position to Mr. Fillmore, that the Southern
States will quietly submit their necks to the
Fremont yoke. And the Baltimore Patriot (not
hair as bad a paper as another Baltimore organ
of Know Notblngism) speaks for Maryland,
and saya she will he found entirely obsequious
—intimating that the whole Bouth will follow
her example. Who will speak 'for Georgia 7
Or is it the laet that one paper baa nlreudy
pat her down for suhmlsslouV We blush to
think so.
But, asks tho Patriot, how can Democrats
council anything else than “implicit obedience
to tho rulo or any President legally elected,’’
their cardinal principle being “the majority
shall govern.” Now to this let us say, at once,
the rule of Fremont, if bo is elected, .will not
to tho rule of the majority. Ho will probably
be chosen (if shall) by lees than half the com
bined vote cast for Buchanan and Fillmore.
This statement is well illustrated by the fal
lowing figures of tho Boston Courier, tho cal
culation being made on tho supposition that
the Northern States should each give Fremont
20,000 more votes than Buchanan--about twice
the number that his friends claim for him.
Suppoee the sixteen free states givo each to
Fremout 20,000 mure than to Buchanan, then
he will have 320,000 more thou Buchanan in
the free states, and, in that case—
If Fremont receives in the free
states 750,000
Buchanan will receive 430,000
But Buchanan will recelvoin the
South at least 420,000
And Fremont really anno worth enumerating
in this calculation—
Fremont’s total 750,000
Buchanan's total 850,000
So that, if Fremont carries each Northern
state oy an average plurality or 20,000 over
Buchanan, still Buchanan will have 100,000
mure than Fremout

are trying to awaken some life in the cause of
tho Constitution and the Union, and though
they have not one pm$ in their favor, they

few evenings since by the good aud fair com-
paguondu voyage of a whole soulcd and im*
petuous friend or ours, just returned from his
summer’s “grand tour” in the North, we give
the toilowing: He entered the cars for Phila
delphia one morniug with a lady upon his urra,
when every seat seemed to be occupied. Look
ing around for a moment and seeing no signs
thut the spirit of gallantry was moving any
one, he loudly exclaimed, “Is there notagentle*
man here to offer a lady a seat? I don’t care
(or myself.” His appeal brought one gentle
man promptly to tho rescue, aud while our
u-iend was making his acknowledgments, he
says: Sir, I presume you are a Southerner; give

rank, and at one solitary old fogy in a yellow
flannel bathing dress, who was out bobbing
around in the surf on his own hook, aud ut
three nlggera who were bathing further off,
apparently in an advanced stage ol' delirium
tremendous, to judge from the high-pressure
yells and extra-super-dreadtul grins in which
they were breaking loose. Way off there
was a pilot-boat with a great H. on its soil, and
further still, lots of crall, looking like Midcrites
in ascension robes on top of the blue sky—
half way up to glory.
"Mr. Sloper,” remarked Amelia, “ever since
I have been down here, I’ve been trying to
think what those waves resemble, or what that
sea is most like. 1 sit aud watch, and think
aud think, till ail 1 know is that they ebb aud
